experts say survivors can last a week or more in the debris. michelle: there is a race against time in puerto rico to evacuate a community near a dam that is about to burst. that is complicating the race to save lives and recover in the aftermath of hurricane maria. at this hour 27 people are confirmed dead in the caribbean. millions more are in the dark and running out of supplies. virginia governor mcauliffe activated the national guard to rush more than 100 members and supplies to puerto rico. virginia task force one is already on the ground there and in the virgin islands to help in the rescue efforts. nancy: caught on video, a daring rescue in the hours after hurricane maria. look here. these are members right there of the u.s. coast guard and the british royal navy saving three people. they were stranded on the capsized boat off puerto rico coast. the boat capsized earlier and

hurricane force winds. this is on the other side of the continent. rescue boats racing to save the person but we hear it caught fire on whidbey island north of seattle. the person escape and was not hurt. michelle: skytrak7 capturing the fight to put out a fire on this tractor trailer on i-95 on route 100 in jessup. the fire and the clean-up snarled traffic for six hours. no one was hurt but no doubt plenty of people ended up late for work. nancy: this is an ambitious and expensive plan to help ease rush hour traffic in maryland. governor hogan wants $9 billion to add toll lanes to the beltway and i-270. as maryland bureau chief brad bell reports this is a process. northern virginia drivers know well. >> yesterday, hogan announced a plan to have four expressway lanes each to the

recover. >> searching for a third man accused in the rape for a thirdn accused in the rape of a teenager. michelle: this is as questions arise of the two men charged in the crime. in particular why one of them was not already behind bars. richard reeve is following the story for us. rich, what have you uncovered? richard: that is right. the 19-year-old suspect in the case has been in this country and is in the country illegally. the authorities have known about the immigration status since last april. >> in the quiet frederick neighborhood a horrible crime. >> one of the more heinous crimes we have seen. >> 17-year-old edgar chicas-hernandez and 19-year-old victor gonzalez gutierres accused of raping and sodomizing a female classmate at knifepoint. a third masked suspect making video of the attack that went on for hours. >> she was allegedly raped several times by the two individuals she was able to identify. >> after th

learned that gutierres originally from el salvador is in the country illegally. this is not his first arrest. county police arrested him in april on failure to obey and resist arrest. >> considering minor charges. >> if he broke the law, he should be treated like anybody else. >> he is classified as 286g jurisdiction. the local police have immigration authority. officers are allowed to grant bond even if the suspect is illegally in the country. because of the charges it didn't rise to no bond status, so he was released after paying bond. >> if it was on the books he should have been kept, he should have. >> some wonder if laws were tougher, gutierres he might have been in jail and the crime never would have happened. >> something should be done
