a horrible situation, we have been following from the u.k. all evening, deadly chaos at a concert, 19 people killed after an explosion at a ariana performance, over 50 people wounded. michelle: there was a scene of mass chaos, being considered a possible act of terror. a man at the scene has been identified as a likely suspect. jonathan: we have team coverage, nancy chen with the latest. nancy: ariana grande twitting moments ago on this horrible from the bottom of my heart, i'm so, so sorry, i don't have words. aficials are treating this as terrorist attack as the concert was ending just as the explosion went off just after 10:30 monday night. the arena said that it happened

emotions come a large gathering to honor a college student killed in a possible hate crime. richard collins recently became a lieutenant in the army, his future cut short when he was stabbed to death. jonathan: tom roussey has the emotional gathering in his memory. so many said this death was senseless. hundreds of people came out, packed the auditorium at bowie state university in honor of a fellow student they say they will never forget. analloon release ended emotional night before graduation at bowie state university. indoors, impact, standing room only vigil began with the words of richard collins, spoken just four days earlier at his army commissioning ceremony. >>

in one section of northwest. last week abc 7 planted a decoy car and fees took the bait. jonathan: if you think lightning does not strike twice, they did. scott taylor is in the neighborhood where the the unit was struck again. it seems pretty easy to catch these guys. scott: so far it has been. people here say it is ridiculous. we know that criminals use these items that you can purchase on the internet for about $10, they will go up to the window, break it, and grab whatever they can reach, and then leave a big mess. the i-team obtained a shocking video showing this man breaking into a car in broad daylight. he cannot walk very far along the streets and not run into frustrate residents who say they are noticing an alarming rise in smashing grabs. >> i see

everything will day when i walked the dog. it's all different streets. it's all most impossible to catch people because it's fast. scott: in the second district so deaths fromr, 618 automobiles come a 22% drop from the same time last year. the police data does not include how many of those thefts are smashing grabs. after seeing this daring daylight theft, we set up a bait car with multiple cameras. toss in a laptop computer and some abc 7 new swag and a note and a bag. >"bad guy, see you one abc 7 nes at 11:00." it did not take very long for these men to spot the bag in the decoy car and strike. police, theng the same in drive back. those of the guys right there.

both arrested for theft from a vehicle and disruption of property. just a fewtossed feet from their car and the black bag removed from their vehicle. they are issued a citation under our back on the streets. daysnvicted, they face 180 in jail and a $1000 fine. can you tell me why you broke into our vehicle? >> sir, not right now. scott: 24 hours later, we are back with the bait car again on the same street. in less than 15 minutes, two men shatter the window and take off with our bags. the second district commander says that many smash and grab thieves in the district have a history of robberies. if convicted, they are ordered by the court to stay away from the neighborhood where they committed the crime. the i-team wants to know if we are so successful with our bait cars, why aren't d.c. police using decoy cars, too? >> you would have to speak with
