firefighter with a clean record but police are still trying to find out if it was justified or not. we arrive on scene not long after police encounter a terrible site. a young man hit by an s.u.v. is dead. his mother overcome with grief. she is just feet from where her son lays. a small, horrified crowd gathers. >> that is terrible to see the young guy land on the ground like this. brad: a witness shares this video of the moments after the fatal encounter. catching the mother telling police what she saw. >> he ran over him with his car. brad: the driver of the red s.u.v. then tells police he did strike the young man because he was armed with an assault rifle and because last night that man assaulted, pistol-whipped the driver's daughter. we see that gun in a police officer's hand. another witness tells us he saw it, too. >> big gun. a47

the driver claims he and his daughter spotted the man who assaulted her last night riding in a car with his mother this morning. so they followed them while calling police. how the parking lot confrontation happened remains a mystery. everybody involved is being questioned. those who saw part of the incident or the horrifying aftermath tell us they are shaken. >> from what i understand, someone was trying to protect their daughter's interest. and did it have to lead to death? no. brad: so what we know is the red s.u.v. was headed in this direction. it hit the man with the gun just about right here. his vehicle was parked over on that part of the parking lot. so he had been coming in this direction. now, a lot of questions tonight. police want to know was that gun visible to the driver, the d.c. firefighter? the driver who struck him. and additionally, police know that that man and his daughter

had spotted this person. they were told by police not to follow the other car. but they continued to do that. this investigation still has a lot of ground to cover. in upper marlboro, brad bell, abc7 news. alison: thank you. now get to breaking news coming to us out of baltimore where firefighters are on the scene of a massive fire at a vacant warehouse. if you know and are familiar with the baltimore area, this is at frederick and calverton. we have no word if there are injuries or what may have started the fire but we'll bring you any updates at all. larry: we are also on storm watch tonight and the clean-up after a windy night. downed trees, downed power lines. even hoof tops flown off some buildings. mother nature making a mess across d.c., virginia and maryland. at one point thousands of people were without power. we have team coverage inside and sides the weather center. we start with the clean-up wi

springs. rich? richard: this is power of mother nature. bricks coming off roofs. look at this, you can see the chimney crumbled up here. this is the culprit over here. this massive tree that fell on top of the house with a woman inside. the crackle of caution tape on the blustery day. >> bright, ball of fire. richard: an exploding transformer, roof debris everywhere, smashed windows. all from 50 to 60-mile-per-hour winds that roared through the woodland terrace neighborhood. >> everything went out. the lights, the phone. richard: it left pepco power crews and teams scrambling. >> it was just off. so we have been freezing all night long. richard: miles away in silver spring, morissa is camping in her car. >> i heard something terrible. ricrd

when this happened. she escaped for the two cats and not much else. >> i can't believe it. i think it's a dream. a bad dream. richard: she is not sure what she will do. the sticker says the home is now unsafe. good news, though, we are hearing from d.c. that the neighborhood does have the power back on. the latest in northern virginia from bureau chief jeff goldberg. jeff? jeff: well, richard in north arlington, this section of north 31st street, trees and limbs and branches everywhere, as dominion virginia looks to clean up the road. a huge tree knocked over by the wind fell in the street last night. all across the region, the clean-up continues. one after the other, piece of a fallen tree get tossed in the woodchiper.

a familiar scene across northern virginia following powerful overnight winds. >> dolly madison lane was closed in one direction after a tree ended up in the roadway. this shows this is no small tree. the overnight heavy winds uprooting the tree, toppling it over through the fence and into the road. >> somebody has a lot of work to do. we're glad they'll be doing it. jeff: trees were down everywhere and so were trash bins tipped over by the wind. at glebe elementary school in arlington, the power was out so students were bussed to washington lee high school to finish the day. >> it's an inconvenience but as long as everybody is safe. jeff: on north 31st street in arlington, the 65-year-old willow oak was pushed over and into a power line knocking out a transformer and knocking out power to nearby homes. >> i was t

crush the house, of course. jeff: good news there. 50,000 people were impacted by power outages in the storm. at this moment that stands at just more than 3,500. they are work hard to get the number to zero. now we look at what it looks like by the airport at gravelly point. meteorologist steve rudin is down there. how are things? steve: jeff, last night at 11:22, this very spot we had a wind gust reported. 64-mile-per-hour. andrews air force base around 70 miles per hour. the winds were so strong they knocked over the garbage cans around gravelly point. a lot of the cans are bolted to the ground. things have settled down here now. we have wind gusts that are around 30 miles per hour. you can see it on the weather bug network. temperatures in the 40's with the wind chill factors

the winds will continue to ease as we move through the overnight hours. tomorrow looks better. not as windy with milder temperatures. let's head back inside with more on that and chief meteorologist doug hill. doug: it won't help you in the next 20, 30 minutes but the winds will diminish tonight. we know that, we check the maps here and the report coming in. we had a wind gust at 23-mile-per-hour at reagan national airport. that is one of the lighter wind gusts we have had all day. cars around the area, about the same. it's 24 at b.w.i. we had a gust at andrews air force base at 31 miles per hour but that is a far cry from 50, 60 and the 72-mile-per-hour gusts around midnight at andrews. tonight, clear skies, diminishing winds and temperatures in the 40's in the evening. when you wake up tomorrow morning the northern and the western zones in the 20's but the winds are light. a typical valentine morning in those

>> scott thuman. scott? scott: thank you, mr. president. you just spoke about the desire to build bridges. there are notable and philosophical differences between yourself and prime minister trudeau. how do you see the relationship playing out? are there any specific areas with which in your conversations today you each decided to perhaps alter or amend your stances already on those sensitive issues like terrorism and immigration? >> we began discussions. we will have a good relationship, maybe better than ever before. we have wonderful ideas on immigration. we have strong, tough ideas on the problem we have with terrorism. when we put them together we'll have a group of talented people. we will see of course

small business administration. larry: new development on the dakota access pipeline. this afternoon a judge denied request from two native tribes to stop final construction. the judge said since oil is not throwing through the pipeline there is no immediate harm to either tribe. the standing rock sioux tribe says it threatening water supply and ape chient burial grounds. another court hearing set for the end of the month. jerry sandusky's son is now accused of sexual assaulting a child. police arrested 41-year-old jeffrey sandusky and charging him with 14 counts, including statutory sex assault and unlawful conduct with a minor. his father, former penn state assistant football coach jerry sandusky is in prison for the sexual abuse of ten boys. alison: young victims. two girls in the hospital after a violent weekend in chicago. still ahead at "abc7 news at 5:00" -- the search for the shooters and the push to stop the violence. >> new information coming in late this afternoon about

alison: a rally underway on the hill. the goal to preserve the district's death with dignity law. it's up for review in congress. one lawmaker indicated he could strike it down. our d.c. bureau chief sam ford live in southwest where the rally is underway. sam? >> keep your hands off d.c. sam: we are right behind rayburn where at 5:30 the d.c. council -- rather the house oversight committee is talking about taking up a bill that would disallow d.c.'s death with dignity bill with the city passed this in december. the mayor signed it and it went sent here january 6. basically they have until february 17 to get th

overturned. that is the congress will have to vote against it. both the senate and the house and president trump would have to sign it. in the past, of course, these kind of things didn't happen because president obama would not sign them. but now with the republican congress and the republican administration, this may just be the beginning. this death with dignity law is unpopular with republicans. although in some western states there is such a law. right now a number of d.c. officials, you are looking at a councilmember there, the council chairman as well as other folks. i don't believe that the mayor is here yet. although we heard from congresswoman norton. as you look around you can see the signs saying stop g.o.p., congress. keep your hands off d.c. this is an emotional issue for a number of people in d.c. this is the first time in 27 years something like this has happened. if it does happen it will probably happen because of a republican

hill, i'm sam ford, abc7 news. larry: thank you for that. 7 on storm watch as the northeast recovering from the second blizzard in a weak. new england is hit hard by snow, rice, wind. schools in multiple cities close including boston where students have been out since last wednesday. the snow leading to more than 6,000 flights delayed. 1,300 more canceled. boston could surpass the yearly snowfall average this week. it's only mid-february. alison: they don't cancel schools that often like we do. so this is really unusual. doug: we get a couple flakes, done! we haven't had much this winter. there isn't signs that we'll have anything soon. we might get through the rest of the month very much above the 32 degree mark as far as the daytime highs go. thursday is the coldest day of the week and it might be the coldest day for the rest of the month. crazy stuff. alison: we did have the wind. doug: we had snowshowers. look at

alison: happening right now, families desperately trying to get out of oroville, california. this is a city just about 70 miles north of sacramento. larry: there are concerns about the spillway on the nation's tallest dam could collapse. amy aubert is at the live desk with the developing story as new information comes in right now. what is the latest? amy: new information continues to come in late this afternoon. officials saying repairs may need to be made before evacuees can return home. now dock minutes show concerns about the stability of the spillway brought up years ago. let's get to video that shows the magnitude of what exactly we are talking about. earlier today, you can see water gushing from the oroville dam. crews rushing to fill the damage on the spillway. the water level behind the dam on lake oroville dropping today. in the past couple of hours the acting head of california water agency saying he is not sure anything went wrong in regard to the damaged spillway. this is after evacuations were ordered s

larry: tourists asking for white house tur tickets are getting few answers. that is because as mike carter-conneen reports congressional offices say they are awaiting guidance from the trump administration on when the tours will resume. mike: earlier in month, first lady melania trump announced two appoint its. but it is unclear when they will manage the tours and organize events like the easter egg roll. the white house did not reply to our request for comment. the previous administrations of both parties, by now had someone in charge of the visitors center and quickly reopened the executive mansion to the public. >> i was expecting to washington by the front fences there and get a selfie. mike: tourists are frustrated. not only can they not get a tour but th

caught in the avalanche. larry: more gun violence in chicago leaving two innocent girls in critical condition. the 11 and 12-year-olds were hit by stray bullets in several incidents. we have more on the search for the shooters and the push to stop the violence. >> two separate shootings. 30 minutes and a few miles apart. >> people hearing the shot. kids shot in a purple van. reporter: two young girls fighting for their lives. >> my grand baby did not deserve this. that is my only grandchild. she is foughting for her lives at 11 years old. that shouldn't be. reporter: she was in the back of a minivan with her mom and little brother when police say she was hit in head by a stray bullet. they scan her hours every 12 hours looking for sign of activity.
