effect this month to address domestic violence victims to request electronic minoring -- electronic monitoring of offenders. jonathan: prosecutorsin montgomery county will not charge tyler tessier for the death of his girlfriend's unborn child. a grand jury indicted tessier in the murder of teacher laura wallen. prosecutors say under maryland law they would need to show that the fetus was viable when wallen died and they cannot do that. an autopsy determined the fetus was 14 months old -- 14 weeks old when wallen was murdered. nancy: somebody was hit and killed by a car in seat pleasant. tim barber has the latest. tim: the driver stayed on the scene. that's the good news. pleasant three seat police officers blocking east capitol street, the westbound lanes where the crash happened, the collision with the pedestrian.

health care subsidies and reduce out-of-pocket costs for low income americans on obamacare. they are paid to insurance companies. this is a big step towards dismantling the affordable care act. the white house says it is stopping payments because they are unlawful. in august the congressional budget office said ending payments could mean a 20% increase in premiums as early as next year. democratic leaders say this is a move that despite full and sabotage. virginia's attorney general said the decision to end payments was "heartless and unlawful." nancy: family and friends gathering today to say goodbye to the prince george's county teenager found dead in north carolina after being reported missing nearly two weeks ago in virginia. the fbi is offering a $10,000 reward for information leading to an arrest in the case. jonathan: emotions running very high today and fairfax. a man accused of killing a 17-year-old girl went before the judge.
