long. ryan hughes is at the emergency center in fairfax to see how things are going. ryan: the american red cross has been working around the clock, a 24 hour operation. idea hows you a good many shelters have been set up as texas continues to deal with unprecedented flooding. a team from our area has been on the ground for a week and more are on the way. tomorrow morning, two more willency response vehicles join 31 others already in place. it has been all hands on deck inside the disaster operations center, fielding calls and coordinating relief efforts. in ais a huge undertaking very long recovery effort. shortage a blood before harvey hit.

reporter: urging a global response, we are told japan and the u.s. have called for an emergency security council meeting which is scheduled for later this afternoon. developing now, officials in afghanistan are trying to figure out who is responsible for a suicide bombing that killed five people. it happened this morning in kabul. police believe the bomber targeted a privately owned bank. 90 poll were hurt in the attack and the death toll is expected -- nine people were hurt in the attack in the death toll is expected to rise. new mexico, two people are dead, four others are heard. witnesses claim a man walked in them began shooting into the air. police have a suspect in custody but have not released that person's name.

their way to safe zones. rescue teams from maryland and virginia are in texas right now to assist. they are expected to stay for at least two weeks. let's head live to omar gimenez who is in houston. what are you seeing at this hour? rain, rain, and more rain. it has been that way throughout the morning and will continue to be that way throughout the week. most of harris county, which ,overs southeast houston reported 48 inches of rain, which sets a record for rainfall across the continuous u.s. that is significant. we are looking at search and rescue operations. placesn trying to find
