flood. >> this is of epic proportion. >> nobody has seen anything like this. >> many of the officials present told the president recovery is just beginning. >> recovery is a slow process. rest assured we are doing everything we can. >> in houston, epic rescue effort continues around the clock to save people trapped by rising floodwaters. this man stuck on top of his car waited for crews on a dinghy to take him to high ground. we saw shelters beyond capacity. >> we are not going to turn people away. >> emergency shelter in the convention center in downtown houston meant to house 5,000 people and it's doubled that, beyond capacity at 9,000 and growing. the mayor promised more shelters will open and has requested more accounts. to make the matters worse, a pair of old reservoir dams built to protect downtown houston are now overflowing the levees, adding to the rising floodwaters. the flood gates and other dams are releasing water at twice the normal rate trying to relieve the pressure. the five consecut

rain set a new u.s. record for rainfall for a tropical system. a weather station southeast of houston reported over 49 inches of rain tuesday morning. more than a trillion gallons of rain has fallen in harris county. to give you an example of what that means, that is enough to fuel niagara falls for 15 days. reporting from houston, lana zak, abc7 news. jonathan: i want to show you something. this is an incredible seven-hour time lapse reduced to 25 seconds showing a home flooding in houston. watch how fast it happens. you can see the water. it starts coming in. then rising and rising and rising. you can see things start floating around. the water goes up past the wheels of this vehicle, the s.u.v. then you can see the electronics in the car going haywire. then the alarm starts going off. michelle: take a look at this. lines outside of a grocery store about to open. in some places for the first time in four days a chance to get outside. michael

sister station is in cypress where it's still impossible to get out without help. are you starting to see people make their way back to neighborhoods to see what is left? i see a man right behind you. michael: some of the folks were in the apartment near here trying to keep a close eye on the water level. behind me is the floodwater you can see in the middle there. disabled seem. there -- a disabled vehicle. there was quite a bit of activity this afternoon. professionals leading about 20 or 30 citizens with boats trying to reach a neighborhood about couple of miles from here. but having some difficulty. over here on this one particular road you can see where the cars are turning around. this is the situation all over houston. the people in those apartments are keeping a close eye on the water level as they try to make sure their homes will be okay. michelle: tell me for those folks that we saw making their way back in the neighborhood, is there a time line for when they have to be

>> well, in that particular area no. i understand a number of people are trapped there. so, rescue crews are trying to reach them. outside of the most flooded areas some people are started to get on the roads. they are going to some of the restaurants. but so many restaurants are closed. there was a panera bread and on the door said open. because open is out of the area in the houston area. michelle: in the thick of it for us in cypress. thank you. look at this. maryland task force one rescue crews now in san antonio. awaiting deployment to the disaster areas. the rest of the team here is on standby meanwhile, in case more crews are needed. fairfax crews are also in texas. jonathan: despite reports that his megachurch turned away flood victims, joel olsteen insisted the church never rejected those in need. he says in addition to offering shelter the church is

center also. the lowest level of the 16,000-seat former sports arena was flooded over the weekend, that is why they didn't open the doors. the water now receded. that is why they are allowing people in. nancy: homeowners in houston will be on the hook for just about everything. according to insurance experts only 2 in 10 people there have flood insurance. some people may have to sell the home or take out loans just to make simple repairs and buy new furniture. some estimates place flood damage at $35 billion. $35 billion. that is on the low end. about the same as katrina when it came to flooding. in that storm, half the homes recovered by flood -- were covered by the flood insurance. doug, this is not as intense now as it has been for the past couple of days but the rain keeps falling. doug: the heaviest rains shifted east but they are still getting rainfall and that will exacerbate the flooding. in the next couple of days the rainfall north of the houston metro has to work t

bayou and the creeks downstream to the gulf. it's not over. at least the heavy rainfall for houston seems to be about over. let me go to the map to show you the numbers. breath-taking. i will tell you the truth when the first stories came out on this thing developing from tropical storm stage to hurricane stage, and there were statements in the weather service discussion that there could be 40 to 50 inches of rain, i thought you have got to be kidding me. no, sir. no kidding. 49.2 inches right now in friendswood in texas. 43 in south city. there are other spots that don't have rain gauges that some are higher or lower than that as well. the situation is just indescribable. i'll give you the facts and figures on tropical storm harvey. top winds at 45 miles per hour. the circulation now entirely over water. i will take ak tra and come on shore according to the forecast tomorrow morning sometime near the texas-louisiana line. it's only moving at four knots at the last check. that is 5 1/2 miles per hour. eventu

speed. lose the strength and head to the northeast. we are going to track it to the northeast because on this track, even though it will be a remnant circulation, it could bring rain to our area over the weekend. we are working on the timing and the details of that. locally the storm finished here as the storm system continues in the gulf to take the attention. we have had a nasty, rainy day but good news on the home front weather wise as well coming up in a few minutes. jonathan: we are getting wind and rain here. it's worse on the beach. see the bridge here behind me? this is in ocean city. visibility is almost zero. a lot worse on the beach. this was supposed to be a bonus week for vacationers for marylanders when classes don't start until after labor day. not much of a bonus looking at that weather. brad bell in the thick of it in ocean city. the biggest concern, brad, is the dangerous surf. >> you know what? there are a lot of concerns. dangerous surf is one of them. back bay flooding is another. this is nothing compared to what is

we don't want to suggest that it is. i am feeling the winds and they are coming in 45-mile-per-hour steady with the heaviest gusts. you can see the waves come crashing in here at the inlet jetty. as we pan around we can't look into the wind but as we pan around to the side here i want to show you the waves crashing over the jetty out here. this is an impressive sight indeed. pounding torrential rains in addition to these heavy, heavy winds. we had started to see flooding on some of the low lying streets in ocean city where it is not all that uncommon to see the flooding. now they have closed gates, the storm gates on the boardwalk. i'm going to show you why. it has to do with sand erosion. i picked up a handful of sand. watch this stuff just blow horizontally out of my hand. down at the beach level there

michelle: developing now, investigation underway after amtrak train collided with tractor trailer in stafford. no one was hurt. authorities aren't sure if the truck broke down or got stuck on the track there. the conductor couldn't stop. jonathan: there are gun-toting nuns here. i'm guessing they are not really nuns. shocker, right? he looks like a guy. the two tried to rob citizen bank in poke knows yesterday. didn't get -- poconos yesterday. they didn't get any money. officers are trying to track down the sinning sisters. it doesn't look like a woman. does it? look at the hands. michelle: it's hard to know. it looks like nail polish. who knows?

view from space, check it out. it's still there. we showed the massive storm spreading out moving to the gulf coast again. one place got close to 50 inches of rain already fallen. michelle: a dog named otis inspiring millions. nancy: this is otis carrying the food in the mouth as harvey beared down on texas. the woman who took it followed otis to make sure he got home before the worst of the storm hit. >> here comes otis with a full five-pound bag of dog food in his mouth. hey. i'm home.

help. to save first responders valuable time instead of serving through twitter feeds. >> we are working with the other groups to track status of requests to see if they get rescued. >> using the high-tech mapping to save time and lives. jonathan: this is 12 year since katrina made the most damaging landfall to louisiana. it turned out to be the costliest hurricane in american history. the problem there wasn't the rain. it was new orleans. the levee systems there that failed. michelle: people are comparing the two. jonathan: you can't. michelle: harvey is in one spot and won't move. jonathan: if harvey did to new orleans what it is doing to houston it'd be under water. doug: houston is not much above sea level either. swamp land over the years. it will get

the rain will be over by 7:05 and first pitch or close to it. we can't make a decision whether they play or not but the rain is over in the city by then. in houston the heaviest rains are east and northeast of houston now and they will move east and northeast as the center of the circulation will make landfall early tomorrow morning. along texas and louisiana to push rain to the northeast. the computer model suggest that bow mont may pick up close to six inches more. lake charles almost four. but the rain amount are not excessive. but still heavy

michelle: all right. by now you have seen the eclipse or video of it. the carona is what you see shining around the moon as it passes fully in front of it. that type of light turns out can be damaging to your eyes. as q mccray shows us in a "7 on your side" health alert it's the same light that comes from your screen. q: if you are like most people you spend most of the day staring at a cell phone, laptop screen or even the tv. what you don't know is likely is that there is a threat peering back at you. it's called blue light. light made up of the electromagnetic particles that travel in waves. the waves emit energy, blue light is one of the waves. blue light is making news right now because of the eclipse last week. this is something we deal with daily due to electronics. blue light has benefits in small doses but according to the

announcer: you're watching "abc7 news at 4:00". on your side. jonathan: abc7 continuing the cover the harvey track. this has been horrible what is in the wake of the storm. we are learning that a police officer among the flood victims. he was killed when the high water covered his cruiser. michelle: meanwhile at home we are tracking a strong coastal storm in the atlantic affecting our weather here. stormwatch7's chief meteorologist doug hill is on top of it all. a lot to follow here. doug: it sure is. but the good news for us is we clearly see in animation of the satellite and the radar back edge is moving west to east. this is taking longer to end at the coast. our executive producer alex liggitt put together the rainfall records they have had in houston. in the stretch of houston they had one-day rain total of 16.7 inches of rain. four-day rain total of 33.88. a monthly total now closing in on 40

the washington record the most rain is 6.39 inches in one day. we had a four-day total of 10.5 inches in 1933. monthly total of 17.45. we are not close to being in the same ballpark from the biggest storms and the tropical systems we have had is. that is how massive the storm system is. good news is houston on the back edge of the circulation of the steady rain. the center will move northward and the rain will come to an end. great news. future cast shows clearly with sunshine possibly breaking out in the skies over houston tomorrow afternoon. the rain pushing northward and it will weaken. the circulation could make a move to our area over the weekend.
