in texas. explosions rocking a chemical plant in houston. >> fear that more blasts are possible all because of the destruction caused by hurricane harvey. nancy: this as rescues continue where the water is not receding. the president pledging $1 million of his own money to relief and rebuilding effort. michelle: abc7 has team coverage in how the storm could be affecting the long weekend here. we begin with marci gonzalez in texas. marci: rescuers dropping down and floating in. saving texans still stranded. surrounded by water that in part of the bow mont area keep rising. the devastation there knocking out the local clean water supply. forcing one hospital to evacuate nearly 200 patients today. in port arthur the mayor from inside his own flooded home reassuring residents. >> i know one thing, it will not defeat us.

haven't gotten there yet, we are on the way. marci: officials downplaying concerns after fire erupted at the chemical plant. >> organic peroxide is similar to standing over a burning camp fire. marci: 30 miles away in houston the water receding finally. >> look at the high water marks. marci: the rescuers searching 1,700 square miles that flooded. >> we are going by each house checking door to door. marci: up close look at the damage as they estimate 40,000 homes in this county alone are destroyed. >> but 100,000 is not out of the question. marci: today, vice president mike pence touring where harvey first hit in rockport as help comes in from across the country with tens of thousands of texans now living in shelters and those trying to make it to dry ground. >> it didn't matter what race or religion we was, we all come together in unity to make sure the people are safe. marci: safe but wondering what isex

not have flood insurance. fema are getting people registered for federal assistance as quickly as possible and working to figure out their next step for housing. in houston, marci gonzalez, abc7 news. nancy: again, two explosions today at the arkema chemical plant. it's one of the largest chemical companies in the world. there are now mandatory evacuations around the plant because of dangerous fumes and several more containers in danger of overheating and blasting. michelle: meantime, beaumont texas is under boil water oil. the water pump has been shut down by flooding. these are the long lines of people. they are waiting for a chance to get some bottled water inside of the grocery store. this picture shows that at least some folks able to leave their home for the first time. and leave shelters for the first time as well. take a look at this now. this convoy, wal-mart sharing the pictures as the trucks loaded up with water from the bottling facility in mississippi. they are all rolling out to texas to make critical

some processing plants closed off. there could be a gas shortage as a result of harvey. couple that with the labor day weekend price hikes and you can notice numbers adding up. maryland bureau chief brad bell has the story. the prices are on the rise already. brad: they are on the rise in a big way. if you haven't seen it already, i can show you right here on this gas pump in beltsville. $2.59 for regular. supreme $3.299. you can't deny it. it costs more today to fill up your car. it popped up over night. >> 19 cents since yesterday. brad: at the exxon near r.f.k. stadium in district a gallon of regular is now $2.65. >> i will get enough here to go to the gas station where the prices are lower. brad: he may not have much luck. every gas station we visit in maryland, in the district,

virginia, the story is the same. the prices are spiking. gas station owners say they have no choice. >> we have to receive whatever instructions from the company. then we go accordingly. brad: yet another cost associated with hurricane harvey. the storm has forced the closure of major gasoline refineries across texas and louisiana. and now the colonial pipeline which feeds gasoline to our region is also shut down. all that means supply is down. when planned labor day travel is driving demand up. a.a.a. now calculates it is going to get worse. >> we expected last week when it started it would pike 5 to 15 cents a gallon. now it's probably 20 to 30 cents a go lon. brad: it is already happening. there is some good news. when we come back at 5:00, we will tell you why the spike is expected to be

in beltsville, brad bell, abc7 news. michelle: we want to show you this. this is from rockport, texas. this is the same home. you are looking at a before and after. harvey hit the top floor, it's ripped off when the category four hurricane came ashore. the owners saying the dishwasher was thrown 50 feet from the home. and the family's boat was found floating 1200 feet away. nancy: dramatic to see that. we are in the weather center now with doug hill. watching what is left of harvey as we inch closer to the labor day weekend. doug: the circulation is getting weaker. by late tomorrow and saturday we'll get rain. but nothing severe. nancy: nothing to ruin here? doug: saturday part of the weekend is not much fun, it's wet. but sunday and monday look better. there is enough sunshine to push the temperatures in the 80's. 83 in martinsburg. hagerstown is 83. dale city is

warm day despite increasing cloud cover. the cloud cover headed this way is not from the remnants of harvey. it's from a cold front to the north of the area right now. scattered showers along the front will come to view. we will wind it out and show more. we could have an isolated shower this evening. generally cloudy and much cooler. we are in the low 80's now. this time tomorrow we are at 65 or 66. a cooler day. remnants of harvey come in tomorrow night and then saturday is rainy for sure. we will drop in the 70's and look forward to tomorrow. cloudy days. the clouds holding in the 60's. way below average. the rain will arrive late tomorrow night. we fill in the blanks on the entire holiday weekend and check out ten day information ten minutes. michelle? michelle: thank you. fairfax county firefighters putting their money where the boots are. the staff is giving $50,000 of their fill the boot donations to the disaster relief fun to aid with the situation in texas. the rest of the

cure for muscular dystrophy. nancy: stay with abc7 for updates on harvey throughout the afternoon and evening. in ten minutes from now the update on the forecast and the track of the showers from what is left of the storm. 4:30 also, a hundred dogs just arriving at a shelter in maryland. they are coming in from texas. you have to step away from the television, you can get updates online at wjla.com. michelle: new at 4:00, update on this video showing a man pulling a gun and firing it just outside the columbia heights metro station. police believe this is the man who is in the surveillance video. his name is cesar morales. there is a warrant out for his arrest for what happened last friday. d.c. police warn he is armed and dangerous. nancy: a woman accused of throwing urine on metro bus driver has been released by a judge. she was orderedded to stay away from the driver. the bus line itself. opal brown who is in the

appeared to throw a cup of urine on the driver. she was charged with assault. a crowd of union metro workers showed up at court to watch proceedings with some questioning whether the shields meant to protect the drivers really work. brianne carter was in court. she will have much more ahead at 5:00. a woman charged in the disappearance of her two children wants a clean slate. catherine hoggle has been held since doctors found her incompetent to stand trial three years ago. because it has been that long her defense team can request the case be dropped. but as montgomery county reporter kevin lewis explains, prosecutors are prepared to counter. >> if she wants to be released, i can't speak to that. kevin: he represents catherine hoggle and today he filed a motion to dismiss the criminal case against the 30-year-old mother implicated in the disappearance of her children sarah and jacob who now would be 6 and 8. they

ready for trial. putting the case in legal limbo. >> as a general rule if someone is incompetent for three years then charges will be dismissed. kevin: they may have to file new round of charges to restart the clock, such as first-degree murder. >> they'd have to have sufficient evidence to make the charges. i haven't seen any that would lead me to believe they had that but i don't know. if they file them we'll deal with it as it comes. kevin: hoggle is taking her prescribed medicine and participating in activities daily but it only goes so far. >> i can't imagine that anybody would be happy in a maximum security facility. where they monitor 24 hours a day. kevin: in rock victim, i'm kevin lewis, abc7 news. michelle: federal and local authorities today arrested several ms-13 gang members for a m

michelle: for the second time this month word that is civil war reenactedment will be canceled. this time it's in chantilly. jeff goldberg is there and this is related recent events? jeff: yeah, no question about it. this will be the first time in 17 years that a civil war battle reenactment will not be taking place on the big field here at the sully historic site in chantilly. officials with fairfax county say the events of charlottesville directly impacted their decision. i want to show you photographs here from 2015. when the reenactment took place here. two-day event. civil war enthusiasts reenacting the battle that happened here. the county part authority said other things impacted the decision like attendance. in 2000 the event grew 3,000 to 4,000 spectators but last year only 300 people came to watch. but ultimately

apart. one killed and others injured. prosecutors are saying there is not enough evidence that a crime happened there. the rides manufacturer said excessive corrosion on support beam led to what it called catastrophic failure. "7 on your side" with a consumer alert. ride sharing service lyft is expanding. the company is offering rides in hard to reach rural areas across a total of 40 states. including alaska. in an effort to compete with uber who controls 70% of the market. the move lets lyft cover areas that uber does not. michelle: 1.5 million more fake accounts created by wells fargo than previously thought. the bank admitting 3.5 million customers were impacted. a huge increase over the 2 million it originally estimated. the bank plans to pay out $7 million in refunds. it's faced fines and seen top management pushed out as a

result. nancy: there is a warning to verified accounts that some user's contact information has been hacked. instagram wouldn't say how many people were tar getted or named specific accounts. but we know that singer, actor selena gomez was hacked when pictures of justin bieber appeared on her account. a bit of beauty coming out of texas after all the destruction we have seen. eric harding taking a moment to reflect on all he and his family has been through. result is this amazing tune. harding was worried he'd return home to a destroyed family piano. but when he discovered it wasn't, you see him there, he just had to play. some people have offered to replace that piano. you watch that and you think about how the human spirits endures no matter all he goes through. it's haunting. michelle: it is. the

whole thing will live with these people for so long. especially the young kids. some of them who have been through this with katrina, there were families that experienced it in new orleans and they moved to houston. only for it to happen again is traumatizing. doug: that image is surreal. haunting. nancy: the tune he was playing. absolutely. doug: we have a holiday weekend coming up. it won't be perfect. there will be rain. rain will be restricted to saturday. sunday will be better. monday will be fabulous. this is belle haven country club where it's partly sunny. temperatures in the lower 80's. turned into delightful thursday afternoon. we have more cloudiness overhead from the north. the cold front approaches. you won't have a lot of fanfare. sometimes the august cold fronts create thunderstorms. this is going to come through with clouds and patchy showers and that is it. behind the front you will feel it. we are going to be in the 60's this time tomorrow afternoon.

83 in martinsburg and manassas. 83 at reagan national airport. through the evening we will see varying cloudiness and maybe isolated shower now and them. especially north of the city. temperatures drop to the 70's overnight. clouds in our area and the rag tag band of showers preceding the cold front. most of the modeling dries the showers up before they get to the metro area. the best chance is north of town. but then there is this. moisture flowing out of the gulf of mexico, well ahead of the circulation center from hurricane harvey centered north of jackson, mississippi. this is all moving east/northeast at a faster rate. we are here for thursday afternoon and late tomorrow night and saturday. some of the moisture is moving in. we don't expect it to be excessive and thunderstorms. isolated rumble of thunder is possible south of the city. it will come and continue to weaken and be a garden variety low pressure center by the time it affects saturday. saturday afternoon and saturday night. su

will be in good shape. at the same time we see the storm wind down. we are seeing irma wind up. a big storm. already category two. sustained winds 100 miles per hour. the official track from the hurricane center and the forecast has it bending through the atlantic. by 8:00 on tuesday morning, top winds of 130 miles per hour. that makes it a major category four hurricane. where it goes beyond that no one is sure. but the evidence and the atmosphere and most of the computer models, lots of them that stretch out beyond the time period. it suggests it will turn north and northeast. will it turn northeast ahead of the u.s. or cuba or the caribbean or head westward? we don't know yet. overnight we drop from the 60's to the 70's. tomorrow we never get out of the 60's. a few wakeup temperatures upper 50's tomorrow and highs in the 60's. the future cast shows cloudiness and breaks breaks in overcast. we

officers were there for a sergeant's retirement party. needless to say the guys were arrested and not facing armed robbery charges. that did not work out the way they thought it would. michelle: not at all. fire engine turned away as the smoke billows out of a baltimore home. we are learning firefighters who stopped to put out the flames were told to stand down by a dispatcher. it's because of a new department policy that assigns units by the g.p.s. technology. firefighters and the neighbors are unhappy with the decision. nancy: if anyone was still inside the house it could have cost lives to a department that is sworn to protect lives to save it. michelle: other fire crews responded to handle the fire. it triggered all of this has been revamped to allow other nearby units to respond with permission. nancy: the little league 10
