11:00 at night. the issue they are debating, they will not have a voter referendum, but they want to decide whether to allow noncitizens to vote, but only if they can prove they are legally in the country. that is what is being debated. the city council will vote on that issue. earlier, when they were arguing over whether there would be a vote for referendum, things got very heated. >> i think it is a violation of federal law. i'm against it. i don't see why -- in a democracy, the citizens have a right to vote on this. >> people of color, members of the lgbt community, your civil rights were decided by a referendum you could not vote on, how would you feel? tom: back live, people still giving their opinions on this issue.

travel ban. next month they will hear a constitutional challenge to the travel ban. alison: right now, and intense search for a missing pregnant teacher from olney. jonathan: the police are handing out flyers in hopes of getting clues that may lead to laura wallen. nancy chen has the latest. nancy: the police say they need more tips. friends and family of laura wallen continue their mission to find the four-month pregnant schoolteacher. they searched across colombia not far fromolney, where her car was found late last week. investigators continue to search for clues. people are posting notes, pictures, and laying flowers at her home as the police investigate this is a missing persons case. wallen was last seen in olney september 4. there is a $25,000 reward from the family

been confirmed to the state of florida today as officials continue surveying the damage of hurricane irma. that brings the total number of deaths from the storm to 55 across the u.s. and caribbean. meantime, people are returning home, and many are finding themselves in the dark when they get there, no air-conditioning or water. and the temperatures are near 90 degrees. today outside of miami beach, and epic traffic jam. residents were evacuated for irma being allowed to return, but for so many it's just the beginning. more than formerly and customer still without power, bracing for another night in the dark. >> over 24 hours now. jonathan: no air-conditioning or running water. repair crews from 30 states and canada are joining the teams in florida. >> we take it step by step, one job at a time. jonathan:

40 years after an infamous crime, somebody is taking responsibility. lloyd lee welch pleading guilty to murdering sheila and catherine lyon. they disappeared from a montgomery county in 1975. welch is currently serving time in delaware for sexual assault. he will not begin serving his sentence in this case until 2026. jonathan: the justice department will not charge any of the six police officers involved in freddie gray's death. case led to riots and national protests. local charges were dropped after a number of trials resulted in no convictions. facedficer still disciplinary trials, which could result in firing. alison: loudoun county parents expressing safety concerns about bus routes. the school district has received more than 1500 complaints, and this is just since the first day of school.

supreme court case that struck down parts of federal law banning same-sex marriage. she sued theen federal government over the defense of marriage act. that opinion handed down in her case became the basis for future rulings opening the door for same-sex marriage. jonathan: a bizarre investigation at the university of california berkeley. this video surfaced, appearing to show a police officer taking money from a hot dog vendor's wallet. cited for selling without a license outside of saturday's football game. the officer said the $60 cash he was taking was for evidence. the police department is looking into this. the man who recorded the video started a gofundme page for the vendor to cover legal costs. that page has raised $25,000. celebrating the 10th anniversary of the iphone with three new versions. headlining today's unil
