this morning on "world news now," president trump's take on torture. reasserting his opinion that water boarding is not torture and that it works in intelligence gathering. but fellow republicans as well as his new defense secretary they strongly disagree. the details ahead. it's the first major meeting of its kind since taking office. president trump set to hold a joint news conference with british prime minister theresa may later today, the two leaders ushering in a new age in global politics. >> new this half hour it, the raw power of mother nature. >> heavy rains and erosion caused the devastating collapse of this hotel into the rushing floodwaters below. the building completely disappearing in front of the evacuated crowd. and the colorful clash of nations has begun. no, not the olympics. it's way better.

torture. >> fingernails. >> i'm sure it's not pleasant but waterboarding was just short of torture. when you know, all of a sudden they made it torture. here's the story. look, i spoke with people the other day who are in this world that we're talking about. they said absolutely it works. >> as he first told abc's david muir, the president again said that he would follow the advice of defense secretary james mattis who believes torture is not effective in interrogations. >> republican congressional leaders like paul ryan and senate majority leader mitch mcconnell also made it clear that waterboarding is not an option. >> well, i think the directive of the cia has made it clear he's going to follow the law and i believe virtually all of my members are comfortable with the state of the law on that issue now. >> and torture is illegal and torture is not legal. and we agree with it not being legal. >> despite opposition from his own party, the president insists we have to fight fire with fire when dealing with radical extremists.

>> so the president meets with british prime minister theresa may today at the white house. may is the first foreign leader to meet with the president since his inauguration a week ago. during an address in philadelphia, she called the president's term a new era of american renewal and reaffirmed the special relationship between the u.s. and britain. >> we have strong economic, commercial, defense and political relationships, as well. so i'm delighted that the new administration has made a trade agreement between our countries one of its earliest priorities. >> despite that special relationship, there are some differences that could arise during the meeting. may has already rejected the president's view that torture is acceptable. should point out that she and the president will have a joint press conference at 1:00 p.m. abc live coverage. >> now to the growing tensions with mexico triggered by a showdown over president trump's proposed border wall. a wh

off. now there's talk of slapping mexico with a new tax. here's abc's jonathan karl. >> reporter: since day one of his campaign, trump's relationship with mexico has been rocky. >> who's going to pay for the wall? 100%. >> reporter: still he traveled there to meet with pena nieto last year. we asked about the wall. the wall, is it a nonstarter? is there any chance mexico pays for wall? >> we did discuss the wall. we didn't discuss payment of the wall. that will be for a later date. this was a very preliminary eting. >> reporter: since then mexico's president has been consistent, there's no way mexico will pay. the two leaders were scheduled to meet next week at the white house. but after mexican officials hinted they might pull out, trump tweeted if mexico is unwilling to pay for badly needed wall, it would be better to cancel the upcoming meeting. three hours late pena nieto tweeted back he had informed the white house he would not be

cancellation was a mutual decision. >> the president of mexico and myself have agreed to cancel our planned meeting schedule for next week. unless mexico is going to treat the united states fairly, with respect, such a meeting would be fruitless and i want to go a different route. >> reporter: on thursday, the white house floated one possible way to get mexico to pay for the wall. the idea was a border tax of 20% on goods coming into the united states from mexico. although late thursday, the white house clarified that was simply one hypothetical thetical idea. it is not something that the president has signed off on. jonathan karl, abc news, the white house. and jon, we should mention mexico's foreign minister said that that border tax would raise prices on goods which would be passed along to the american consumer and republican senator lindsey graham also slammed the idea in what was the tweet of the day. he seemed to mimic the president's speaking style

writing any policy proposal which drives up the cost of corona, tequila or margaritas is mucho sad. i agree. according to "the washington post," president trump called the acting director of the national park service on the day after his inauguration. the important issue, he was asking for more photographs of the crowds on the national mall. the "post" reports that the president wanted those extra pictures to prove the news media lied underestimating the number of people attending his swearing in. a scare in the skies for passengers as a smoky engine forced a united airlines flight to make an emergency landing. the flight headed from washington to nashville landed safely. cress immediately doused the smoldering engine with both foam and water. at least 75 passengers were evacuated from the plane and no injuries were reported. the faa is now investigating. a roof top fire forced hundreds of guests from their hotel in tampa. wits ins say the flames were shooting off

firefighters had to walk up 27 flights of stairs to put out the flames. after nearly an hour, the fire was out and guests returned to their rooms. no injuries reported there. a hotel in peru made out a lot worse than that. whoa. it collapsed right into a river that had swollen because of recent storms. the building's foundation was eroded by the rushing water. luckily everyone inside had evacuated before the collapse. no one was injured but plenty of waterbeds there in that hotel. harvard university has been handing out its hasty pudding award every year since 1951 to honor those have made lasting contributions to the world of entertainment. >> yes, and the award for woman of the year goes to oscar-winning actress octavia absencer. she was paraded through the streets of cambridge. look at her. later during a roast, spencer was serving up a little mock poop. she used that moment to send a message to white house advisor
