so people have more choice. but he admits that might not happen. >> now the process of repealing it in congress has been messy. it's been bumpy. i'm not certain we will get it done. i hope we will, i believe we will. what i am pressing senate republicans, let's focus on lowering premiums, that's a win/win for everyone. >> senator mitch mcconnell says he plans to proceed with legislation that is still being negotiated during the recess. but president trump says if republican holdouts can't back the bill, the senate should consider a repeal-only option. the trump administration's urging russia to work with the u.s. to defeat isis and restore stability to syria. a statement from secretary of state rex tillerson said the u.s. will consider cooperating with russia on no-fly zones, cease-fires and humanitarian aid delivery. the offer comes as tillerson heads to the g-20 summit. in germany where president trump will meet friday with president putin. >> this is where we've begun an effort to rebuild confidence between ourselves and russia. at the military level, but also the diplomatic level.

so i think it is an effort that serves our interests as well as the broader international community. >> sources now tell abc news, it is unlikely that trump will confront putin over russian meddling in the election. and a soldier killed this weekend has been identified. as private first class hanson fitzgerald. he was just 19 years old. two other soldiers were also injured but are expected to make a full recovery. >> the trump administration is warning that military action is possible against north korea after the successful launch of its first intercontinental ballistic missile. as abc's elizabeth herr reports, the pentagon is more concerned than ever about the future of north korean missiles. >> reporter: north korea's latest missile launch now being called more powerful and sophisticated than ever before,

the two-stage intercontinental ballistic missile shooting some 1700 miles into space. in other words, according to experts, if the north koreans had angled the trajectory for distance, not height, it could travel well over 4,000 miles, meaning it could hit alaska and even come close to seattle. >> this is what's disturbing. this is what we believe is a miniaturized nuclear warhead, the last piece of the puzzle many and we know they're working hard to get t. >> reporter: president trump leaving for europe was asked about north korea. hours earlier, the u.s. responded by joining forces with south korea and firing short-range missiles off the coast of the korean peninsula. this as north korean leader kim jong un continued to taunt america, saying this was a package of gifts on independence day. the u.s. ambassador to the united nations is now urging global and immediate actions, stressing this latest test was not just reckless but dangerous.

the active wildfires in the country right now are in arizona. federal and state law enforcement have joined the search for a man accused of setting a number of small fires in that state. and clayton sandell has the latest details. >> reporter: a remote stretch of arizona is the center of a manhunt for this man, allegedly pulling a pistol and shotgun on a forest employee. it happened near forest lakes. the forest employee escaped. now dozens of officers, including a fbi s.w.a.t. team have joined the search. they believe he is the same man wanted for setting small fires. the suspected arsonist strike at a bad time. this blaze blakireaking out nea breckenridge, colorado and several more near sparks, nevada. this one near camarillo, california. feeding off

the men had been arguing. both pulled out guns and started firing. prosecutors ruled that the firefighter acted in self-defense. the other man was shot four times but survived. and a georgia woman is devastated after her husband was shot to death in an apparent dispute over dog droppings. the suspect is a neighbor who thought wilson's dogs used his yard as a bathroom. he was shot twice as he walked the dogs coming home from work. his wife was by his side. when he died. >> i went to try to get his pulse, and i put my hand on his back. and i felt him take his last breath. >> the suspect, larry bates, is charged with murder and animal cruelty. police say he killed one of the dogs as well. mrs. wilson says the conflict began two months ago, but she
