then a mailbox. then the bus flipped over. michelle: the driver walker was involved in a minor crash two months ago. the ntsb says it wants to talk to walker but won't comment further. well, a reporter from our sister station in chattanooga asked the ntsb if seat belts would have made a difference. ntsb chairman christopher hart said it is something they are looking into. we sent our i-team over putting seat belts on school buses. as investigator lisa fletcher found, 25 queers -- 25 years of research may not support it as the best solution. lisa: every day, 25 million kids in america ride on school buses and parent trust they will be safe. >> coming from a generation when they didn't have seat belts, i without a doubt think we should all use seat belts. lisa: the head of the national transportation safety board

school buses have three-point restraint system just like the ones in the car. nhtsa estimates it would cost $7300 to $10,000 to retrofit each of the buses on the roads. totaling billions of dollars. in study like this one from the seat belt pilot project, researchers determined safety belts were not cost-effective. the data showed three times the number of children were injured or killed in than on the bus. if these costs were incurred concluded more lives could be saved by investing in enhanced safety measures in loading and unloading zones. in fact, in data compiled since 1991 from nhtsa and the national safety council six children a year are killed on passengers as school buses.

regardless, it is time to make bus safety consistent with standards in personal vehicles. >> getting kids to buckle up on the bus. it has a lot of benefits. keeps them seated, behavior and everything else. but it's really about safety. everyone has grown up with seat belts and the standards on school buses date to the 1970's. times change and we need to update standards for buses. lisa: right now it's a state by state decision. belts on school buses. and all buses under 10,000 pounds require belts by federal mandate. last year, the maryland state senator proposed a seat belt law but it didn't make it out of committee. his chief of staff said when the members look at the price and the cost ratio it was rejected and they told him there is no money for that. lisa fletcher, abc7 news. jonathan: thanks.

the company that operated operae school bus involved in a deadly crash. remember this last month when the crash? it went slamming in the side of an m.t.a. bus killing six people aboard the m.t.a. bus and the school bus driver. he was killed. but no students were on board the bus at the time and the cause of the crash remains under investigation. michelle: we have been talking about it. today is the start of the exodus as million of drivers hit the roads and the airport for the holidays. stephen tschida is in seeing on the roads. a lot of taillights out there. atmosphere red lights. it's almost christmasy. this is slow going. view behind us. a different vantage point, different light. slow going but around the beltway as we va verse it today.

michelle: a frightening situation in northeast washington after a woman's clothing and her wig caught fire. she was found in the trinidad neighborhood and the injuries are critical. jonathan: police in fairfax county are looking for a guy they believe set a woman on fire saturday morning.

2001 fort taurus like the one on the strewn, vpw1915 plates. the 61-year-old woman is in a hospital after police say reeder set her on fire in an argument. michelle: five students had to be removed from class today after taking drugs in class. the students took xanax or something similar and then they got sick. none of the students had a prescription for the anti-ain the ambulances as a precaution. the fifth went home with parents. jonathan: virginia trying to make it easier to save lives when it comes to overdosing. so the order that reverses an overdecember would be available at the pharmacies without a prescription. cheryl conner spoke about the difference it could make. >> the needle you need in an emergency. >> i know a lot of people who have overdosed.
