pyongyang. simulating an attack on north korea's nuclear test site. six nuclear tests reported on state television as a hydrogen bomb that could be mounted on an icbm said to be a perfect success and estimated four to five times more powerful than the atomic bomb the u.s. dropped on nagasaki in world war ii. word of the much more powerful bomb test cheered in pyongyang. but back here at home -- >> mr. president were will you attack north korea? >> reporter: defense secretary james mattis being more direct in what could be in store for north korea amid steadily rising tensions. >> any threat to the united states or its territories including guam or our allies will be met with a massive military response, a response both effective and overwhelming. >> reporter: and treasury secretary steve

north korea needs to be cut off economically. any country that wants to trade tore do business with them would be prevented from doing business with the u.s. >> thanks so much. president trump is expected to announce tomorrow that he will end the daca program which allows undocumented immigrants to live, work and study in the u.s. if they were brought here as children. the president will include a six-month delay to give congress time to address the issue, possibly with new legislation. the immigrants known as d.r.e.a.m.ers fear they'll be uprooted from the only home they've ever known. >> we're here for the same reasons they are. we want to better our families, we want to better -- we want a better career and make something of our lives just like everyone else and this is the only chance we've got, the only opportunity we get to make that happen. >> the president has grappled with a decision on daca for months and sources say nothing's final until the official announcement is made.

obama said he would speak out if trump ended the program. this morning, thousands of homes in texas are under new evacuation orders as officials prepare to release water from reservoirs to ease pressure and that flooded, damaged chemical plant all the fires are out officials say and residents are now being allowed back into their homes near the plant. meanwhile, j.j. watt and teammates were handing out relief aid. food, water, clothing and cleaning supplies. all of it donated and not from the $18 million watt has already raised. there is more to do in that recovery. abc's elizabeth hur has the story. >> reporter: new mandatory evacuations in west houston. >> you got water in your home i'm requiring you to evacuate. >> reporter: and in thousands of homes already flooded, power cut off to reduce the risk of electrocutions. >> we just don't know where -- when it's going to end

>> reporter: frustrations mounting but officials maintain the decision was necessary because water levels in the area are expected to get even higher and not recede for weeks after the controlled release of two major reservoirs. >> seven foot of water, total devastation, a wreck, no doubt. >> reporter: and in the city of beaumont -- >> they still can't drink the water. they can't cook with it. >> reporter: nearly 120,000 residents must rely on bottled water with crews still waiting for floodwaters to recede before they can repair the broken water pumps. ♪ all of this as the people of texas came together on the national day of prayer to begin the process of healing. the governor says there is still a lot of work ahead but progress is being made, for instance, where we are here at the nrg center the number of evacuees is now down by just about half from when the shelter opened last

elizabeth hur, abc news, houston. and the trump administration is proposing a $7.9 billion disaster relief package but the treasury secretary steve mnuchin says it should be combined with an increase in the borrowing limit otherwise the treasury department won't be able to pay for it because it won't have legal authority to borrow the money. the u.s. on track to hit its debt limit by the end of this month. another hurricane headed to the u.s. hurricane irma is heading into the caribbean expected to become a category 4 storm hitting the leeward islands wednesday and bahamas thursday. after that projections say it could make landfall on the east coast anywhere from miami to charleston and could be felt as far north as the mid-atlantic states according to accuweather's paul rms. good morning.

and a look at the roads in the u.s. flooding south of the great lakes. drivers may also encounter wet roads throughout florida and georgia and in spots in southeastern texas, the upper midwest, rockies and southern california. if you're flying delays are most like will in detroit. this morning wildfires are raging across eight states out west. one of them is the so-called caribou fire in mountain not that doubled in size burning 14,000 acres. several fires also burning across california but there is some good news this morning about the historic fire within the city limits of los angeles. abc's marci gonzalez has more. >> reporter: a state of emergency in california. dozens of wildfires burning across the state including the largest ever recorded in the city of los angeles, scorching more than 7,000 acres of the iconic hills surrounding the country's second largest city. >>

from howard county -- police are looking for whoever shot a man in columbia. it happened in the 55-hundred block of harpers farm road late last night. the victim was taken to the university of maryland shock trauma center. officials have not released his condition or identity. no word on a suspect or motive. right now.. the search is intensifying for the killer of a 19-year-old girl in southeast d.c. a vigil was held last night for the victim, unique davis. she was with her sister and a friend on her front porch saturday night.. when all three were shot. unique was the only one who died. unique was a recent graduate of anacostia high
