this morning on "world news now," president trump possibly turning over a new leaf. in his first 40 days in office we have seen the president stick to the tough talk that got him elected right. in his speech last night, who was that guy? what was that message? where did that come from? full coverage straight ahead. >> breaking news, deadly outbreak of severe weather across the middle of the country. two people have been killed by storms triggering high winds. baseball sized hail and tornados. we'll show you. >> chaotic scene as police try to stop a suspect. >> dash cam video shows how an officer was dragged by a vehicle when the suspect tried to take off. but didn't end there. see what we are finding out this morning about the officer and the suspect.

elected promising to drain the swamp in washington stressed continuity and common purpose. >> i am here to night to deliver a message of unity and strength, and it is a message deeply delivered from my heart. >> reporter: baptized by the rain here in washington, rehearsing his speech in the back seat of the beast, as he set off for the capitol, we saw the new testament trump. promising america some sort of redemption. >> every hurting family can find healing and hope. our citizens deserve this. and so much more, so why not join forces and finally get the job done and get it done right. >> reporter: he rose to the occasion calling attention to surprise guests in the presidential box, he was able to soften his policy proposals, and blunt some of the criticisms he has faced. the longest applause by far, was for carrie owens, sitting next to ivanka trump fighting back the tears.

her husband killed in action in that raid in yemen. and her father has been critical of the administration calling for an investigation. the agenda trump set out in broad brush strokes is pretty much what he has been promising all along, stronger defense, lower taxes for cop racings and for the middle-class, tougher borders and that wall, on ending obama care, he was more direction. >> tonight i am calling on this congress to repeal and replace obamacare. america will be empowered by our aspirations, not burdened by our fears. >> reporter: the test now is whether he can follow through. i'm david wright in washington. >> well joining now is political analyst and reporter for "los angeles times," kathleen decker, kathleen, thank you for joining us us at this early morning hour. curious to know, you have been

covering this sort of stuff for decades now, what struck you about the speech? that change of tone? >> it was a definite change of tone for president trump. it is, it is in keeping with what previous presidents have done. at states of the union or at their first presidential address, as it was for him. before congress. but, one never knows which trump will show up. and, this time we, we got election night trump. who was more sober, more reasoned, followed the teleprompter, didn't indulge in any of the sort of nasty comments that he occasionally makes on twitter, or in some of his public statements. so, in that sense, it was, it was different for him. >> earlier, cathleen he gave himself a c in getting his message out. are you glean anything from the comment now that you saw how he spoke tonight or last night rather? >> reporter: i think we need to see how it plays out in the

future. this may be an anomaly or it may be a turn. we don't know yet. i think that he has been frustrated in, in getting his message out. and he, he enjoyed in the campaign a real ability to speak over the top. so his media interrogators to the public. and i think he realized in the presidency that's much harder to do because just the setup is completely different. so, i am not sure that, that he wholly owns the sea, he may blame all of us for some of that. but certainly, i think there will be a heartened by the -- by the response to this speech, which, again, was a much more conventional speech from an unconventional president. but is likely to gain him a lot of credit among viewers who see only snippets, all of us watched the whole thing all the way through. normal people will see this in little, bits and pieces, and may well come to a better notion of him. >> given that kind of change in messaging and tone, we have seen

can you really hang on this speech for some one who is feeling either pessimistic or optimistic about it? >> hate to sound look a broken record. i do think we are dealing with trump, fair to say, all most all of the time, that we don't really know. until we get some sort of consistent momentum in a particular direction. i think that a lot of people have hung on his words at particular times in the campaign. only to weak up the next morning, see a tweet and despair they had misread what they thought he was saying. it is early in his presidency, what, 45 or so days in. he has a lot of self definition to do. certainly this doesn't hurt him among the broader public and in fact probably helps him. helps calm down some of his critics in the house and senate who were worried they might see something much more inflammatory tonight from him. which they didn't. and, and, i am not sure that in this hyper-partisan atmosphere we are in anything will bridge the gap between democrats and

>> too early to be excited or too early to be down on this. >> thank you so much for joining us. >> thank you. >> of course, we will continue to have more coverage about the speech. little, wednesday morning quarterbacking a bit throughout the morning. want to turn now to breaking news. serious breaking news. deadly severe weather outbreak across the middle of the country. investigators will be about 85 miles west of chicago today. trying to figure out how many tornados touched down there. at least one person was killed by an uprooted tree when, a tornado rolled through the city of ottawa, illinois. >> dozens of buildings, a nursing home and factory were damaged in a nearby community. one man said the tornado that hit there sounded like a freight train. his wife and son rode out the storm in a bathtub. their house was destroyed around them. >> at least one more person lost their life on an interstate in missouri. powerful wind, blew several cars

off the road. officials say a driver was killed when a wrecked vehicle from a junkyard was thrown in the air and hit that victim's car. let's turn now to paul williams from accuweather who has the latest on where the system is moving. paul. >> good morning, diane. kendis, unfortunately the deadly storm still has the another chapter left to it. look for another round of severe storms to plow its way throughout the ohio valley region and at the least produce some torrential downpours throughout portions of the northeast and rainshowers all the way up towards maine. we are expecting another round of possible tornados. deadly tornados. damaging hail. and wind. accelerating up to 65 miles per hour or even worse. diane, kendis. >> all right, thanks to paul. more news coming up, including the ceo of uber, call the on camera. lashing out at one of his drivers. what triggered this exchange and what he is now saying about that video. >> and

country. flooding led to emergency rescues in san diego. this took place at a hotel that lost power after heavy rains there. crews used recover rafts to evacuate the building. police say the water wasn't deep but it was moving too fast for some guests to be able to reach hyperground in time. aviation officials on both coasts are beginning their investigations into two deadly small plane crashes. >> the pilot of a small plane was killed after crashing into an apartment building in massachusetts. no one was home in the apartment. but the plane slammed into. investigators are working on that scene of a small plane crash in river side, california. three people were killed there. two others are still in critical condition. those crashes have the ntsb calling for training of private pilots. the agency says there are average of four accidents each day involving small planes. the accidents contribute to 400 deaths per year.

should mention that the police officer involved in ohio wasn't seriously hurt. dragged by a suspect however, dash cam video showing the incident. the officer had stopped a driver who then drove off, dragging that officer 75 feet. the driver was wanted for outstanding warrants. he is allegedly threw his passenger out during the chase as well. the man was arrested after crashing his van. man, what a wild scene in the streets there. >> unbelievable. and uber's ceo apologizing for a heated exchange with one of his drivers. call the on surveillance, berating an uber driver as he sat in the man's car. according to him, the driver said that he bankrupted him by lowering the rate on uber's black car ride. he fired back with an expletive and said some people blame everything in their life on somebody else. and a staff memo, he said that he was ashamed of the video. some are coming to his defense saying he was just explaining
