the world has never seen. nancy: right now, president trump responds to reports that north korea crossed the nuclear threshold. jonathan: the "washington post" reporting that the country has miniaturized a nuclear warhead. alison: that can then be placed in a rocket to be used in a strike. michelle marsh has the latest. michelle: that is the latest from the "washington post." they were first to report this. this is a development that was not expected for another year or two. they cite intelligence officials and this comes days after north korea successfully tested an intercontinental ballistic missile that has the range to reach the lore 48 in the u.s. -- the lower 48 in the u.s. over the weekend, the security council enacted some of the toughest sanctions ever for north korea. the vote was unanimous including support from china and russia. moments ago, president trump with this warning for north korea. here is the full

want straight to your phone and to your pad. also happening moments ago in d.c., police are briefing reporters about two new murder arrests. stephen tschida right now at the headquarters with the new development and an explanation from the chief on why crime seems to be down. stephen: the d.c. police chief peter newsham spoke 15 minutes ago or so about this very violent weekend, the last weekend in july. he announced two arrests in two homicides from the weekend, one involving a teenager and the other a fatal stabbing. but we also asked him why d.c. is seeing such a dramatic drop this year in violent crime? it's down 26% over this time last year. the chief also addressing something that a number of people have raised as a potential factor here. the rainy, cool weather. take a listen. chief newsham: we have one of the best homicide units

and the folks who work in that unit really roll up their sleeves. they are committed to finding the folks that are responsible. if weather is playing a factor, i hope we get a lot of rain for the remainder of the summer. stephen: the chief acknowledging that when it is hot out, crime does tend to spike. now he also mentioned some other factors. such as, improved opportunities for young people and mental health experts for those who are out on the street. coming up at 5:00, we'll talk about progress in yet another crime plaguing the city for the past few years. reporting live, stephen tschida, abc7 news. alison: thank you very much. meanwhile, a maryland man is facing charges today after police say he took pictures up women's skirts on metro. last thursday, a woman reported a man took her picture while she was leaving the columbia heights metro station. police arrested 19-year-old brandon williams from

values are a good four or five degrees below average. that trend will continue. so the short list of tomorrow's superlatives. sunny and warm. but the weekend storms are back in the forecast. we'll talk more about the weekend in about 12 minutes. jonathan: we look forward to it. thank you. this guy here is now charged with a road rage shooting in alexandria from a couple of weeks ago. but there is no argument over who opened fire. but his attorney is claiming that he did it in self-defense. and jeff goldberg has new developments and he joins us live. jeff? jeff: ernest sickle appeared in court. this is a few weeks after the road ragens doesn't took place in alexandria -- road rage incident took place in alexandria. his attorney today said he was not the aggressor and he fired his gun in self-defense. on the moment of july 19th, the prosecutors say he got in

and the passenger of a chevy s.u.v. likely on the beltway over who cut off whom. when both cars stopped at the light at claremont and eisenhower in alexandria, both parties got out of the vehicles and started to yell at one another. stickle allegedly got in the driver's face and shot her multiple times including in the neck and face. the victim a 33-year-old woman survived the shooting. the prosecutors say that he left the scene and went to his home in mechanicsville, maryland, and then changed vehicles. he later turned himself in to police 95 miles away in frederick where prosecutors say he told police he got rid of his gun earlier in the day. stickle's defense attorney says while at intersection in alexandria the driver of the s.u.v. boxed him in so he couldn't drive away. then the driver and passenger got out and began yelling and threatening him.

stickle's attorney said he fired his gun in self-defense. he is currently being held without bond. his next court appearance is set for next month. now we all know that road rage can be a serious situation and a serious problem. what do you do if you find yourself in a tense situation on the road? we will have good suggestions coming up at 5:00. until then, live in alexandria, jeff goldberg, abc7 news. alison: thank you very much. meanwhile, abc7 is on storm watch now. this was the very moment that an ef-1 tornado struck in salisbury. look at that! this is on the eastern shore of maryland, of course. the national weather service teams just today confirming it was a twister that hit there. our maryland bureau chief brad bell is there. brad, at the strongest the winds topped 100 miles per hour. brad: yeah, you know what? this is a fairly weak tornado. they ruled it an ef-1 tornado.

damage. this house, you see back there? it has the red sign on door that said it's condemned. i it looks fine here. but walk with me to the back of the house. the tree stump. this free fell down. then look up -- this tree fell down. then look up here. the entire cinder block wiped out by the tree when it came down. the tornado didn't last long. just seconds. the track was three-quarters to a mile in length. look what it did in its brief life. a car tossed like a toy as a security camera rolls. the warehouse wall knocked down. in this neighborhood, trees crushing cars and houses alike. cam wheatly saw the window smashed in his car. >> crazy. it never happened before. brad: after surveying all damage, the national weather service confirming what everybody knew. this was a twister. w

undocumented immigrants voting right. they may delay the deciding vote tonight. the measure would let noncitizen vote for mayor and city council but not be able to vote in presidential or the congressional elections. alison: house democrats are trying to figure out how much they are spending at the trump properties. they made a formal request for the information by the 25th. this comes as trump is on a working vacation at the gulf club in new jersey. it seeks document about any payments made to the trump organization or any business that the president has a stake in. jonathan: tight security measures near the president's summer getaway to the golf club in bedminster, nonetheless, is having an impact on local operations. the airport is within the ten mile no fly zone required by the

jonathan: if you see this on the highway, you'd be terrified. this guy coming up and holding a gun. the woman in north texas is taking this video as she is driving. the woman very shaken by this. >> i don't feel like i provoked him at all. it scared me. the look on his face. jonathan: she started recording after the man started braking repeatedly. the man in video did turn himself in. he said he thought the woman's phone she was holding up was a gun. nancy: wow! moving on. a tense standoff between a cat

this is in denver, colorado. the predator approaching and the coyotes getting too close for comfort. so the cat swatted it. coyote got scared away. a good reminderrer the pet owners to keep animals inside if you live where the coyotes are known to hang around. if you see it in the slow motion, oh, no. you are not messing with me. jonathan: if the cat made it through that, let the cat stay inside the house. nancy: tough cat. jonathan: montgomery county fair opens friday. alison: they have 40 rides. so we sent richard reeve to see how the inspection process is going to make sure there are no accidents like recent one we saw in columbus, ohio. rich? richard: that is right. look at this. everywhere you walk around the fairground you will see the people wearing vests or t-shirts that say "safety first." that is the mantra. that means

inspections. they are complicated. hundreds of parts have to be assembled by hands. it takes two days to assemble the 40 rides here. the inspection of labor and industry are in the gray shirts. the in-house inspectors check the rides before assembling and why they are put together. each ride has its own manual and a safety checklist that is double checked every day before the opening and throughout the day. the inspectors maintain strict standards. >> if the ride is dismantled and put back together every week or two, we might notice something of a permanent structure that you don't notice. wear and tear. we take it apart so we can see it and be proactive on it. richard: you can see they are up there now to work on the

rides. the executive director has been here for a decade. there has only been one accident, a minor accident. and the safety regarding the fair-goers. richard reeve, abc7 news. jonathan: 7 salutes military heroes being celebrated. yesterday was national purple heart day. purple heart is awarded to the members who are killed or wounded in the service. in new york they put a twist on the idea. instead they were turning lost purple hearts to the veterans and the families of the fallen service men. >> for a lot of the families the medal is the last tangible item they received of the loved ones and to have it reunited will bring the veteran back to them. jonathan: the purple heart was created by general george washington in 1782 before he became the first u.s. president. originally the badge of military merit. alison: a military mom in arizona got what she has been waiting for, for

month. this is a tragedy. >> the police believe he was left in the hot vehicle the entire day. >> they knew he was in the van. he was in that van. they knew they hadn't taken him out. >> his family said he had been at the little miracles academy for two years and was supposed to be dropped off before 8:00 p.m. but monday night he never came home. his grand mother said he was missing. >> they found him in the van. >> responding officers say the child was found dead in the floor in the backseat of the van. >> the daycare worker has been cooperative and is obviously extremely distraught. >> the daycare worker involved was driving miles and other children from one location to another. she admits that she did not do a head count when the children were dropped off. that she had no idea that miles was still in the

today miles' mother leaves child outside the daycare where the child's both was found. authorities are awaiting the autopsy and criminal charges are pending. if confirmed by the autopsy, miles will be the 32nd child no died this year after being left in a hot vehicle and the fifth in the state of florida. in new york, maggie rulli, abc7 news. nancy: the marines could put women in combat training on the west coast for the first time. right now they can only train in south carolina. they will start training at boot camp next spring. men training to be marines can do so on either coast. michelle: online retailer pulled a lain of t-shirts and the -- line of t-shirts and sweatshirts that featured a swastika. they were sold on the tspring website. they wanted to make it to a symbol of love and peace. in a statement on the web site they said they pulled the shirt

nancy: developing if china five are dead after a strong magnitude 6.5 quake hit near the southwestern part of the country. 63 others also injured in this. buildings were left mangled in the mountains you region with the phone networks knocked out to make the communication difficult. that hit before 9:30 at night. jonathan: you know when disasters happen around the globe, a local team of the first responders is often sent in to help rescue people. michelle: we are talking about virginia task force one in fairfax county. one of two teams that are trained in the urban search and rescue. nancy: tim brant went on a training mission with the task force and spoke to a survivor who owes his life to the local rescuers.

and the shove that almost cost a woman her life. announcer: now "abc7 news at 5:00". on your side. michelle: we begin with a new explanation tonight in a case of violent road rage. it was last month police say a man shot a woman twice after a beltway confrontation. jonathan: but today in court, he gave the judge a different explanation for his actions. larry: the northern virginia bureau chief jeff goldberg joins us with the explanation and the advice from police from diffusing road rage. good evening. jeff: good evening, larry. the road rage confrontation happened here at this intersection three weeks ago in alexandria. following an argument that took place on the beltway nearby. but the man accused of pulling the trigger says he was not the aggressor. >> prosecutors say on july 19, 58-year-old earnest stickle got in a road rage incident with the driver and the passenger of black survivor. both cars stop

at clemont and eisenhower in alexandria and prosecutors say they all got outside and started yelling at one another. stickle then allegedly shot the driver in the neck and face. a 33-year-old woman from bladensburg, maryland, who did survive. surveillance video shows the vehicle moments after the shooting. prosecutors say stickle took off to the home in mechanicsville, maryland, and changed vehicles. he later turned himself in 95 miles acin frederick. his defense attorney says he fired in self-defense after the driver of the s.u.v. blocked him in and threatened him. >> i try to take a few deep breaths and relax. jeff: drivers we spoke with said when they encounter road rage they don't fight back. >> i get angry but i don't act on it. >> it's not worth it. i back off. >> it gets worse and worse and the levels people take it to. jeff: sheila ayres says if you feel threatened by another driver pull over and
