bait car right in the middle of the strike zone, and the criminals take the bait. you talk to anybody who lives in this neighborhood, they will say smash and grabs are out of control. aidedd to this decoy car to did not take long for us to confirm that. i-team parks the decoy car in a neighborhood that has seen a rash of daylight break-ins. in less than three hours, we noticed these two men walking by our vehicle several times. within seconds, they move in. one shatters the window, the other grabs the bag from the front seat. we called 911. as we are giving the details of the crime, this happens. those are the guys right there. i spot the two men driving by who just brokent

d.c. police go after them. the police make the stop a block away. >> are you trying to get away from me or something? scott: are these the two same men who broke into our decoy car? the police find our laptop tossed a few feet away and crime scene investigators surveying the suspect's call. both men are handcuffed and taken away. so our window is long gone. at 11 p.m., we dig deeper, the i-team investigation continues, and we will ask tough questions, including questioning the d.c. police to find out what they are doing with all of the smash and grabs. scott taylor, abc 7 news. jonathan: we are on storm watch. it was a nasty night and a lot of places.

act of animal cruelty in fairfax county. the police say that a drunk man attacked a family of dogs, killing two puppies yesterday. tom roussey spoke to the owners in the aftermath. >> they are a big part of the family. of: the family lost two their five dogs, including this puppy. the mother in another puppy are recovering. the police say that 26-year-old kevin was home alone. >> i came home from school and summary was outside. tom: the police say that he stabbed, kicked, and through the dogs, including hurling them against the oven, breaking the glass. >> it was really devastating. tom: about three hours later, they found the puppy's father wondering this community pool. he is ok but

animal cruelty charges. called thesaid he policing that a dog bit him, but the police said that he provoked the dogs while drunk. they say they think that and the barking set him off. tom roussey, abc 7 news. jonathan: a former secret service officer has been convicted in a 16 case. lee robert moore was sentenced to 20 years in prison for sexting. he was on a white house detail during the time of his arrest in 2015. he was sending sexually explicit images to teenage girls in several states, but one of those was an undercover officer. along: a deadly crash temple hills road that involves a school bus. no students were on board and there were no injuries on the bus, but a person in the other car was killed. we are working on getting information about the circumstances

aggressive treatment should never happen. investigative reporter lisa fletcher looks at the trend of the stage zero diagnosis. >> i describe it being called a survivor, because i'm not. ofanything, i'm a survivor the medical establishment that lie to me and intimidated me, bullied me. lisa: she has always been healthy. she runs marathons, hikes routines, yet her mammogram led to stage zero breast cancer. >> is very confusing. zero is zero. lisa: 60,000 women per year i diagnosed with stage zero breast cancer, accounting for 25% of all breast cancer diagnoses. some question of who should be called cancer at all, suggesting the abnormal cells in the lining of the breast duct

to harm most patients. but women are often forced into radical surgery and radiation. >> i've been over-treated, over-diagnosed, over-scared. lisa: urgent was stamped on her file and she was offered a metake to me -- a mistake to ofastectomy and weeks radiation. >> i was like, women come you're telling me mastectomy or radiation, this does not make sense. >> we have been conditioned to think that what you have the diagnosis you must act fast, and that is not right. lisa: he is one of the leading voices urging this is overdiagnosis and overtreatment. he said the widespread push for early detection has had little role in the decline of the breast cancer death rate, but it can lead to unnecessary and often radicatr

of thousands of women per year, leading them to think they are sicker than they are. typical treatment for stage zero breast cancer is nearly as aggressive or more aggressive than early-stage invasive cancer. i would argue for most women it does not need to be treated. this radiologist leads the breast cancer center at george washington university hospital. >> we know some carcinoma if never becomell killer cancer, but the problem is we don't know which ones. lisa: it is that situation that originally convinced donna to have three surgeries, including a partial mastectomy. >> we are not telling women there is harm, severe harm. invasive surgeries, radiation, drugs, years of anguish, anxiety medications.

all this information is out there? lisa: some suspect one reason for aggressive treatment nationwide may be the amount of money involved. in 2015, a study in the pure-reviewed journal found false-positive mammograms and breast cancer overdiagnosis account for $4 billion in spending every year. >> there is absolutely money involved. some people generally -- genuinely believe this is always the way to go, but there is a lot of money. cost of years lost, financial loss, loss to a family? we are seeing one side of this. there's no doubt if we do not treat this, some women will lose their lives. lisa: as for donna, she says it is her mission to make
