who was waiting with friends for an uber ride. words were exchanged. it wasn't much of a fight and urbanski pressed a knife in the chest of richard collins. urbanski had on his facebook page membership to alt-right nation and. it's investigated as a hate crime but the state's attorney is asking the community not jump to conclusions. this is what she said a few moments ago. >> until we have our investigation chron included, and we need more than a facebook p

jonathan: thank you very much. fun tradition to watch. the herndon monument climb. it just ended. they got it off the top and replaced it with the midshipman hat. plebes no more. on the ground the older students sprayed them with water. it's greased every year to make it a miserable climb. but they work together. you can see they build a base and get a second layer up. keep handing the hats up to get them on top. it does take some trial and error and a lot of falling. there will be a lot of bruised plebes -- i should say midshipmen tomorrow. i'm not sure why they keep watering it down. as if they needed more stockalals to deal with -- obstackals to deal with. but congr

michelle: this man is accused of killing a neighbor. fight over the property line. two homes on young lane in spotsylvania county. that is where the deadly shooting happened. jeff goldberg has new information about the victim. jeff? jeff: in the last 20 minutes we were able to confirm that the victim 65-year-old guy prudome was the president and the c.e.o. of columbia property capital. a real estate firm in d.c. up that driveway is his home. up that driveway is the home of the alleged shooter larry johnston. authorities say it was a dispute over the property line between the two homes that led to him being shot and killed. spotsylvania county sheriff arrived at the home yesterday afternoon at 1:00. and they found him lying in the driveway with a gunshot to his chest. the gunshot wound.

johnston was taken into custody after authorities say he admitted to the shooting. at the time of the shooting landscaping crew doing work. the wives were also at the home as well. they had an ongoing dispute over the property boundary and they say that is what johnston -- what caused johnston to fire his handgun at prudome. >> i think his remorse was for the incident occurring and didn't happen in a different way. >> i don't understand the problem. sad. >> that it resulted in violence is crazy. jeff: johnston charged with first-degree murder and held at the rappahannock county regional jail. coming up at 5:30, we are looking into the story on the impact he had

brianne carter at the live desk with the decision and a new challenge. this has been nothing but challenges. >> going on since august. today the u.s. district judge richard leon issuing this new ruling there in the case. calling for another review of what the impact metro could have on the purple line project. in the 12-page opinion judge leon stated, "i find the defendants failed to take a look at the records and hard look at the potential impact that the ridership and the safety issues could have on the purple line project and conclude that a supplemental environmental impact statement that addresses the issues is required." the project needs federal environmental approval to get $90 o million in federal funds. it is expected to receive for construction. in the last hour reaction now from maryland's governor who called the ruling incredible disappointing but not entirely surprising.

find you left in your car. the "7 on your side" i-team is fighting back. nancy: investigator scott taylor joining us live with a bait car that already made a difference on the street, scott? scott: it has. so far with the bait car, we have captured four suspects breaking in the vehicles. they don't work alone. they work in pairs. they use things like this, a center punch that you can pick up for $10 on the internet. they shatter the window. the other guy reaches in, grabs your bag and takes off. it only takes second. but they usually work in pairs and one strolls down a street. they are searching for the next item to steal. they identify it and pass the same vehicle over and over again waiting for the street to clear enough and then they strike. we got a tip they were

district at an alarming rate. so we hooked up a bait car with multiple cameras and placed a bag in the front seat. it only took is a minutes to reel in two -- 15 minutes to reel in two suspects. this wasn't the only smash and grab we caught on camera. the thieves doing this like to target the same neighborhood over and over again. two even came back minutes after they hit one of the bait cars and quick work by the d.c. police helped us bust them. neighbors are frustrated. >> i see broken glass from cars every day when i walk my dog. it's constant. it's all different streets and it's almost impossible to catch people because it's so fast. scott: if we could catch all the suspects on video busting into car what is are the d.c. police doing to put an end to all the smash-and-grabs? the answer tonight at 11:00. let me tell you, you won't want to miss this. scott taylor, abc7 news. michelle: great story. thank you, scott.

michelle: every year, massive humanity to form a human parade around the herndon monument to remove plebe hat at the top to replace it with a midshipman hat. richard reeve is there. rich? richard: two hours, 21 minutes and 21 seconds. all those plebes, hundreds of them, were trying to climb up that herndon monument. it was covered with lard. they had to work as a team to try to get up there. we stood here and he watched them go over and over again. trying to climb that monument. they used the t-shirts and socks. anything to try to get a grip on the monument. it took a long time. there were so many close calls but finally a young man joe mcgraw, 19 from illinois, finally got to the top and put that mid-shipman's hat. let's hear what he had to say about it. >> my mind is racing.

facebook group that espoused racist humor, racist ideas. i was called "alt-reich: nation." so now the f.b.i. is investigating this as a hate crime. here is the new information. state's attorney, the chief of police coming out of the courthouse this afternoon to say at this point they don't have any hard evidence that this was in fact a hate crime. the investigation is proceeding. but they just do not want the community to rush to judgment. >> until we have our investigation concluded, and we need something probably more than just a facebook posting. that we want to make sure that we are thorough before we make the conclusions. if that is where it leads us, we will go there. at this point we don't have enough evidence to say that is the case. brad: angela alsobrooks
