6:00". update on the small but heavy thunderstorms continuing to develop over part of the district. the area in orange and red and the lightning strike show the area of the city most impacted. northwest, downtown to part of northeast extending over the d.c.-maryland line to chillum. you can notice that the movement is very subtle. it's expanding. there are indications in the next 30 to 40 minutes. few additional showers could develop bethesda to cabin john. the big picture most of the areas are dry. the concentration over washington and the suburbs. we will continue to monitor the heavy rain and lightning and report back in a bit. jonathan: a growing warning after a dog died of rabies.

now owners and the pets are racing to protect themselves. stephen tschida has more about the dog and the daycare that it attended and the veterinarian. stephen: that is right. 15 minutes ago i got off the phone with the cherrydale veterinary clinic in arlington. we have learned that this dog, this bulldog named fred was at the cherrydale clinic on july 8 and july 14. arlington county health officials are trying to track down anyone who may have had contact with fred at the cherrydale veterinary clinic or any dogs that may have had contact with him as well. a stunning notice. dog that spent time at the dogma doggie daycare boarding facility in d.c. died a few days after leaving. >> he was diagnosed with rabies. even though he had been properly vaccinated which was sad and very scary for all of us. >> the dog named

rabies vaccination in virginia. tonight questions about the zax -- vaccine. >> i would be interested to know the batch number to check with my vet. >> the afflicted dog vent july 16-17 at dogma. he may have had contact with as many as 100 dogs. the health officials are scrambling to notify the owners to get the dogs boosters. >> i was panicked when i got a call last night. >> rabies usually spreads from a bite or a scratch and the virus gets directly in a bloodstream but it can transfer contact with saliva. >> it's very rare for saliva to get in the eyes and actually transmit the disease. but they are recommending everybody to get vaccinated, all the dogs exposed in that time. stephen: the big question is where did fred receive

they really got battered there. the roof was rimmed off a resort there. elsewhere, the biggest problem came from the flooding and the car crashes. 18,000 people lost power. at this point no reports of any serious injuries. that is the good news. on the north carolina outer bank the power is still out but lawsuits may have already begun. three businesses are suing the construction company that accidently severed the cable to bring the electricity to the islands. some 50,000 tourists have been ordered off the islands. enormous blow to the tourism. this is a peak season now. it could take two weeks to get the power restored. nancy: the montgomery county state attorney putting out a call for help. the office needs more resources to combat a surge in the gang violence. montgomery county reporter kevin lewis just spoke with the state attorney and just how drastic is this problem? kevin: i'll put it this way. at any given time

korea's latest ballistic missile test. abc news reporting exclusively tonight that a plane with 323 passengers on board flew directly over the spot where less than ten minutes later a north korean missile would crash. the aircraft could have been in danger when the missile crashed to the sea of japan last friday. the boeing 777 was on way from tokyo to paris at the time. jonathan: wow! shocking video. a man coldcocks a valet without any warning at all and how he is defending the move and what the police chief said learning no charges have been filed. nancy: out of control rage. unbelievable case of road rage caught on camera and how it ended. doug: thunderstorms are isolated this average but seem to be isolated over the d.c. metro area. right now, we see a heavy rain still and lightning over much of the city and northwest that extended

guy is out of his mind. this was playing out in california. those are the final moments that saw the man ram in a car for three minutes before trying to push the car in the intersection. then he sped off. he ended up hitting five exother cars before his car gave out and caught fire. driver of the other car was shaken, not seriously hurt. the angry driver had to be hospitalized before he was carted off to jail. nancy: update now on a shocking video we showed you last week. fort lauderdale chief of police said he is shocked that the man seen punching this man in the video has not been charged. he is unaware he was being filmed. in it, the former police officer knock out the valet seemingly without warning. he says

nancy: the techniques that the police commonly use to stop a speeding car was developed in fairfax county. today we got up close look. the p.i.t. maneuver got the origin in 1980's. it's to force a car to turn sideway and cause a driver to lose control and stop. the officers all over the country are trained to do this with a primary consideration in mind. >> deciding whether they think the danger and the pursuit outweighs the danger. >> the officers are taught to take a lot of factors in consideration before attempting the maneuver, speed, weather and traffic. on average, police in fairfax county conduct fewer than 20 p.i.t. maneuvers every year. jonathan: mosquitoes are always a pest. now a bigger concern in prince george's county after a motorcycle tested positive for west nile virus. amy aubert shows us the step taken to eradicate the bugs and protect your healh.

amy: it seems like nonstop. workers with motorcycle joe of southern maryland says lately the spring is never ending. >> people are tired of having mosquitoes and the insects in their yard. they want to enjoy the backyard again. amy: in new carrollton, prince george's county, that is not the only issue. the ped ped department of agricull -- manyth m.d. department of ary culture says a motorcycle -- a mosquito pool found in the area. this is too close to home. >> knowing i'll be bit by mosquitoes is something. >> they are not taking it slightly. they are on day three and they are continuing to spray the area. the maryland department of agriculture says to end water holding containers, avoid mosquito

repellent. >> you want to make sure that the kids are safe. >> staying safe through spraying certain areas. for some to keep businesses like this hope it will stop pesky insects in their yard. in new carrollton, amy aubert, abc7 news. >> doug hill is back now with a severe thunderstorm issued. doug: just, id for northeast washington and southeastern county. this is blowing up overhead. barely moving but it has strong winds and downpours. a separate thunderstorm blew up in frederick earlier. we don't know the wind speed but if you see the power lines and the poles are down like that and the trees snapped. we looked at this a minute ago thinking it was an event tent. it's down as well. this can happen in the atmosphere. with the heat and the humidity a storm can blow up. let's start now with the coverage at doppler radar.

warning is small. the orange polygon in the middle of the screen that affects northeast washington and southeastern montgomery county. this is because of rain and wind and the strong wind gusts. we haven't seen any locally yet but it's a possibility. as far as what will happen we will monitor the area closely. we have separate areas to the east. now moving east of laurel to northern sections of anne arundel county. that is one area to keep an eye on. we monitor outside the area we are showing you. in chillum and cherry hill and prince george's county and continuing across to the southeast toward lanham. that is subject to the showers and the storms. this seems to be expanding a bit. but not seeming to get stronger. that is the key. we will

as far as how high up the storm goes, they blossomed up to top around 40,000 feet. so the potential is there for hail to form up. there is electrical activity from 10,000 feet up the ground. several more cloud to ground lightning strikes here. we are monitoring the outflow boundaries here. it's possible if it continues it could eventually rain itself out. but we are not there yet. 86 in the city at 7:00 in the metro area. dropping in the 70's in the evening. future cast later tonight will keep it mostly clear. muggy and the 70's overnight. same in the morning. then we start to warm up again. tomorrow afternoon, guess what? guidance suggesting more of these slow-moving pop-ups and the southerly wind. just enough to destabilize the atmosphere. further through the period tomorrow night to thursday
