shelter where they are not calling the people staying here evacuees. instead they refer to them as "guests" or "neighbors" doing all they can to make people feel as comforting as possible. so many people are showing up to help, they have had to turn the volunteers away. marci gonzalez, abc7 news, houston. larry: the cost of the disaster is set to break every record we have. financial toll of hurricane harvey could be unmatched. it's on pace to be the most expensive natural disaster in history. the estimates, just estimates around $160 billion. most homeowner insurance policies do not cover floods caused by natural disasters. many victims will have to lean on federal funding for help. >> federal insurance program, standard haven't been updated in 50 years. the limits are antiquate and the program underfunded. larry: thisdy sast her do one thing

brad: collins was killed at this maryland bus stop in may after a night out with friends. maryland student urbanski stands charged with murder in a case investigated as possible hate crime because of the alleged history of surfing websites associated with racism. >> he says that hate is real. >> the problem has to be recognized. brad: since then maryland named chief diversity officer and says much work remain and campuses like those in charlottesville are targeted by what he calls provocateurs. >> we have to understand the motives and the tactics they use. brad: work will continue tomorrow with con campus discussion of the race relation

announcer: you're watching "abc7 news at 6:00". on your side. larry: a bus driver is now facing criminal charges in connection to a crash that happened back in may on interstate 95. do you remember this mess? that is where a bus full of kids and parents traveled on a field trip from philly to d.c. crashed into a car and then you see flipped on the side. recording that was taken from the bus apparently shows thes but switching lanes and -- bus switches lanes and forcing a car on the shoulder before the video abruptly ends. the driver is charged with negligent driving. alison: this evening fear and anger in stafford after the parents find out there is led in the drinking water at some schools. the announcement from the stafford county schools are coming days before the students go back to class. six out of the 12 schools tested have one or more

michelle: new developments of a woman who is accused 0 throwing urine on a met redriver. they arrested opal brown at if l'enfant plaza metro station this afternoon. they captured her picture as well as the incident and they believe this is brown who was caught on video relieving herself. then throwing it at the driver. the driver was not hurt. jonathan: would-be carjacker in washington state would not give up getting behind the wheel of the s.u.v. even after this happened. watch. he is hanging on to the car. his pants have been ripped off. he is still trying to get in the car. the guy stops and driver says you know what? i won't have this. he takes off again and the guy continues to hang on. oh, well, after the car finally came

this guy had been knocked off the police tracked him down. but not before they have video of the guy trying to attack other driverrers and getting behind the wheel of their cars. hadn't figured out what was behind this. but this guy did get a shiny new pair of handcuffs and sent to jail. michelle: special reunion between am woman rescued from the tight grip of a seat belt and firefighter. this happened after a car accident in prince george's county in july. today the woman got to thank the off-duty firefighter who spotted the wreck and saved her from suffocation. stephen tschida has the story. stephen: the mangled car after a wreck which left a seat belt gripping 22-year-old briann's neck so tightly it stifled her breath. >> only words are thank you. i'm eternally grateful. stephen: off-duty firefighter saw a light from the bottom of a deep ravine. inside a wrecked car he spotted her. the seat belt choking the life out of her. >> i tr
