with breaking news at 4:00. robert muler is now enpanelling a grand jury in the russia investigation according to the "wall street journal." nancy: months ago he was called upon to look into where russia interfered in the 2016 election. this is the first significant action he has taken and this is a developing story we'll follow throughout the newscast. jonathan: also breaking in burtonsville, power lines are down blocking all traffic from columbia pike and spencerville road. everything will be backed up in the area. if now know someone who uses this way to get home call them to tell them to find another way. people at the county place apartments on blackburn lane they can't get out or back in the complex because of the utility work going on. we will let you know when it clears up but this is expected to continue in the everything rush hour. that is a big problem. they have to get the poles out of there and get the wires down and then reconnect with the new poles to put

nancy: it's not just there. more trouble southbound i-95 near quantico is backed up for miles. in fact, up to ten miles after a tractor-trailer overturned. the tractor-trailer has since been moved but the damage is done when it comes to the commute. that is something to be aware of as you hit the roads tonight. more breaking news now out of college park where a construction worker has fallen to his death. this happened by the university of maryland where campus drive and route 1 intersect. a construction crew was working on a new building there when the worker fell from one of the upper floors and died. there has been no word yet on what led to his fall. jonathan: even more breaking news to tell you about. southeast washington is where we go now. it's where a carjacking ends with a big crash in front of the safeway on 14th street. but it all started in maryland. kevin lewis is on the scene with what happened. kevin, break it down. castles -- kevin: this is a terrible two-car crash. the tow truck driver is gathering the

the intersection. on the back of the flatbed tow truck is the victim's car. three people were inside the vehicle. it's now mangled. this is happening where 14th and d street converge with kentucky avenue in front of the safeway grocery store. d.c. police tell us two men carjacked a blue ford. along rhode island avenue in mount rainier just over the prince george's county line. a d.c. officer later spotted the stolen blue ford on benning road and tried to stop it. but the ford sped off, ultimately running a red light at this corner where it t-boned the gray acura. they had to remove the roof and the doors of the victim's car that had four people inside. two taken to the hospital with critical injuries. the d.c. police did manage to catch the two suspects who tried to walk away from the crash scene. >> there was a vehicle stolen from maryland that the d.c. officers spotted. the d.c. officers didn't pursue t

holding his own family prisoner. nancy: two boys 8 and 11 with their mother forced to stay in the spotsylvania home. this is according to police. richard reeve spent the day in the neighborhood. the news a big shock to people there. richard: a big shock. a lot of folks thought the house was abandoned. you can see the door over here. sheets behind the windows in there. look at the window here. again, blocked over here. you can't see into this house at all. a lot of folks shocked that a family lived here for two years and that three people were allegedly held hostage here. the house on mind road in spotsylvania sits back from the road a ways but take a closer look. virtually every door, every window is blocked off. police say inside 43-year-old moore kept his girlfriend and two sons age 8 and 11 hostage by "force, intimidation or deception." according to an arrest warrant. the woman and two

discovered saturday around 5:00 in the evening. when the police stopped by after the call by a concerned citizen. investigators say when the officers began interviewing moore outside the house, the girlfriend and two children ran out a side door. they said they lived in the house for two years and the children told officers they had never gone to school. >> i'm shocked it would happen this locally. it's also pretty awful. it's an awful thing to happen to them. what will happen to the kids? i heard they haven't had schooling or might not have had schooling for a while, too. richard: police say the kids are okay. they are healthy with the family members. the woman treated at the hospital for alleged assault, injury. meanwhile, moore faces assault and abduction charges. coming up at 5:00, you will hear from a woman who says she spoke to the two young boys about the time it was happening. reporting live, richard reeve, abc7 news. jonathan: thanks. also developing, d.c. firefighter ba

call on f street in northeast hit him. d.c. bureau chief sam ford with an update on his condition and what happened early this morning. sam? sam: yes, well, his condition, jonathan, the last i checked was still critical. he did under go surgery. we are outside the house in northeast washington. f street northeast where early this morning d.c. firefighter was critically injured in a vehicle accident. firefighter dane smothers was critically injured when he jumped off engine three, the fire truck on the left and struck by the arriving truck seven, the vehicle on the right. he suffered massive injuries to the upper body and underwent surgery at med star washington hospital center. the condition is still listed as critical. the fire on f street started in the back. some 75 firefighters from throughout this part of the city contained the blaze to the row house where it started. no injury to occupants.

whereas as a probationary firefighter just on the job, there is concerned about young smothers. the situation from another firefighter. she expressed her concern. the firefighter margie dickey. >> the district of columbia is a young fire department. we have a lot of members that are here or have been here for under two years. when they get the first big fire, which this was dane's first big fire. sam: we are told that smothers was from a firefighter family. and that, in fact, one of his unclals was here on the scene from another fire company when his nephew was struck. we will have more on the story coming up at "abc7 news at 5:00". including police who came to the engine three firehouse this afternoon to express their concern. reporting live from northeast washington i'm sam ford, abc7

news. jonathan: scary moment. a car slammed through the door. one person was hurt. displays were overturned. shattered glass seen everywhere. but just one injury. nancy: the search is on for the driver who slammed right into an apartment building in southeast early this morning. the s.u.v. hit another vehicle before plowing into the side of a d street apartment building. police tell us a man and a woman who was pregnant both inside at the time. the woman taken to the hospital as a precaution. 20 people were evacuated. jonathan: we are getting new details about a high-speed chase involving a motorcycle in rush hour on i-66 in fairfax county. they arrested 25-year-old ruden puckett of tennessee after he sped off and at times was going over 100 miles per hour. that's when the police tried to pull him over. he lost control. he crashed on a ramp that ran into the

now for a third straight day the storms are bubbling up. we are stuck in a pattern. doug hill has more. doug: we had a couple pop-up. one turned severe. this is over eastern section of prince george's county. this is just across the river to anne arundel county. severe thunderstorm warning in effect until 4:45. plenty of lightning, torrential downpours. you can see the community from lanham and woodmore on the west side through bowie, all the way east along route 50, 214 central avenue to merger route 3. moving through anne arundel county. good wind gusts there. it looks like crofton will be hit at 4:20. chesterfield, that community at 4:28. prince george's county and anne arundel county, those sections until 4:45.

jonathan: back with must-see video as a small plane crashes on the side of a highway in texas. check this out. all of it caught on a police officer's dash cam. pilot and a passenger were hurt. the f.a.a. is investigating what caused the plane to come down. nancy: take a look at the massive flames from massachusetts. they could be seen from miles away. this started shortly after midnight with a family inside but they did get out safely. the cause is still under

involuntary manslaughter. a massachusetts judge determined she was responsible for the 2014 death of her boyfriend 18-year-old conrad roy. that day she sent him dozens of text messages encouraging his suicide and urging him to, "get back in his truck" as it was filling with carbon monoxide. carter was 17 at the time. during the trial carter's lawyer argued roy was determined to kill himself and nothing carter did could change that adding that she struggled with her own mental health issues. prosecutors sought the maximum possible sentence of 20 years. and today in court, roy's family said they were heart broken and deavor stated by his death -- devastated by his death. >> gave me amazing 13 years being my best friend. and the best role model a little sister could ask for. not a day goes by without him being my first thought waking up or my last thought going to bed.

most local jurisdictions. this is one of the police interceptors on the rack. larry here is with the automotive division and he is doing an inspection to look for a problem. what he is finding is more often than not up here on the little screen he uses. there is a problem. this lift in the garage has been a busy one. one-by-one they have been examining the 108 ford explorers that the county owns. what they found using the specialized camera is stunning. the survey is not yet complete but they estimate 80% of the explorers have a crack in the steel exhaust manifold which could leak exhaust fumes in the engine come -- compartment. when one is found the car comes out of service.

there could be a few more popping. these are replays of the past few days here. plenty of lightning, heavy downpours, no report of the severe activity and no longer severe thunderstorm warning. through the return we keep mention of isolated storms in the forecast. after sunset they should go away. temperatures drop in the mid-80's. overnight it looks like we will drop to 72. tomorrow is partly sunny. hot and humid. the difference tomorrow is the thunderstorms are largely induced by approaching cold front. while we may have isolated thunderstorms in the afternoon. the better chance of the storms are tomorrow evening and tomorrow night as the front is closer. as we get to the weekend we use pool outlook to tell this story. it will be beautiful. less humid and 85 on saturday. bright sunshine. 84 on sunday. quick look at the delmarva beaches. gorgeous there as well. maybe isolated thunderstorm but you will get off the beach if that happens. otherwise plenty of sunshine and gorgeous weather. it is looking good. we'll keep an eye on the stormers

more questions. it left people seeking emergency vaccines for their animals. now the department of healthcare issying they made a mistake. stephen tschida -- healthcare is saying they made a mistake. stephen tschida has the new developments. stephen: there is a lot of relief at the dog parks in d.c. we spent quite a bit of time talking to a representative for department of forensic sciences. the agency which conducted the tests. we learned from them, they were weak positives, later proven to be false by the centers for disease control. but the local representatives saying they have no regrets calling for the dogs to get boosters and a lot of people to get rabies shots as well. out of quarantine and outside to play. >> c'mon, baby girl. stephen: dogs that spent time with the bulldog that tested positive for rabies got a reprieve. spent time at dogma, a daycare and boarding facility. a few days a
