>> the handy variety. it sells groceries and now it's where winners are champs. >> congratulations to the one winner. and in the meantime, we're going to talk about what's happening in the southern part of the country, in texas, bracing for severe weather, a direct hit from topical storm harvey. >> taking a look at the radar, it's drifting erratically and slowly. maximum winds are about 35 miles per hour. >> but it could become a hurricane before making landfall friday night or saturday morning. the heavy rain begins tomorrow. >> and residents aren't waiting. the governor has declared a state of emergency in 30 counties, and store shelves are emptying in stores along the coast. >> and sandbags filled and in many places and communities, these are the scenes. evacuations will begin this morning. that is not good news for the houston area, which floods easily with low-lying areas. as you can imagine, people are paying attention to the forecast and looking at the possible track for harvey that it could take. >> so let's get the latest from

accuweather's justin povick. good morn, justin. >> linda, kendis, good morning to you. we're tracking tropical storm harvey, very slowly moving its way off to the north and west, not very organized yet, but that will change here as we go throughout the next 24-48 hours. hurricane watches now in effect in southeastern texas, also tropical storm warnings out toward houston. we're looking at gusty winds down the road as we venture into friday night and saturday. with the potential this could become a category one hurricane. by far, the biggest impacts will be from heavy rain and very dangerous, life-threatening flash flooding. eight-plus inches of rain with locally over a foot of rain possible in southeastern texas. kendis? linda? back to you. >> thanks, justin. turning now to politics. president trump is at increasing odds with congressional leaders. >> many disagree with his threat to shut down the federal government if the border wall isn't funded. speaker paul ryan

doesn't think it's necessary. and most people don't want one. and others say it would be fatal for the republican party. the president made the comment during his campaign-style rally. in phoenix. he spoke to the american legion in reno, nevada. by all accounts, the tone very different. he told the veterans that the u.s. will overcome challenges by reaffirming shared beliefs. >> it is time to heal the wounds that divide us and to seek a new unity, based on the common values that unite us. we are one people with one home and one great flag. >> the president sticking to the prompter there, as in phoenix, reno police kept protesters and trump supporters apart with a metal barrier with as much as 50 feet between them. the groups were smaller than in phoenix.

we're learning this morning that the white house is moving forward with president trump's proposed ban on transgender people serving in the military. the pentagon will be getting formal authority to deny enlistment of transgender individuals beginning in six months. it's also reported that jim mattis will have discretion on whether to remove transgender individuals who are currently serving. but the guidelines will direct the pentagon to stop paying for their related medical bills. and a chilling new video from isis appears to feature a 10-year-old boy threatening president trump. the boy claims to be the son of an american soldier who fought in iraq. he moved two years ago with his mother. he speaks both in arabic and english in the video. white house officials say the boy is unknown to them. the first audio excerpts from hillary clinton's book already out. offering her own candid view of the presidential campaign. >> she admits she let millions of americans down and details her real feelings about one especially disturbing moment from a town hall debate last
