announcer: now, "abc7 news at 4:00". on your side. nancy: right now, 7 is on storm watch as the summer sizzle brings another chance of afternoon storms. chief meteorologist doug hill is in the weather center tracking the forecast right now. doug? doug: hi there. we have thunderstorms. heavy rain. one is passing through rockville now at the montgomery county campus there. it's cooling down briefly. going to add to the humidity. let me show you the doppler radar. once again along i-81 the mountains, the best stop of storm this afternoon -- spot of storms this afternoon. there is a cluster south and east of laytonsville. and in the western suburb of baltimore again. they are slow moving. there is a lot of lightning rained northwest of wheaton in montgomery county. the future cast has more around 5:30 to 6:00 and one around 7:00 north and west of the washington area. it will be muggy overnight.

as maggie rulli reports, justine damond's family is calling for the truth and justice for the 40-year-old. maggie: a bride-to-be, justine damond from australia, calling it a spiritual journey. >> i moved my whole life over. that in itself had been quite a surprise to make the decision to move here with my fiance. maggie: a yoga and med station teacher -- meditation teacher, she planned to marry next month. >> our hearts are broken and we are devastated by the loss. maggie: everything changed on saturday night at 11:28 when she called 911 to report a possible assault in the alley behind her home. four minutes later, she is shot in the abdomen and killed by police. >> 5:30. >> we thought yesterday was the worst nightmare. but we awoke to the upbeat truth and it hurt even more. maggie: "the minneapolis star tribune" said damond came out

the car and stood by the driver's side. the officer in the passenger seat opened fire through the driver's side door. no weapons were found at the scene other than the officer's gun. the officer who fired identified as mohamed noor, a 31-year-old two-year veteran of the force. city records show he has had three complaints filed against him. two are still open. his attorney released a statement saying that the damond family is in his thoughts and prayer, adding he cannot say more due to ongoing investigation. the investigation currently led by an independent agency. and with no body or dash cam video of the incident, family and the community are desperate for answers. in new york, maggie rulli, abc7 news. nancy: as she mentioned the officers in the shooting did not have the body cameras turned on. that has us asking the policies at local police department using the devices. question. kevin? kevin: these are complicated programs to roll out. here is an eight-page document listing the do's and the don't's of the body cameras at one local police agency. we called all the department in if agency to learn prince george's, prince william and loudoun county have test run with the body-worn cameras. montgomery county and d.c. police already have fully implemented programs. montgomery county has outfitted 70% of the sworn officers with the devices. they are to be used in every shift and recording on every call unless it involves a strip search or takes place inside of a locker room, dressing room or a restroom. they have no ability to alter the video as they are automatic uploaded to a

>> the camera is activated but it's not recording. it's buffering in the last 30 seconds continuously while the officer is on the shift. as the officer is involved, the officer can activate the camera by pressing the large button and it starts recording. kevin: it's worth noting smaller departments u.m.d. and the laurel police have programs of their own. gaithersburg city is looking to add one by year's end. i'm kevin lewis, abc7 news. nancy: thank you. investigation underway in culpeper, virginia. it happened last night after officers responded to a domestic abuse call. they arrived and the suspect had driven away. they located the man an hour later leading to a brief chase.

during the stop the officers opened fire. the deputies involved are now on the modified duty while the investigation continues. nancy: d.c. police make an arrest after 1-year-old boy caught in crossfire of a shootout. alison: q mccray live with who is behind bars and why the police still need your help today. what is latest? q: the police chief promised to make an arrest. that is what happened. this morning at 7:00 a.m., derrick watson was arrested. the police continue to search for this man. sulu. they were not hit by the bullets but the car was. the back window is shattered. they taped up the hole. a garbage bag on the passenger side door. a baby was also hit by the gunfire in the backfire. we have a picture of jeremiah white to show you now. he was 13 months old. the family shared the

they told us he was in a stroller in the backyard with the family when he was hit by a stray bullet in the leg. peter newsham says the violence is ridiculous. >> i'm sure that anybody who associates with this guy probably feels uncomfortable with the fact he is responsible for injuring a 1-year-old boy in the community. i'm hopeful that the folks will give us information or he can turn himself in. q: the third man they are looking for a person of interest. they are continuing to look for this man on the wanted poster. there is a $10,000 reward. we passed around the wanted poster throughout the neighborhood. you will hear what the neighbors say including an eyewitness at 5:00. that is the latest. i'm q mccray.

alison: thank you. a former principal is facing charges after police say hi assaulted one of his students. this happened in april in carl sandburg middle school. terrence yarborough asked a 12-year-old girl to pick something up. she said no. he asked again and when she said no a second time he allegedly smacked her on the bottom. he is scheduled to be in court next month. tonight a community meeting about the former teacher's aide and coach. carlos bell hiv positive was arrested last month and the police believe he sexually assaulted ten communities at the benjamin stodderd school. nancy: crews are inside a sterling chipotle to make sure it's cleaned from top to bottom. that is after several customers got sick with symptoms that sounded

we want to let you know that 7 is on your side as the crews try to figure out what made the customers at a sterling chipotle sick. they took a big hit today. jeff goldberg reports that the store will not reopen today after what appears to be an outbreak of the nurovirus. >> one by one they make their way to the door. >> they are finding out that the store is closed due to customers getting sick from the food. >> it's disturbing. >> what is your reaction? >> are you serious? >> they shut down the location on monday of after multiple people commented on the website iwaspoisoned.com saying they were sick with fever, nausea and the vomiting after eating at the restaurant. some vowing to never go back.
