jonathan: corrina meheil was murdered a week ago today. now we are learning more about the guy police say did this. alison: the 28-year-old man was wanted somewhere else. michelle: tonight police are thanking the public for helping to track him down. stephen tschida has the big break in this case. what led them to this man? stephen: well, this is what we understand took place. 28-year-old el hadji toure used corrina meheil's a.t.m. card to extract hundreds and hundreds of dollars. that is the crucial link here. he was observed on surveillance video. this is what is happening right now. toure is expected to appear in court any minute. he is charged with first degree murder. from the charging documents which i received five minutes ago we have learned that investigators say the investigation revealed that he most likely was stalking meheil. as she was loading up. she was only in d.c. temporarily. he was observing her from the street as she was coming and going from

apartment. somehow he made contact. the autopsy revealed he had apparently tortured her after he tied her up with a knife and killed her by plugging the knife in her spleen, her lung and spinal cord. he also slashed her throat. this murder and apparent random nature of it has a number of people in the northeast neighborhood, that east capitol hill neighborhood where it took place troubled tonight. take a listen to one of the neighbors. >> i'm not changing behavior based on that because i was already being careful. but it makes us all really sad to know that that has happened to a beautiful young lady. stephen: now the crucial break came when toure visited some friends at a temporary workplace on hamilton street where he used to do odd jobs. he at most recent days has been

shelter according to investigators. he talked with people there at that work site. one of them recognized him from the surveillance video and con tacked police. he should be appearing in court any minute. we'll be back next hour with more on what goes down in the courtroom. reporting live, stephen tschida, abc7 news. michelle: horrible. thanks. a new twist in a double murder at the wheaton mall. abc7 was there january 10 as police swarmed the shopping center. now we are learning prosecutors dropped all charges against the 18-year-old accused killer. only on abc7, montgomery county reporter kevin lewis speaks with the now exonerated teen. kevin? kevin: michelle, angelo jackson was bracing for a double murder trial at the montgomery county circuit court. his saving grace? grainy mall surveillance video, high-paid defense attorney and prosecutors with no interest in a wrongful conviction. angelo jackson sat in jail for

killing two men at the westfield wheaton mall. from the get-go, police claimed surveillance cameras caught jackson but now the prosecutors tossed out the entire case due to a look of the sufficient evidence. >> have you been to the mall before? >> never been before. no. no way. never been there before. kevin: jackson says he was recording rap music at a friend's georgetown studio 20 miles away on the day of the killings. the 18-year-old relieved to be back home in mismontgomery county village neighborhood. >> i'm home, it's a blessing. i should never been in there. why was i in there for three months? for what? something i didn't do. kevin: so who is responsible for this midday double murder at the wheaton westfield mall? major crimes detectives aren't really sure right now and that is alarming to many people in the area.

me he is looking forward to graduating high school and exploring career in culinary arts. live in rockville, kevin lewis, abc7 news. alison: all right, kevin. thank you. new at 4:00 today, montgomery county police identify the officer who opened fire killing a man in montgomery village. officer matt mcgowan. he was wearing a body camera and they describe a man tilly lunging at him. the officer was knocked down but reached for his gun and started shooting. he immediately called for backup and an ambulance. tillly -- tilly died at the office. jonathan: abc7 on storm watch as we watch a line of strong severe storms slamming the south yesterday. look at the debris and the damage behind. this is near nashville. the trees were cranked from the ground, crushing cars below. when you see the video it's amazing to think nobody was hurt after all of that. here well, you might have

the rain may arrive here on friday. i will have that in a few minutes. alison: we'll see you then. police say they thwarted what could have been another columbine. abc7 has been following this story for 24 hours. an 18-year-old girl with all of this, a shotgun, enough materials to make a bomb. this story is now grabbing national headlines. it has the community surrounding catoctin high school reeling today. brad bell is there and i'm sure this is all anyone is talking about today. brad: you go in the fast food joint and that is exactly what you hear people talk about, this incident that didn't happen fortunately at catoctin high. the allegation yesterday was chilling. this is just a prop, obviously. the allegation is this young woman gathered supplies like a pipe with fittings to go on

to attack this school. today what we are hearing in the community is really more compassion for her. at catoctin high school today there is no sign of the danger the frederick county sheriff says was averted. the school is quiet students move to and from class as normal. the spokesman says it's not an illusion. >> in the meantime, incident like this happens, the students and the staff buckle down and try to return to formal. that is what you see here. >> the news was stunning. an 18-year-old student named nichole cevario was planning to use a shotgun and homemade pipe bombs to attack her own school in the small town of thurmont. >> thinking and planning out and carrying out an attack much like columbine or sandy hook. brad: today we are hearing more compassion than anger directed at cevario who

"catoctin." developing in the district today, nothing firefighters could do at a point here where the back of a home falls apart. you can see in the home. in the 5400 of ninth street northwest. the home was already empty because people were ordered out after it was found to have structural issues. today it simply could not stand on its own. a student was taken to hospital after a school bus he was on was rear-ended. this is 95 and powder mill road. the child was not seriously hurt and the other students on board got on the second bus, the one pulled up next to it. they completed the trip to the school. michelle: a final goodbye to the baltimore cardinal kiehler who served baltimore for 20 years from 1987-2007. he was elevated to the college of the cardinals in 1994 by pope john paul ii making him the third archbishop of

jonathan: in miami two police officers recovering after being shot in an undercover operation. both in plain clothes when they were ambushed. one hit in the arm, the other in the leg. both are doing okay. this is video of them being rushed to the hospital. not clear if the gunman knew they were police officers. the shooter is still on the loose. michelle: president trump signed a controversial executive order this afternoon that will essentially undo a lot of energy policies instituted by the obama administration. lindsey mastis is following this story from our live desk. what is the latest? lindsey: well, president trump believes his executive order will help workers and boost the economy. he went to the e.p.a. headquarters to sign it and it will limit moratorium that keeps coal companies signing up for new

clean power plan that faces restrictions on the greenhouse gases at cold fire power plants. president trump insists it will help people who work in the energy sector. president trump: with today's executive action i am taking historic steps to lift restrictions on the american energy, to reverse government intrusion and to cancel job killing regulations. lindsey: opponents worry about the long-term impact to the environment. they vow to go to court to fight it. in next hour protesters are planning to gather in front of thehouse. at -- in front of the white house. i'm lindsey mastis. jonathan: now to the border wall, the trump administration wants the first billion spent on 62 miles of it. in particular, 14 new miles in san diego and six along the rio grande. the money will also help fund 14 miles of replacement fencing in san diego.

the rain this morning, this afternoon total up. the most we have had at any of the weather bug station. .7 of an inch of rain. culpeper picked up .29. 60's and 70's across the region. on the dap lar radar we are tracking cells across interstate 81. you notice when the animation starts they are strong and then they weaken. the same with this batch. we don't expect anything heavy or severe. farther south the same phenomena where we have the showers and the storms that start with the promise and they weaken. we go across southern maryland and the middle pennsylvania and northern neck. as far as the rest of the evening as far as the future cast we will have cluster of storms and showers that develop. that will be the end of the showers as it goes north. the forecast

in washington. jonathan: happening today a possible sign of progress in the lead water crisis playing out in michigan. a judge approved a plan to replace the water lines at 18,000 homes. under this deal, the state and the federal government will pay nearly $100 million to replace the lead or galvanized steal lines serving flint homes. the water was tainted with lead for more than a year as they tapped the flint river but didn't treat the water to reduce core rose. michelle: uber is resuming testing to the self-driving cars after this crash happened friday in tempe, area. look at the scene. one of the s.u.v. rolled over. the crash was blamed on the human turning in front of the car. they have self-driving cars in tempo, san francis

michelle: you might have noticed the road closures and the extra security at the white house today. that is because the secret service looking at a suspicious package. a person was taken into custody but the north lawn was evacuated. jonathan: war on terror and the rescue crews are sorting through the airstrike in mosul. they pulled a survivor out of the rubble. one survivor. a recent strike targeting an isis truck bomber also

there. rescue crews are still looking for other survivors. so far, at least 112 bodies have been found. in the fight to push isis out of mosul has drawn criticism on both sides of the civilian toll skyrocketing as a result. this is a situation the united nations and the u.s. is keeping a close eye on. with the civilian death toll skyrocketing in mosul, the u.s. is under fire and the unis calling on iraq and the u.s.-led coalition forces to review the tactics to project civilians and abide by the international law. the human rights chief said the bodies were showing up in buildings are where isis held civilians as human shields later targeted in airstrikes. in a skating report, amnesty international accused the coalition forces failing to prevent civilian deaths saying that the army told civilians to stay put as the forces advanced on that city. march 17, one of
