making news in america this morning, president trump is facing serious foreign challenges during his working vacation. north korea is expressing anger overnight after being hit with new international sanctions and there is a new u.s. response to russia's diplomatic demands. plus, the vice president's strong response to a report about his own white house ambitions. what he's saying about a presidential run in 2020. we're live in washington. a powerful storm is barreling towards the east coast leaving damage behind from tornadoes and flooding. the forecast coming up. chalk this up as a case of the mondays. the officer driving that car clearly forgetting something after stopping to get some gas.

we hope your monday morning is starting off on a better note. we start with north korea denouncing crippling new economic sanctions. >> the united nations security council voted unanimously to punish them for their nuclear program but north korea firing back vowing to take action. >> this morning secretary of state rex tillerson is making it clear the best way for kim jong-un to signal he's ready for talks is halt the missile launches. abc's erielle reshef joins us with the latest. erielle, good morning. >> reporter: good morning, diane and kendis. china has traditionally been a life line for north korea. but in an unprecedented move china voting with the rest of the u.n. security council to impose those historic sanctions signaling a major shift. secretary of state rex tillerson in the philippines doubling down on efforts to isolate a

increasingly hostile north korean regime. >> it is quite clear in terms of there being no daylight among the international community as to the expectation that north korea will take steps to achieve all of our objectives which is a denuclearized korean peninsula. >> reporter: in a rare show of unanimity the security council passing sweeping sanction, even china tacking on. >> this resolution is the single largest economic sanctions package ever leveled against the north korean regime. this is the most stringent set of sanctions on any country in a generation. >> reporter: the heavy handed ban on coal and other north korean exports expected to deal a $1 billion blow. >> these sanctions will cut deep and in doing so will give the north korean leadership a taste of the depp practice vegas they have chosen to inflict on the north korean people. >> reporter: president trump talking by phone to the south korean

completed call with president moon of south korea. very happy and impressed with 15-0 united nations vote on north korea sanctions. north korean strong man kim jong-un ramping up rhetoric in recent months alarming the international community and prompting swift action with the launch of two intercontinental ballistic missiles in just a month. north korea has launched 11 missile tests since trump took office and north responding to those sanctions promising what they call righteous action. >> that's erielle reshef for us live in washington. thanks, erielle. and secretary of state rex tillerson says the u.s. will respond by september 1st to russia's decision to dramatically reduce the american diplomatic staff. tillerson said he asked the foreign minister several questions about the issue during a meeting in manila yesterday but did not elaborate further. in that meeting between tillerson and his russian counterpart was their

since congress approved new sanctions to punish russia for election meddling. as special counsel robert mueller moves forward with his investigation, top presidential adviser kellyanne conway refused to say if the president will now commit to not firing mueller. in the meantime, as leaks continue to plague the administration the justice department is looking to clarify its crackdown. >> the attorney general has been very clear and we're after the leakers, not the journalists. we're after the people committing crimes and devote the resources we need to see who violated the law. >> still the deputy attorney general left open the possibility that reporters could be investigated for breaking other unspecified laws. the vice president mike pence is pushing back against a "new york times" report suggesting he is preparing for a possible bid for the white house in 2020 if president trump does not run. pence released a statement calling the story categorically false and absurd. he said his team is

efforts on advancing the president's agenda and seeing him re-electied. the department of justice being sued over the sanctuary city policies. rahm emanuel says the doj's plan to withhold crime fighting money for those cities amounts to blackmail. conditions to receive the funds include allowing immigration agents access to local jails. emanuel says he won't let that happen. >> chicago will not let our police officers become political pawns in a debate. chicago will not let our residents have their fundamental rights isolated and violated and chicago will never relinquish our status as a welcoming city. >> chicago received more than $3 million last year. emanuel calls the justice department's policy misguided. the search for three american marines missing off the coast of australia shifted from rescue to recovery mode. 23 marines survived after their

the weekend while trying to land during routine operations. one of the missing has been identified as benjamin cross. he was a resident of maine. the osprey which lands like a helicopter but flies like an airplane has been involved in a number of crashes. a massive cleanup effort under way in oklahoma after a powerful tornado tore a path through tulsa. it had winds topping 110 miles an hour and reduced an entire strip mall to rubble and blew winds out of this 30-story high-ri high-rise, blew the windows out. some areas didn't even have time to activate warning sirens. some 30 people were injured. none of those injuries reported as life-threatening. that twister was spawned by a broader storm system that triggered dangerous flash flooding in kansas city and new orleans and dumped up to ten inches on new orleans flooding homes, turning streets into rivers and inundating entire neighborhoods. some residents

mina katrina. that storm system is pushing into the ohio valley as it takes aim to the east coast. let's take a look a little closer look at today's weather. >> good morning. bracing for strong storms throughout monday going into monday night. a low pressure system will track its way throughout the atlantic and down towards the d.c. area looking for localized flash flooding and travel disruptions as a result. the heaviest of thunderstorms will target from d.c., richmond towards norfolk towards raleigh and possibly towards asheville with damaging winds, flash flooding and hail. i'm accuweather meteorologist paul williams. and one more weather note. tropical storm franklin has formed over the northwestern caribbean. franklin could become a hurricane before slamming into the eastern cst

calling an explosion near a mosque an act of terrorism. investigators say an improvised explosive device was thrown through a window just before worshippers gathered for prayer. this damaged an office but no one hurt. the fbi has joined the investigation. overseas, investigators hope a young model can shed more light on her kidnapping. she meets with police again tomorrow. ayling says she was shoved into the trunk of a car and told police she was going to be sold as a sex slave in an online auction. a polish national living in britain is now under arrest. we have a consumer alert for you. gm is recalling thousands of trucks over a possible steering defect. the automaker says the vehicles may have a software problem that can cause them to lose their electric power steering assistance. more than 690,000 vehicles model year 2014, chevrolet silverados and gmc sierra trucks are

airport delays possible in all of these cities right there. jury selection gets under way in taylor swift's civil case against a former deejay she's accusing of sexual assault. >> she's going to be there each day of the trial as she fines herself the target of a counter lawsuit. ♪ bad blood >> reporter: bad blood between taylor swift and a former radio deejay now suing each other in federal court. it all goes back to denver 2013, this photo obtained by tmz a key piece of evidence showing swift then 23 backstage before her concert posing with deejay david mueller and his then girlfriend. swift claiming mueller's hand grabbed her back side inappropriately. mueller's radio station firing him and suing for potentially $3 million in damages. swift countersued for assault and battery claiming mueller took his hand and put it up my dress adding it was not an accident. it was

and caused the singer extreme anxiety. a jury of eight will be selected starting today and swift herself is expected at some point to take the witness stand. a northwestern university professor is set to appear in court after leading police on an eight-day national manhunt. professor wyndham lathem turned himself in to authorities on friday along with university of oxford finance officer andrew warren. they're expected to be extradited to chicago to face charges in the brutal murder of a 26-year-old hairdresser. lathem reportedly had a personal relationship with the victim. new piece of video this morning of an off-duty border patrol agent in texas who is being hailed as a hero after saving the life of a teenage girl struggling in the backwash of a dam. sanchez says when he saw the girl going under he didn't think twice. he just jumped in right there, the girl is safe and sound this morning.

a rash of robberies under investigation in the district. this is a look at where those five robberies happened - in a span of about 10 hours. some of them were violent. police say it all started saturday night on g street in northeast. a woman walking home from the grocery store was pushed to the

suspect made off with cash. then - a guy was walking home from the congress heights metro on alabama avenue in southeast when he was surrounded by four suspects. we spoke to his roommate. police do not believe the robberies are connected. they're reminding people to always be alert. new information this morning about the cause of last month's deadly accident at the ohio state fair. a report by the ride's manufactufer says "excessive corrosion" apparently caused a support beam on the "fireball" ride to fail. one person died and seven others were hurt when the ride broke apart in mid air. after the accident-- similar rides across the country were shut down. "k-m-g international" says it is working on a safety protocol to allow those rides to reopen. with president trump away from washington for nearly three weeks... long-planned renovations are underway in the west wing. workers are replacing the 27-year-old heating and air conditioning system. repairs e

south portico steps. such work is not uncommon while the president is away. last summer, workers upgraded the entire phone system. and over the weekend-- the president greeted guests attending a wedding at his golf course in new jersey. the president asked if they were having a good time before stopping to take a selfie. the president has become something of a wedding crasher. he dropped in on celebrations at the same golf course back in june... and at his mar-a-lago resort in february. and while the president is on vacation-- the vice president is setting the record straight about his future political plans. vice president mike pence slammed a report saying he's considering a 20-20 presidential run-- calling it "disgraceful and offensive". the "new york times" said the vice president is positioning himself to run if president trump does not. the "times" is standing by the story -- adding that in addition to pence, a number of republicans are also considering a challenge the president's renomination. it's xx and we're just getting started.
