want to focus on the warnings that are in effect, watches in effect. it's the entire metro area and then some south and east that are under flash flood watches until 10:00 tonight. this doppler area are in reds to denote the heaviest amounts of rain. here is d.c. and you see it getting closer. most of the action to the south and east. and most developing north of north beach towards ann arundell county. more pull out of sea pleasant so it's all over the place but the key is for now most of the heavy rain continues just south of washington and that will continue to move east and northeast. within these cells every now and then we have a couple big bangs of thunder and wind gust. over on the eastern shore there is a flood watch across the mid short and upper shore of maryland. they get heavy rain repeating and repeating in that area. take a look at the big picture right now. you notice farther to the west the rain is showery. all

this zone just south of the metro area. there will be more showers, more downpours developing in the afternoon, and those areas that get hit repeatedly by these heavy downpours, those are the areas that are likely to have flood warnings posted. nothing yet in the metro area or even in the viewing area. heavy rain, the biggest threat today. there will be locally gusty winds in areas that get thunderstorms mixed in. small chance, small hail and tornado. if that happens that will tend to be south and southeast of washington. but for the moment, it's just rain and more rain and more rain through the afternoon. but here's our little sunshine symbol starting to break through, especially western suburbs by 5:00 and we'll be finished with this. stay with us. any warnings that come out we will get them to you immediately. but i know this, with the southern parts of the area getting heavy rain, that's where john gonzalez is there. now smt springfield mixing bowl. i ge the sun is not shining there yet, john. john: doug, i thought i was

today. we are in mobile track 7. it has been buckets and buckets of rain. and the heavyiest rain we have seen all morning -- heaviest rain we have seen all morning long we are getting it right now at the noon hour. from mobile track 7 this is our dash cam and you see heavy rain on 395 now heading into d.c. as you said, doug, just south of the city. we just went through the mixing bowl here in springfield, virginia, and it is heavy rain. and you know, we have the benefits like most cars, obviously. the windshield wipers keep things pretty clear but take a look. this is the roof cam. that's what it looks like without the wipers. that gives you an idea how much rain is coming down and how fast and it has been in spurts. the heavy rain has been coming down in spurts all morning long and, again, the heaviest right now that we've seen and the darkest. the most ominous sky we have seen also right now at this noon hour. so if you are hitting the roads this afternoon, you definitely want to pack some rain gear. you want to keep an eye o f

all that road splash. even when the rain is not so intense, as it is right now, you are going to get that road splash from the tires next to you, the tires in front of you and a lot of rain all morning long. so standing water and flash flooding definitely a possibility today, and depending on those hires, cars, hydroplaning always a danger on a day like this bottom line is if you are going to hit the roads you definitely want to take it easy, take it slow. you see an accident right there on the side of the road as you exit duke street. not sure if it was weather-related but definitely possibly could. not a lot of fog to deal with. that's good news. again, you see this shot right here. when it starts raining, visibility gets very poor. you will definitely need to have those windshield wipers on high and make sure you have your headlights on at all times. reporting inside mobile track 7 in alexandria, john gonzalez, abc 7 news.

look at some of this damage left behind after a tornado ripped through tulsa, oklahoma. the twister struck just after 1:00 a.m. sunday with winds topping 110 miles per hour. ropes, buildings, one strip mall torn apart. some people were trapped because a roof collapsed at several restaurants. in all 30 people were hospitalized and at least two had life-threatening injuries. at the same time flash flooding left much of new orleans underwater this weekend. nine inches of rain fell in just a few hours there. some people there used to use kayaks to get around. a similar scene in kansas city where torrential rains flooded the roads there. this is all part of the same system that's bringing us rain today. and just in, we are getting some amazing pictures of a water rescue. this is going on in san antonio, texas. and the video shows a truck that

as you can see here, you can see the water is raging in the distance. the firefighters there on the scene. they are assisting one person who -- whose car flipped over. as you can see, they are still getting downpours there. flash flooding a big problem all throughout the san antonio, texas, area. live pictures there. and as this system pushes through, make sure you have the storm watch weather app both free on android and iphone devices. metro transit police announcing an arrest with the suspect connected to the shooting of a 14-year-old on a red line train near tacoma park. the suspect, 18, jermaine brown, is the half brother of the teen who was shot. investigators don't believe that he was the intended target. instead, they say that brown was firing at three others following an altercation. suzanne kennedy has more on the arrest and search for at least three others involved. suzanne: that suspect was picked up

authorities are still looking for three men they are calling persons of interest. they want to know what they know about what happened just up the stairs here on the track on a red line train. take look at these images captured by surveillance cameras inside the metro. this is the trio police want to look for. that happened around 3:00. that train was headed downtown. witnesses say immediately following the shooting several men jumped off the train, got onto another platform and to the train going in the opposite direction. many commuters this morning were wond federal government those men were caught and how safe riders are in the rail system. >> i don't take anything for granted, you know. i just try to be alert and hopefully, you know, it won't happen but these things happen and it's one of the risks of living in an urban area. it's disturbing it was 3:00 but i don't know if

here with more trap dation. -- trepidation. suzanne: we don't know if they knew the victim in the case. we are not certain what the motive is. authorities telling us that victim remains in stable condition at an area hospital. suzanne kennedy, abc 7 news. melanie: in arlington, police trying to figure out what would drive a man to start an apartment fire and push his baby toward the flames. that's what the 27-year-old is accused to doing over the weekend. taylor got into an argument with his girlfriend at the serano apartments and then lit a floor mat on fire. both the woman and baby got out of the building before that fire got any worse. no injuries were reported. three families were displaced by that fire. n update now on the d.c. firefighters injured. dane is still

condition. he was accidentally hit by a ladder truck last week. the scorched souls motorcycle club is hosting a fundraiser for him at the tune-in. that's on pennsylvania avenue in southeast. the event runs from 8:00 until noon and they are asking for a $20 donation. the restaurant will have breakfast and drinks and all proceeds will go towards his recovery. and now to the rising tensions between the u.s. and north korea. the united nations agreeing on crippling new sanctions against that nation. overnight, north korea reacts to the move, vowing revenge against the u.s. abc's emily with the latest. emily: north koreans gathering in the streets. the toughest sanctions passed bit united nations against pyongyang and with a unanimous vote. the country promising to reciprocate 1,000-fold for what it called america's villainous

people. warning if the u.s. thinks it is safe because they are across an ocean, there is no bigger misunderstanding that that. >> the sanctions will cut deep and in doing so will give the north korean leadership of the dep ration they have chosen to inflict on the north korean people. emily: the united nations sanctions against north korea are expected to cost the regime nearly $1 billion a year. the unprecedented move spurred by unnerving progress from north korea's nuclear and missile development effort. kim junge unconducting the furthest intercontinental ballistic launch more than nine days ago. president trump tweeting he's happy and impressed with the sanctions vote as secretary of state rex tillerson travels the renal tone sure all parties, including china, stick to the sanctions. >> the best signal that north korea could give us would be to stop these missile launches. >> tillerson says if the missile tests stop the u.s. would be open

their latest provocative launch, the 11th test since president trump took office. melanie: chicago is moving forward with plans to sue the federal government. the city will try to stop the justice department from withholding public safety grant money from so-called sanctuary cities. chicago mayor rahm emanuel says his city will not be blackmailed. mayor emanuel: it will not be challenged and this is one of many things. the trump administration has been very clear that they narrowed the focus but this is the camel's nose under the test. melanie: at issue is chicago's holding those suspected to be undocumented immigrants in jail for up to 48 hours so immigration officers can pick them up. the department of justice issued a statement accruesing -- accusing mayor emanuel protecting criminal aliens and putting law enforcement at greater risk.

hi. eric: hey, good afternoon. thanks very much. it will be a tough ride with this bad rain all over the area. taking a look at 395 northbound heading past george washington parkway. this is looking south at southbound where the left center lane is blocked with a disached truck. do watch out for these delays. we will go towards route 110. you see the northbound jam trying to head up this way. on the capitol loop. west camera here. you can see through the rain, the right two lanes are blocked for the outer loop crash passed gallows road. outer loop traffic is very slow. go back to the delays at 50 heading down this way and all is back to 66 on the left side of your screen. you can see the outer loop delays that are just jammed pack heading to the crash. the two right lanes are shut down. also in virginia, 95 south is going to be slow already as you head down at route

melanie: all right. breaking news right now. we want to take you back live to san antonio, texas, where you are watching a water rescue under way as we speak. they've had some flash flooding out there today due to all the torrential rainfall throughout the midwest. a truck flipped over and the man was penned in his

you see fire department and others on scene using a ladder now to rescue the man who was trapped in his vehicle but looks like they will get him out ok. once again, that heavy rain throughout the midwest has impacted many different states and now seems to be headed our way. so we'll get more from doug hill in just a minute on those heavy storms. out to some must-see video out of atlanta where police and bystanders came together to save a man's life. check out this dash cam video. two officers and several witnesses able to lift a car and pull a man out. he was trapped under it. police say there was a drive-by shooting last wednesday and the shooter exited the car while it was still in motion. the car then hit the victim leaving him trapped underneath. he remains in critical condition. right now an all-out manhunt under way from an accused rapist following a trip from a psychiatric hospital in ohio.

abc's elizabeth hurr with a search for a man who is considered armed and dangerous. >> brandon powell became a fugitive, considered extremely dangerous and armed with a deputy's gun. >> he does have a .40 caliber pistol. he has two extra magazines. he has about 30 rounds of ammunition. >> the suspected rapist got away on friday while being transferred from a psychiatric hospital in ohio after being treated for injuries from a suicide attempt while in jail. seen here in these hospital security images just before his escape, he was shackled at the hands, waist and feet. while inside the police vehicle, powell jumped over the seat and put the deputy in a headlock, crashing the vehicle before taking the officer's weapon and forcing the officer to undo his shackles. then handcuffing the deputy to the steering wheel. he disabled the radio and car before running away with the

ammo. >> you don't a pistol away from one of my deputies. >> u.s. marshals joined the manhunt over the weekend and residents warned to stay alert. >> i called my wife and little boy braxton and told them to lock the doors. >> the injured deputy is said to be doing well and the sheriff's says he's angry this happened but changes are being blemented to make sure it doesn't happen again. elizabeth, abc, new york. melanie: we are under a weather alert day here in the d.m.v. and some will be strong today. doug: it has been and continues with the heaviest south and west of the city. it may continue all afternoon. so a lot to watch. just a little bit of a bundle and the warm front will change everything that quick and bring heavy rains farther south. let's start at the moment and doppler radar and current adviseries and watches in effect. the areas you see shaded in green, metro area points south

and east continue under a flash flood watch until 10:00 tonight. the heavier elements may cause the rain to fall at a rate of one to two inches an hour. if that rains that much in an hour that will cause localized flooding. poor drainage areas. creeks and streams have more potential. little better chance will be extreme southern maryland. i think there it will be an isolated case. we have seen little thunder and lightning. couple strikes there. we see clouds and rain, unseasonably cool temperatures. national harbor, cloudy and rainy. national reagan, winds 8 miles an hour. temperatures very cool west. look at the lane from lou ray to hagerstown. 64 in winchester. 75 in annapolis. that's due to the fact the winds are copping off the bay and water temperature there is 80

you get away from the water it's very cool, 72 right now in washington. so here's what we have been watching all morning. this area of rain slowly, the heaviest rain slowly lifting northward towards the metro area. oranges and red, heaviest elements generally moving to the northeast. eastern maryland, west coast of the chesapeake bay, getting the bulk of the rainfall. the general trend, d.c., metro, south will see the heaviest rain. depends what the warm front does. if it budgets north this will be pushed farther north. the only good news i can give you is that the rain hasn't been as heavy as it was projected to be and whys the fact it looks like it's pretty progressive meaning it's going to continue to make its move off to the east. now later this evening and even in the nighttime hours, the metro area may get pretty much a break from the rain. how far, more rain will continue, especially in the southern areas here through the afternoon and evening as the system kind of settles back to the south. eventually some clearing tomorrow t

better and brighter. at the end of the week more chance of rain is in the forecast. for this day 77 at best. some thunder. clearing out -- the rain ending and remaining cloudy tonight with isolated showers. tomorrow, clouds first part of the day but then sunshine in the afternoon and a quick look at the next seven days here. you see sunshine and pleasant weather for a few days. but more showers back in the forecast by friday and the weekend. stay with us. abc 7 news
