this morning on "world news now." hundreds of thousands of undocumented immigrants await their fate as the trump administration prepares to announce an end to daca. so will the so-called dreamers get to stay in america. and hurricane irma has prompted a state of emergency and warning people to be ready to evacuate. the latest forecast just ahead. and later, a nurse dragged off the job after refusing to draw blood from a patient. >> the nurse is restrained and handcuffed by an officer for apparently refusing to follow his orders. she's now telling her

and yesterday was a national holiday in case you missed it. i'm not talking about labor day, beyonce turned 36. and everybody from michelle obama to adele got into formation and celebrated. that's coming up in "the skinny" on this tuesday, september 5th. from abc news, this is "world news now." good morning to you all. we begin this half hour with president trump poised to make good on a campaign promise to end the daca program. >> rallies were held across the country in support of the so-called dreamers, people allowed to remain in the country because they were brought here as children. the announcement will be delivered this morning by attorney general jeff sessions. abc's jonathan karl has more. >> woo! >> reporter: from chicago to miami, protesters out in support of the hundreds of thousands of young immigrants who may soon be stripped of their legal status. >> what do we want!

coming, white house officials tell abc news, the president is leaning towards phasing out daca. the program put in place by president obama to give legal status for the dreamers, undocumented immigrants who came to the u.s. as young children. there are nearly 800,000 of them. many in houston, including 15-year-old yasmin medrano, who talked to abc news as their family returned to their flooded home. >> my biggest fear is for us to get deported. for my family, always hard work that they have done to be thrown away and go back to how we were. >> reporter: as a candidate, donald trump vowed to end the program immediately. >> i will immediately terminate president obama's illegal executive order on immigration. immediately. >> reporter: but in his first interview in the white house, president trump told david, the dreamers would be taken care of. >> they shouldn't be very worried.

they are here illegally. they shouldn't be very worried. i do have a big heart. we're going to take care of everybody. >> so mr. president, will they be allowed to stay? >> i'll tell you over the next four weeks. >> reporter: about seven months later, still no plan for the d.r.e.a.m.ers. >> should d.r.e.a.m.ers be worried? >> we love the d.r.e.a.m.ers. we love everybody. >> reporter: 15-year-old yasmin and others await their faith. we asked mike pence as he toured the disaster zone. there are more than 20,000 dreamers here in texas that would lose their legal status. is this really the time to do that? >> president trump has said all along that he's given very careful consideration to that. and when he makes that decision, as he likes to say, he'll make it with big heart. i know he will. >> reporter: there's bipartisan support in congress for protecting the dreamers. paul ryan has come out to say

extended. but there's no guarantee congress will act. in fact, congress has brought this issue up before and failed to pass any protection for the dreamers. jonathan karl, abc news, the white house. >> congress is returning to work today with a long to-do list and facing the looming threat of a government shutdown. >> the house and senate will immediately start tackling tax reform and try to figure out how to keep the government from running out of money. they're taking on the tough task of finding a long-term solution to stabilize health care and a harvey relief bill. the president wants them to raise the debt ceiling to free up money for harvey funding. and officials in texas say the death toll from harvey is up to 60 people. thousands of more people in west houston are still out of their homes because of flooding caused by the

those released is now being reduced. so water levels should begin dropping. about 560,000 families have registered for housing assistance in areas affected by harvey. meanwhile, in beaumont, texas. engineers are working to repair that city's water treatment plan as quickly as possible. water is flowing, but residents can't drink it yet. but there are some positive developments from the storm zone. a big gasoline pipeline that was cut off during harvey is scheduled to work again today. and the nfl confirms that sunday's game against jacksonville will be played in houston. the team is dedicating this season to those affected by harvey. another powerful hurricane is bearing down on the u.s. >> irma is heading west through the caribbean, and florida is getti getting ready. and residents stock up on necessities, including generators and boards to board up windows.

and most projections show a fairly straight line west and the storm hitting south florida on saturday. >> conditions will be worsening much sooner in puerto rico and the virgin islands. tomorrow afternoon with the worst impact in the evening. >> an overnight by a hurricane hunter shows the cloud cover thickening. at some point the clouds get so thick you can't see anything. but most projections do show irma hitting south florida. others show it heading up the east coast. >> accuweather's paul williams has the details. >> good morning, nick, diane. we're expecting irma to get a bit stronger, becoming a category four and staying a category four until she arrives in the bahamas where she'll be downgraded to a category three. according to our early models. it will be a category three, but that's still a very dangerous storm. then we'll keep a close eye on the tracking, whether it moves over florida or threatens more so along the carolina coast. to t

we're looking at a crazy scene at an airport in moscow. security cameras show an allegedly drunk driver in that taxi, going over the curb, into a restricted area. >> and then some parking attendants tried to stop the taxi. one of the men ends up on the hood of the car, the driver refuses to stop and tries to throw him off by driving erratically, then, oh, my goodness. he gets to a toll barrier, and that didn't stand a chance. he is through it. a few hours later, the driver was found and arrested and is apparently facing years in prison. and a utah nurse is speaking out after police body cam captured her being arrested after refusing to draw blood from an unconscious patient. >> it sparked outrage nationwide and now the police says the -- and now the nurse

that's my only choices. i'm going to follow my boss's instructions. >> reporter: that arresting officer and supervisor are now on paid administrative leave. and hospital officials say wubbels did everything right. they say they've eliminated interaction between officers and staff. and now salt lake police and investigators are investigating. >> she wasn't just following orders. it's the law. in 2016, the supreme court ruled you can't take a blood sample without either consent or a warrant. >> she did lay that out as well and that the patient wasn't under arrest, either, which could present an exception to that. she announced that she might bring a lawsuit. but in her words, she says she's giving everybody the chance to do the right thing, whatever that might mean.
