>> it is expected to get much stronger over the next 24 hours. >> harvey's heavy rain and strong storm surge will bring life-threatening and devastating flooding to the entire coast. >> in was taken from a government hurricane hunter aircraft aabove the gulf. with the outer bands of the storm already battering the gulf coast. residents have been in a frenzy to board up and get out. matt gutman is there. >> reporter: with hurricane harvey's outer bands already gouging the coastline, the gulf coast is in a frenzy of boarding up, sandbagging and fleeing. a mass exodus now under way in several texas towns, including port aran sis. the storm whipping itself up from a tropical depression into a full-blown hurricane in hours. triggering alarm

corpus christi to new orleans and very stark warnings. >> we're going to in the strongest possible terms encourage residents in low-lying areas, as they say, get out of dodge. >> reporter: helping folks get out of dodge, airlines waiving change and cancellation fees for those in the storm's paternity. in corpus christi, they're swarming hardware stores. folks are buying sandbags by the palet pallet full. it's three and a half hours long. inside sutherland's hardware, clerks scrambling. the line for plywood, 30 minutes long, customers on edge. >> everything went to code red and we all came basically to prepare ourselves. >> i'm 65 miles, and i don't want to die at 65. >> reporter: in houston where it's expected to have a biblical deluge, shelves picked

there's no more bread. >> this is the line to get gas. absolute insanity over this hurricane. >> reporter: in new orleans earlier this month, a summer squall flooded streets. there's now concern the city's pumps won't be able to keep up. >> we're in a more vulnerable space than we should be in. >> reporter: many are likely to feel the direct impact of the storm. the entire country could be affected. some 20 refineries producing millions of barrels of oil. tropical storm alison in 2001 caused $5 billion in damage. matt gutman, abc news. >> and once again, that was a tropical storm. our thanks to matt. and while this is of major concern for the gulf coast, really want to focus in on this other map right here, that matt talked about. the oil refineries,

oil refineries are along the gulf coast. one third of those are in the path of harvey right now. production operations are starting to shut down in response to the hurricane. dozens of oil platforms out there have been evacuated. but the big concern of course is the rain. and hthis is really impressive. check out the areas in white. those areas could get much more than ten inches of rain by monday night when we're talking to you. that's up to austin that we're talking that could have more than ten inches of rain, and austin is located some 200 miles from the coast. absolutely devastating and impressive. now let's get the latest right now on the forecast track. justin povick from accuweather. good morning. >> kendis and linda, thanks and good morning to you. we are tracking hurricane harvey which continues to strengthen at this house, movement north and west to the southeastern texas coastline. hurricane warnings in effect from corpus christi, adjacent waters and coast to the north

under intense scrutiny after an officer appeared to plant drugs incriminating a suspect earlier this year. two incidents recorded by police cameras. this one, an officer appeared to plant marijuana in a suspect's car before arresting him. another baltimore police officer under the mike scope for a third incident. the prosecutor's office now doubting his credibility. and in this video, they're pursuing a man wanted for drugs, body cameras rolling. the suspect is apprehended. then suddenly, i takes off in handcuffs. police in hot pursuit, catching him after running into the woods. police don't find any drugs initially, but went to the scene after listening to a jailhouse call that allegedly directed them to the drugs. in the video, you see an officer pick up the drugs and then puts them back down, only to pick them back up again. the officer claims he did that because he
