gridlock. >> we get to the big-budget news. supplemental. 2018 appropriations. what did we see on capitol hill last week? >> we saw the president's first budget blueprint. and what he wants to do with his term. do just what he wants to over the term, but what he wants to do immediately for defense. he wants to change the current .iscal year as well as what he wants to do over the next four years. in hard to invest power, the tools of strength as he defines them. and take money away from other government priorities. --gets credit for choosing making choices and making trade-offs, but he's receiving a lot of blowback and a lot of criticism. us about the blowback he's gettin b

defense department and meals on wheels are not mutually exclusive? >> because he is breaking the gentleman's agreement since the budget control act passed in 2011, it is basically an unofficial choice that there are dollars for defense and dollars for nondefense. that both will increase in tandem. mr. trump wants to throw out that rule. he wants to take a dollar from nondefense to invest into defense. that is a nonstarter in washington even among republicans. you're only talking about a fraction of overalls vending. he didn't talk about taxes or entitlements. taxes and entitlements and interest on the debt is really two thirds of the federal budget. it will be heated and arguing about a small slice of the budget, but it will grind things to a halt.

jill: if this is going to grind the hill to a halt, must people know this on some level? what is the point? what you think is happening? >> the job of the white house is to set priorities and framework for the big picture. and this white house should get that credit for doing that. but the technical process is a failure. it's going to be three steps ahead. the white house will see that it can't even pass the house. senate isey think the always the problem but in this case

, the overall effort. be possibly, potentially, but maybe not the senate. budget, youbuild a try to peel things off one by one? there's more time than it is available for congress. you need to just had a deal. >> what is actually there for defense? hawkish republicans that don't feel like it's enough. the house armed services committee. >> there will need to be two deals. one early in the year the spring and another in the all.

with 2017, the current fiscal year we are in right now because he was to have the budget amendment. not just on operations in iraq and syria, but really invest in other traditional defense investments. to change he's been the money in 2017 requires the relitigation of the budget control act. that is a fight not worth having. because there is no point. there will not be an agreement to get there. they will need to pour that money into supplemental and not through base spending. they will decide to do that first. clock's willdown start showing up on the screen. the first thing will be the first question to answer.

>> do you think there will be a resolution? a shutdown? something in between? >> given the ideologically radical nature of the president's budget, it may not be able to pass the larger majority in the senate. and the politically sensitive border wall funding. frankly, the government shutdown. then however long that takes is a year-long federal spending freeze. in the absence of being able to cut the larger spending deal. best case, defense gets its own bill. the thing is, the politics of the shutdown right now, the white house has the upper hand on this. one of them will be wrong. jill:

president trump has been vocal about defense program cost. , they discuss the program. three months after donald trump took to twitter calling costs out of control, the lockheed martin ceo is crediting the president for ensuring the government is getting the best deal for the money. cost savings while speaking to reporters on tuesday. >> president trump has made that he and his ministration will be focusing on ensuring the government is a smart buyer, getting the most of the taxpayer's dollar. in the positive and constructive dialogue over the last few, we were able to communicate how lockheed martin

we recognize that for our customers, every dollar saved is a dollar that can be directed to purchasing new capabilities, greater flexibility, or increased interoperability. all of which can help the broader mission for the individual war fighter to succeed. nowhere has this commitment to affordability than more visible -- been more visible than on the f-35 for graham. pentagon and lockheed martin came to an agreement on the 10th lot of that joint strike fighter with the per plane cost on the most common f-35 a model dropping below $100 million for the first time. that reflects a 62% reduction in cost from lot one. president trump: i want to make sure no taxpayer dollars are wasted. i have saved $709 when i got involved in the negotiation on the f-35.

jill: with obstacles in the way for defense funding, they are approaching the issue from opposite sides. defense news capitol hill reporter joe gould asked adam .mith talk democrat and congressman mike turner, a lead prodefense public and to explain. joe: so we saw the release of the president skinny budget.

impasse. what do you see the landscape being? >> you have the defense hawks that think it on to be at least 640. that's a $37 billion difference and a lot of republican budget hawks that think 603 is too high. how do they resolve that? i don't know. then you have the president's plans that he announced during the campaign. the number of ships he wants, the size of the army and marine corps that he wants. exported wouldn't even begin to get us there. d you think that they meet somewhere in the middle? >> the president, in no way, has thought this through. i

anything, to start developing a defense strategy that reflects the amount of money that we are going to be able to spend. we have to have -- everyone holds fast to their position, what we wind up with is a hollow force that isn't trained and equipped to do all these grandiose missions. joe: do you think we are likely to end up with a shutdown? >> i am not in the prediction business especially when it comes to trump and what the republican congress tries to do. so we will have to see how they square those circles. you proposed real-world

you have come out with a middle-of-the-road solution. can you talk about what that is? need -- >> they need to do it yesterday and the president could still come out in favor of it. and he might. need to stop these fantasies about having as many nuclear weapons as we had at the height of the cold war. have a sufficient deterrent nuclear force, we don't need to bankrupt ourselves trying to build nor -- more nuclear weapons and we can possibly imagine and we need a strategy that matches the amount of money that we are prepared to spend. not the amount of money we fantasize about spending but the amount of money we are prepared to spend so that the military can function. the fourth one is that we need partnerships. the world is a

lot different than it was right after world war ii. partnerships in europe and africa and asia to work with countries to meet security needs. we cannot do it alone. there are too many other powerful nations in the world to just go kicking in doors and do what we want to do. we need diplomacy. we need development. we need to work with partners. you will be able to contain the threat in the horn of africa for a relatively low price tag. as of the types of things we need to do. i hope we get there. joe: congressman, the white house budget, the skinny budget came out this past week. it is interested to be sort of in a -- an opening offer. what is the bottom line for

republicans who are in favor of defense? >> there are a couple of things we have been working with on the white house that we are aligned. that is the repeal of sequestration. the president called for it in his joint session of congress. in everyone of his speeches, he is including it. it is necessary for us to the able to get back to realistic budgeting. up our whole ability to do long-term budgeting monetization programs and contracting. we have 122 members that have signed a letter indicating that they will vote for repealing sequestration. letter toto sign a say yes, i agree. we certainly support the president's supplemental request. and we want to get our job done and

document, the appropriations bill passed so we can be done there. >> it is underfunded. it is significantly underfunded. it's a 3% increase over even what obama projected. hope you're right that it is a first salvo. >> turning away from the budget this week, secretary of state rex tillerson is going to skip a meeting of nato foreign ministers and plans to attend a meeting with russian officials. what do you make of that? have the allies in europe gotten jittery over that? >> nato is the most important alliance because we have a number of allies that work directly with us. many of which are integrated into the intelligence community. these are people we need to keep in touch with on a regular basis.

and not going to a scheduled meeting sends the wrong message. it is a doubly wrong message. having a meeting with them instead. i hope that the administration looks at 80 as a partner and vice president pence has said that they are. i hope the secretary of state reaches theirs. return, we expose how vulnerable we are to cyber hacking. in the same fight on the battlefield through culinary skills.

with the cyber security form initiatives demo in huntsville. the first thing i did was reconnaissance. we are going to attack a certain ip address that tells the computer which is yours. we will search for vulnerabilities to exploit. access that flag. and i look for we -- waypoints on that network. openfinitely shouldn't be i enter that code into the game and sure enough, that is it. if this was real, i am in your system and i can steal your data

heads of each school compete to make something tasty. who are you rooting for? >> quartermasters. >> is that where you go? >> yes. >> what are they making now? wax fried honey buns and bananas. >> did you get to taste any of this? >> i hope so. a sergeant inith staff sergeant from fort bragg. >> i competed in the individual category for rabbit. >> added you make it? >> i raised it in a pan. in a pan. it it wasn't as good as i wanted, but it is my first time competing. >> how did it seem like that compare for an event like this? >> the most important thing, like, you know, training the team members as much as you can. preparation.

this event. so most of the teams usually come over here and will be like training for, like, six or seven months. i learned a lot. like i said, fort bragg is a good team this year. every single member of our team is the first time competing except for one person. you have a lot of experience here. they are giving you pointers about how you can make your stuff look better. it is a learned experience. i'm glad they get to come. >> what are the differences competing in a competition like this in the united states?. >> and the nature of the food. very different even if we talk about the same things. we have to

and to adjust the recipe. >> even though the transportation crowd is really revved up, it was the leader of the ordinance school that one the bragging rights. see you just one the commandant's challenge. what did you make? > >> [indiscernible] >> did you get to pick which you make? >> yes. >> did it help to have your guys route you on? >> it'll was held to have your team route you want. that's a good thing. -- root you on. that's a good thing. the army builds a capacity to beat it self. if we go any the world, it is these soldiers that do this
