the monday morning commute. metro's general manager says tough choices are required to balance the proposed budget for the next year. anna-lysa gayle is covering the story in northeast. anna-lysa, this will take a real bite out of people's pockets. anna-lysa: that's for sure, kimberly. under safetrack surge 10, there are no trains running between fort totten and noma- gallaudet until the tuesday before thanksgiving. next year, riders could see more changes in their pockets. >> i don't like it at all. i'll be glad when they open it back up. >> i think they have to do something. anna-lysa: sunday, riders at the brookland metro station had to wait for a shuttle because of

said there are more changes that could affect riders and employees in the coming months. he is calling it a reality check budget plan. >> this is truly unconscionable and i hope my fellow board members don't buy into it. anna-lysa: the $1.8 billion budget plan cuts jobs, eliminates about a dozen low ridership us routes, increasing one-way bus fares by during peak hours the train fare will increase by $.10. >> if that is what is needed to ensure safety and security, it's a sacrifice to make. anna-lysa: paul wiedefeld said that tough choices are required to balance the operating budget. when it comes to increasing fares, metro board chair jack evans is not buying it. >> they should be applauded,

killed, one of them just 14 years old. prince george's county police are still looking for the gun man who opened fire at an apartment complex in capitol heights. cheryl conner spoke with loved ones and neighbors about the violence. cheryl: the night before halloween, the neighborhood is dressed up, kids playing. hours ago it was a real-life house of horrors. six people were shot sunday morning outside of regency lane apartments on walker mill in capitol heights. >> he was so funny. cheryl: she is telling us about her 14-year-old brother. >> every year for halloween, he was a swat member. cheryl: the 14-year-old and an 18-year-old were pronounced dead on the scene. four others were taken to the

saw. >> it was like back to back shots. for about a minute or two. cheryl: bullets shattered the windows at one of the apartment buildings. detectives do not think the incident was random. they say he was a good kid on the honor roll it suit with high school. >> i think he was on his way home from somebody else' anyone with information that leads to an arrest and indictment can receive a $25,000 reward. in capitol heights, cheryl conner, abc 7 news. kimberly: two fatal fires in prince george's county in 36 hours. firefighters were back in landover, checking for smoke alarms.

early morning house fire. another person jumped from the home to escape the flames and two people were taken to the hospital. late friday night, an elderly man died in the house fire. firefighters found at least one smoke detector that was not working. a water rescue on the potomac river. montgomery county fire and rescue said that a woman fell 70 feet into the water. she fell in on the virginia side of the river kayaker helped keep her head above the water before crews could arrive. she was taken to the hospital by helicopter with serious injuries. developing now, accusations that fbi director james comey may have broken the law by disclosing e-mails possibly connected with hillary clinton. the senate minority leader harry reid said it appears that comey violated the hatch act, which

in activities that could influence elections. richard painter, the chief white house ethics lawyer during the george w. bush administration, filed a complaint, accusing comey of doing that. former attorney general eric holder and dozens of federal prosecutor signed a letter slamming comey for going against long-established guidelines when he commented on an investigation with political implications. the fbi now has permission from a jones to re found the laptop shared by the clinton aide and her estranged husband, former congressman anthony weiner. the fbi has not determined if the e-mails are significant. campaigning in florida, clinton told supporters to stay focused. in colorado, donald trump questioned whether voters' mail-in ballots will be counted. >> when you send them in, do you
