that has people living there concerned. as well as families here worried as well. richard reeve in the satellite center after getting reaction with some of them today. rich? richard: there is a lot of concern. despite the uptick in rhetoric. the governor of guam is not changing threat level there. his aunt is working in d.c. 9,000 miles from home as a liaison to the u.s. government. margaret metcalfe works in this office less than a mile from capitol hill. she has hundreds of family members, mostly cousins living in guam. in recent days she has started calling or skypeing at least once a day, aware that north korean leader kim jong un vowed to fire four missiles in the waters near guam as early as next week. guam is 2,000 miles from north korea, but a missile could make the trip in 12 minutes. she and her husband chris, a retired banker, worked in guam for 20 years have dozens of picture of family members so far away. she says they are stocking food a

the pictures may be hard to look at. the victim's mother says her daughter is in for a long struggle with the excruciating burns to her face, her shoulders, her neck and her chest. she was doused with the boiling water as she slept on a couch. only recently was she given a mirror. >> she is okay. but she is still traumatized. i just want justice for my daughter. nancy: a 12-year-old is facing assault charges in monday's attack. larry: new developments from virginia where a transgender teen has dropped an appeal in his case against the gloucester county school board. gavin grimm sued the district when it refused to let him use the boy's bathroom. last week the federal appeals court said it was up to a lower court to determine if the case was still valid because grimm graduated from high school. nancy: kids around the area will be back in class before you know it. in loudoun county, 3,000 new students. that manes 800 new teachers. this right here is some of em

safe. city officials say it's 86 years old and it has come to the end of its useful life. for the next year and a half, folks using the bridge will notice lane closures and delays. as crews rebuild not only the crumbling bridge deck but the support below. >> ddot officials say it's more cost effective to go ahead and replace the existing bridge structure rather than repair it piece by piece. the project will be divided into two phases. construction will start on the north side and swap to the south side. allowing traffic to still use one lane each way. bicyclists and pedestrians are expected to have to deal with the detours as well. the project calls for traffic signal improvements, dedicated bike lanes on each side and new sidewalks and lighting stretching beyond bridge. >> the cost, we do need like more space. >> there is also the bike paths that runs along here.

it feels like a typical summer in washington. 82 at reagan national airport. temperatures in the 70's. that is where we have showers and thunderstorms. some of the storms and the cells are severe. let's zoom in closer. front royal and a severe thunderstorm warning in effect. they just redrew it. they have expanded. it includes fauquier, rappahannock and warren counties until 6:00. the old warning that expired at 5:15 has been expanded until 6:00. so it does include washington out in washington, virginia. not washington, d.c. a lot of thunder. a lot of lightning. let's slice and dice the storm for you. a new flash flood watch has been posted for part of the area. looking at heavy rain. front royal and arco. this will continue for at least the next half hour to 45 minutes. we are going to look for stronger storms to continue to move on off to the east at 20 miles p

the cloud tops are 30,000 to 40,000 feet. so a heavy storm out there and a strong one at that. gusty winds and downpours be on the lookout. nothing for the immediate metro area, at least not right now but we are looking at showers and area of heavier rain to overspread the entire d.c. metro area later tonight. once again, give a quick update here. wakefield manor at 5:23. rain totals have been everywhere between an inch to an inch and a half. these are doppler radar indicated rain totals. heavier total around woodstock. tonight, thundershowers and thunderstorms are coming to an end. we will wake up in the morning and it's warm and humid. temperatures in the upper 60's to lower 70's. the future cast moving through overnight, good news at 11:00. originally the area was painted with heavier rain. we are looking for rain in southern maryland tomorrow morning and another round of showers and thunderstorms

>> not good. kevin: the 34-year-old and his wife live in this downtown silver spring apartment complex noticed a yellowish tint sunday. >> it started to bother her stomach. if she had a sip it went right out. kevin: 14 miles away in the condominiums near downtown bethesda a woman snapped this photo of her bathtub last night after running the water for ten minutes straight. in silver spring a man compared these cups. one on the left from the faucet. one on the right run through a filter four times. following a number ofm co-mains wssc issued this statement today saying the discolored water contains manganese and iron from the pipes. it's not pretty but it's harmless. >> we are both going to the bathroom a lot. kevin: but some are concern about the health risks and dissatisfied with wssc's response thus far. >> if someone calls

alison: a few months ago you will remember governor larry hogan declared a state of emergency because of the opioid crisis. he is not the only lawmaker taking bold steps to fight the problem. tonight's working woman is a young single mother who never had political aspirations. she is now on the hagerstown's city council because the opioid crisis took her life-long best friend. >> she was my first friend. we met the first day of kindergarten. alison: emily keller is talking about her best friend ashley. >> she was -- sorry. she was kind and smart. and genuine. sorry. she was a good person. alison: but a few years attorney general john ashcroftly became addicted to heroin and died from an overdose at just 29 years old. >> she was a wonderful person. she made

cost her, her life. alison: that is when keler a 31-year-old insurance agent and single mother said it was time to do something about the opioid epidemic gripping maryland and her hometown of hagerstown. so she ran for city council and won. >> election night was humbling that so many people supported me. alison: in june she hosted opioid epidemic summit with more than a hundred people, healthcare providers police, judges and more to come one a unified game plan for her community. >> absolutely a public health crisis. there is a lot of underlying mental illness, there are so many layers of addiction. alison: gor -- governor hogan committed money after heroin and fentanyl killed nearly 1,500 maryland residents in the first nine months of 2016. that is up 62% from the same period in 2015. keller says she refuses to let her friend ashley be remembered as a statistic. and she is

too. it's in the newsroom and it was delivered by uber eats. this is the first day the service started delivering free ice cream. it works with the uber app on your phone. you just have to request the ice cream truck. larry: so good. yeah. love that. well, grocery chain safeway applied for a liquor license to sell beer and wine at one of the d.c. stores. but as mike carter-conneen reports some neighbors collected hundreds of signatures in opposition, even planning a town hall meeting for monday night. mike: in d.c. dupont circle neighborhood it's long known as the soviet safeway. >> limited selection of products. long lines. poor service. empty shelves. >> i think they need to talk to people in the community and ask them what they want to see if their supermarket. mike: after safeway filed paperwork to sell beer and wine at 17th and corkran, the neighbors organized opposition complaining there is already plenty of liquor stores in the neighborhood and

want food aisles replaced with wine and beer. >> when the shelves are empty and they devote more space to other things that are not food the problem is exacerbated. mike: the liquor store owner across the street says more than half his sales are beer and wine transaction and worries that safeway will undercut his family's business. >> it's absolutely a concern. the same way when costco came in on the northeast side. it put businesses out. mike: in response, safeway says if approved alcohol would make up less than 4% of the products sold here. across the country the stores offer quality wine and beer at many of the locations. it's our hope to extend the same convenience and value to the corkeran street shoppers. many other residents call the opposition ridiculous and say they would welcome more beer and wine options in the neighborhood. >> if safeway wants to sell liquor, let them sell it. >> it shouldn't take up too much space. quarter of an aisle for wine or beer. >> there are plenty of options. you will not starve. i pro
