street in northwest washington. ryan hughes is joining us live now. the d.c. police don't even know what happened. they don't have a clue, do they? ryan: a lot of people are scratching their heads on this one. the woman believes she was hit by a car but there are a lot of conflicting reports. e.m.s. says yes but the police report says no. now the woman hired a private investigator. the p.i. canvassed the neighborhood and posted signs around the area trying to get more information. posters are on the ground and flyers taped to poles to help provide answers. >> i have physical consequences but no recollection of the actual event. ryan: kate cowen can't remember the aftermath. -- can't remember the accident, only the aftermath. she broke her arm and she has

concussion. >> it's a big blank. ryan: may 16, kate was walking to grocery store near 34 and porter street northwest. that is the last thing she remembers before waking up in the hospital. >> i think i was probably crossing the street and i was hit by a vehicle. >> a group of good samaritans found her face down in the crosswalk and called 911. no witnesses have come forward. the police report says there is no evidence she was struck by a vehicle or victim of a violent crime. but according to an e.m.c. report cob tained by abc7 the incident involves a vehicle. kate hired a private investigator to dig deeper. she simply wants to know what happened and thank the people who saved her life. >> i would very much like to identify the people who came to my aid.

out of the weekend attack in london. q: as you know we have been monitoring the story since it broke. we have the names of two of the three men behind the terror attack in london. khuram butt and rachid redouane. redouane was 30 years old and claimed to be moroccan and libyan but was a 27-year-old british citizen born in pakistan. police were familiar with him. however, there was no intelligence to suggest the weekend attack was planned. they are responsible for killing seven people and injuring others. the mayor sadiq khan honored the victims in a vigil near the london bridge. security barriers were installed on three london bridges since the attack. that saw a white van now down pedestrians on the london bridge. we will let you know

privatize the nation air traffic control system. under the proposal, the f.a.a. would maintain the safety oversight role and the private entity overseen by a 13-member board would be responsible for operations and upgrading to a g.p.s. based system. >> we adopt the changes, americans can look forward to cheaper, faster and safer travel. future where to% of a ticket price doesn't go to the government. and where you don't have to sit on a tarmac or the circle for hours and hours over an airport. michelle: canada, germany and france already made similar changes. previous attempts at the privatization in the u.s. failed in congress. the president announcement is getting mixed reaction from the aviation industry. jonathan: that includes some question whether it will save money. maryland bureau chief brad bell talked to pilots about the pros and the cons. >> mark baker is an avid private pilot and he is president of the aircraft owners and the pilots

association. he is concerned about the impact the president efforts to privatize air traffic control will have on general aviation. >> we are interested in looking at the details. brad: baker says the innovation that the president promises is a good idea. air traffic control has fallen behind when it comes to technology. >> we want those things to occur and occur efficiently and as fast as possible. we're just not sure that privatization is the answer. >> his biggest fear he says the president's promise to stop funding the air traffic control system with tax on airline tickets and a fuel tax that is going instead to user fees. >> it could mean restriction on the air space based on equipment. we are not interested in additional fees to fly from place to place, recreation or business. brad: the bottom line for the private pilots right now they enjoy a freedom unique in the world under air traffic
