jonathan: first, we are on storm watch right now. a store moved through the area this evening, strong enough to do damage to an apartment building in northwest washington. michelle: residents had to find another place to stay in the rain is still falling at this hour. jonathan: steve rudin joining us now, what can we expect the rest of the night?

welcome sight for dozens of people in northeast washington because many of the homes on delafield place are now damaged from a water main break and sewage backup right before thanksgiving. they have water in their basement and it is disgusting. homeowners got a chance to talk to d.c. water and demand answers. anna-lysa was there. any sense of relief tonight? an people were not happy with tonight's meeting. last week we showed you this outside of somebody's house. now look at this pile. these are items taken from the home after the water main break. a representative of d.c. water expressed a formal apology, but some say it's not enough. >> why are we doing this?

after a water main break caused flooding in two dozen homes, d.c. water met with delafield place residents and city officials. >> i'm so sorry that this happened. >> you treat us like second-class citizens. anna-lysa: wednesday night residents expressed anger over the situation that unfolded, some still without heat and hot water remnants of sewage water mixed in with the water flow from the pipes. >> i was not able to have my family in. anna-lysa: in order for residents to receive reimbursement for damage to their homes, they have to file a claim, which goes through an investigation process which could take weeks. >> it is a process we have to go through.

the daytime, something completely unexpected and a horrible accident. jonathan: franklin's charge with driving while impaired, negligent driving, and failure to control speed to control a collision. michelle: a martial arts teacher is under arrest accused of assaulting a teenage student. they say that brandon miller inappropriately touched a 13-year-old girl while she attended a summer camp in july. miller kept calling her on the cell phone. jonathan: a neighborhood is back to normal and dozens allowed home after an hours long standoff in upper marlboro. tom roussey talked with the police to let. what are they saying about the man involved in what are the neighbors saying? they were kept away for hours? tom: no charges yet, but i have a person of interest in custody.

was hiding in there, leading to a very large barricade situation. there was a huge police response to this neighborhood a little bit outside of the beltway. the police got a call about 2:40 this afternoon somebody was breaking into a home. when they got to the scene, they were led to believe somebody was hiding in the house, leading to this entire five-hour standoff. during that time, residents were not allowed home if they were not home w those who were home were told to stay inside. for five hours, residents waited and were not allowed home until the police clear the house room by room. >> we eventually enter the house and no suspect was found. additional investigation has led to a person of interest. >> glad to get in. glad it's over. >> we try to get home at 5:00, and we got turned around. now we are trying to get to our

the men or people the police are looking for in the kidnapping of a northern california mom. for the first time since his wife's release, keith papini is talking, providing graphic details of how sherri papini was held. >> her left hand was in the vehicle, chained to something. they open the door, and they cut something to free he while holding her in the vehicle, and then kind of pushed her out. jonathan: sherri papini says she was snatched while she was jogging in early november and released three weeks later over 100 miles from her home. see more of the interview with keith papini on a special edition of "20/20" right here on abc seven friday. michelle: more on the plane

the cloudy skies and because of the rain that we had, now we will see brighter skies tomorrow. around the capital beltway right now, still drive. expect another line of showers moving through in the next couple hours. once the showers move out, no war tomorrow. you will not need the umbrella. -- you will not need the umbrella, no worries. the last line of showers moves through by about 3 a.m. wind changes direction, then cooler air settles in. today was a high of 69 degrees. tomorrow will be about 15, 18 degrees cooler than that. still good for november. -- still good for december. generally the middle to upper 40's. not going to stay there that long with lots of sunshine, but it will be cool. tomorrow, 56 degrees midmorning.
