making news in america this morning, we have a winner. one matching ticket in the powerball jackpot. someone is waking up $750 million richer and we just learned where it was sold. >> breaking overnight, harvey stringens heading toward texas where it could jump up to 20 inches of rain. we'll have its latest track. president trump is back in washington this morning following back-to-back speeches. a dramatically different tone in nevada after his fiery speech in arizona. and speaker ryan talking about the president's threat to shut down the government over the border wall. and another shark scare.

into a paddleboard. one official now has a controversial plan to protect the beaches. good thursday morning. i'm linda lopez. >> i'm kendis gibson. the big breaking news, someone in massachusetts is about to get paid a lot. >> get paid. >> the bay state is home to the second largest powerball jackpot winner in the game's history. sold at this watertown store. the handy variety previously best known for selling milk and groceries now known for turning a $2 dream into a $758 million deluge. >> watertown residents get your tickets out. the winning numbers, 6, 7, 16, 23 and 26. the powerball was 4. by the way, check your numbers. six other tickets also won $2 million apiece.

>> amazing. >> so if the big winner takes a lump sum. they'll get a little more than $480 million before taxes. and, of course, we'll be live in that tiny boston suburb a little later on on "good morning america" seeking out who that winner is. >> moving on to this morning's other major story. concern along the gulf coast as a tropical storm bears down. >> harvey is gathering strength in the gulf of mexico. right now it's go 400 miles off the coast of texas picking up speed as it moves toward land. >> landfall is expected late friday or early saturday. possibly as a hurricane. those south texas communities will begin to see heavy rain tomorrow. abc's janai norman is tracking the storm. >> reporter: south texas is bracing for a beating. the coastline is in the sights of tropical storm harvey expected to make landfall this weekend. >> right now we're really focusing on the beach because we do know regardless of the storm's track that we're going to have coast

>> reporter: forecasters say harvey could develop into a weak hurricane by the time it slams the south bringing with it a four to six-foot storm surge along the coast but even more worrisome, harvey is expected to unload up to 20 inches of rain and not just a burst of showers and flash flooding but a long duration event possibly up to 72 hours of heavy rain and high tides. >> even if we don't see flooding friday night or saturday, the threat is still there saturday night, sunday and possibly even to monday so we need people to be aware. >> reporter: people who live in low-lying areas are urged to get to higher ground. evacuations begin today but many people started stocking up last night. >> just some bread, water and eggs, some of the essentials. >> reporter: water, food and batteries now in short supply in many stores and along the coastline people are stockpiling sandbags getting ready for that storm surge. >> it doesn't take much more than a two or three-not surge to really impact our ability to drain and with predictions up to 20 ihe

that could be a problem for us going into the weekend. >> reporter: janai norman, abc news, washington. >> all right, a rough 48 hours there in texas. more on the forecast in a moment but first, president trump is back in washington this morning after giving two very different speeches in the west. he's scheduled to spend the day at the white house meeting with advisers. >> yesterday he spoke to veterans at the american legion convention in reno, nevada. the tone was very different than the one tuesday night in phoenix. in reno he called for national unity and love and told the veterans that the u.s. will overcome its challenges by reaffirming its shared beliefs. >> it is time to heal the wounds that divide us and to seek a new unity based on the common values that unite us. >> his campaign style speech in phoenix was much more combative. he blasted the media and vowed to shut down the federal government if congress doesn't provide funds for the mexican border wall. but even republican congressional leaders oppose that.

sees no support for a shutdown. >> well, i don't think a government shutdown is necessary and i don't think most people want to see that, our selves included. >> other house republican leaders say their party could lose their majorities in congress and a shutdown might even be fatal for the party. well, new this morning the white house is moving forward with the president's proposed ban on transgender people serving in the military. according to "the wall street journal" the pentagon will get formal authority to begin enforcing that ban in six months. t ending payments for transition-related medical bills of those currently serving. we're getting new details that have been emerging about those u.s. diplomats in cuba sickened after a mystery sonic attack. the state department now says some those had to be evacuated to miami for

testing. a new video from isis this time from what appears to be a 10-year-old boy. the boy threatens president trump in the video. he claims to be 9 son of an american soldier who fought in iraq. he says he moved to syria from america two years ago with his mother. white house officials say the boy is unknown to them. breaking overnight, dutch police say they have arrested a man in connection with the terror threat that forced the cancellation of a concert by an american band. that band, california based, chose the word allah, arabic for god not knowing it might cause offense. the 22-year-old suspect is being questioned. spanish authorities tipped off the dutch to the threat. let's return to the home front and take a closer look at your weather. good morning, tracking op

that is the sound of a major rock slide in the swiss alps that forced dozens of evacuations near the italian border. some buildings were damaged and a few roads blocked off. there weren't any reported injuries. breaking overnight a white nationalist who marched at the charlottesville rally has turned himself in to police. christoph christopher cantwell was featured in the documentary in the event. he was wanted on three felony charges including two counts of illegal use of tear gas among the dozens who marched at the university of virginia carrying

because when i'm paddling if i was still prone and paddling and bit there i wouldn't have an arm. >> a local official has a controversial yad to keep sharks away and wants to toss baited drum lines near beach destinations using hooks to catch and kill the big fish. experts say the plan won't make the beaches any safer. so you can add one more downside to not getting enough sleep. dementia. researchers found that many people who develop dementia in later life didn't get enough rapid eye movement for or r.e.m. sleep when younger. less of that sleep doesn't necessarily cause dementia but says their study does show a significant link. authorities are asking for help finding two sisters from lake tahoe. they've been missing since attending a solar eclipse festival in oregon. melissa lee and her younger sister who was not identified have not contacted their parents since sunday. anyone wit

the sisters should contact the crook county sheriff's office in oregon. this morning, we're hearing from a teen who spent 11 days stranded in a national park. we told you about 18-year-old austin bohanan yesterday. he's been reunited with his family nearly two weeks after wandering the great smoky mountains national park. bohanon says he followed the streams to get out. his instincts were to stay by the water. he also says he didn't have any food during the ordeal. >> i did not eat anything. as surprising as it sounds, i did not. surprisingly i guess it was because i had so much adrenaline i wasn't really hungry. >> bohanon says he became lost after he separated from his stepfather. he climbed to high ground in hopes of calling his mom on his cell and when that didn't work he followed the streams. >> and he says he's prepared for his next challenge. he's going into the marines this fall. well, time now for some sports including a no

collision-- navy divers have recovered several bodies from flooded compartments onboard the ship. an update now on the violence in charlottesville. in the wake of the violence almost 2 weeks ago-- police have launched several criminal investigations. now-- we have learned that one of the rally's organizers, is behind bars. chris cantwell-- seen here on an hbo documentary chronicaling the rally-- is charged with assaulting someone at the university of virginia. cantwell and others gathered on the u-v-a campus to protest the removal of a confederate statue. several fights broke out during a rally the next day. one woman was killed and dozens of people were injured in serveral incidents. following the violence charlottesville's confederate monuments were shrouded with tarp wednesday. hours later...a man was caught on video trying to cut one of them down! he claims, the tarp is illegal -- but stopped when police confronted him. charlottesville city council voted earlier this week to cover the robert e lee and "stonewall" jackson statues following this month's violent protests.

the national cathedral- pushing up its decision on what to do about confederate imagery on stained glass there. the cathedral has been studying whether to keep the window, remove it - or add context. you're seeing video from last year- when the cathedral removed some images of confederate flags. we're told the situation in charlottesville added urgency to those talks. we'll let you know as soon as there's a decision. good to go. amazon has cleared a hurdle in its bid to take over whole foods. federal regulators are green-lighting amazon's nearly 14-billion-dollar merger with whole foods. the federal trade commission says it looked into whether the merger would hurt competition and has decided to drop its investigation. the plan to merge was announced in june. it's xx and we're just getting started. we have a winner! this morning - someone is waking up holding the ticket for the nearly 760-million dollar powerball jackpot. good morning washingotn i'm autria godfrey.
