school buses have three-point restraint system just like the ones in the car. nhtsa estimates it would cost $7300 to $10,000 to retrofit each of the buses on the roads. totaling billions of dollars. in study like this one from the seat belt pilot project, researchers determined safety belts were not cost-effective. the data showed three times the number of children were injured or killed in than on the bus. if these costs were incurred concluded more lives could be saved by investing in enhanced safety measures in loading and unloading zones. in fact, in data compiled since 1991 from nhtsa and the national safety council six children a year are killed on passengers as school buses.

regardless, it is time to make bus safety consistent with standards in personal vehicles. >> getting kids to buckle up on the bus. it has a lot of benefits. keeps them seated, behavior and everything else. but it's really about safety. everyone has grown up with seat belts and the standards on school buses date to the 1970's. times change and we need to update standards for buses. lisa: right now it's a state by state decision. belts on school buses. and all buses under 10,000 pounds require belts by federal mandate. last year, the maryland state senator proposed a seat belt law but it didn't make it out of committee. his chief of staff said when the members look at the price and the cost ratio it was rejected and they told him there is no money for that. lisa fletcher, abc7 news. jonathan: thanks.

michelle: a frightening situation in northeast washington after a woman's clothing and her wig caught fire. she was found in the trinidad neighborhood and the injuries are critical. jonathan: police in fairfax county are looking for a guy they believe set a woman on fire saturday morning.
