university of maryland student named sean urbanski. he was stabbed once in the chest. apparently on video according to the police and the prosecutors. the motive remained a mystery. but the prosecutors say they went through and discovered what they are calling digital evidence on urbanski's phone. computer, tablet, that sort of thing that leads them to now say this was a hate based crime. they want an indictment from a grand jury today. >> we believe that the lieutenant collins was killed. he was murdered. that it's unjustified and premeditated and it was as a result of his race. brad: so the state's attorney did not reveal any of the specific evidence today. this case is scheduled to go to trial in january. and already the prosecutor has determined they will be seeking a sentence of life without parole for the murder. if there is a conviction

well on the hate crime charge, hate crime causing death, that could add another 20 years to this sentence. that is if there is a finding of guilty. in upper marlboro, brad bell, abc7 news. michelle: thank you. report of an active shooter sent howard university to lockdown this afternoon. a thorough search of campus did not find a threat. students staff sheltered in place while the police swarmed the area going building to building, room to room looking for anyone who didn't belong. >> my trainer told me that they are shutting down the building because there is an apparent shooter on the campus. >> this is only the beginning. we have found no evidence, no witnesses, nothing that supports that it was a shooting on our campus at any location. michelle: today's incident comes a few days after virginia man arrested for threatening howard students in october 2015. antisemitic and racist graffiti found

epidemic because today pennsylvania congressman tom marino withdrew his name from consideration. this is a move that comes after a "washington post"/"60 minutes" report that marino helped legislation in congress to make it difficult for the d.e.a. to act against drug companies. michelle: montgomery county is reorganizing and expanding the gang units. the move comes two after the county council approved an additional $843,000 tok thal a sharp increase in gang activity including murder. >> additional detectives are going to be assigned to the neighborhoods, to the communities where the gang violence is occurring. where gang members typically operate. >> gaithersburg, georgetown and silver spring are among the areas the police will focus most heavily on. some gang recruitment is taking place within schools as well. to that point councilmember eldridge said the county will launc

youths before they join gangs like ms-13. jonathan: there are still questions remaining about what ed up to the murder of nabra hassanen, the fairfax county teenager killed after leaving her mosque. was it road wage or something more sinister? richard reeve live in sterling with new developments. rich? richard: this memorial continues to grow for her. look at this. flowers left here moments ago. four months ago tomorrow this young woman lost her life and there is still disagreement about a motive. among the flowers and balloons here, there is a sign that reads simply "justice for nabra." >> so bad. so bad. >> she watched nabra hassanen grow up in the reston neighborhood from the time she was 7. she is still reeling from the news that hassanen was rape and brutally murdered in what court documents call premeditated act. >> i feel bad for her. she is nice. all the time. i didn't see anything bad from her.

found no evidence it was a hate crime. they say hassanen was among a group of teens chased by the defendant darwin martinez torres after road rage confrontation. they say he caught the 17-year-old, bludgeoned her with a baseball bat and raped her before killing her and dumping her body in a lake. >> it is abundantly clear it was not road rage. richard: supporters for hassanen believe it was a hit hit -- hate crime. >> there was call cluelation that went into this -- calculation that went into this. richard: they say he abducted her but they caution premeditation may not be long-term plan but matter of minutes. hassanen's friends and family and neighbors are hoping for justice. >> she is very nice. quiet. she wouldn't do anything. richard: so much raw emotion in this case. torres due

silver car gets out and driver of the black car you see there tries to run him over. seconds later a gun is drawn. shots are fired. witness told police the gunman had a woman and a child in his car. no one has been arrested. michelle: new report just out on this deadly balloon crash that happened in texas last year. it blames the pilot. the ntsb says a pattern of poor decision-making caused the balloon to hit the power line and crash killing the pilot and all 15 passengers. investigators say the pilot's medical condition and poor weather at the time led to the crash. jonathan: coming up next for us at 6:00, police find a missing elderly woman in a ravine. what the officer says happened moments before the rescue. michelle: no secret. d.c. has rats but how does the nation's capital compare to other big cities? new list is out and we'll bring it to you next.

recent hurricanes. jonathan: in her first on camera video message, first lady melania trump releasing a public service announcement calling on americans to volunteer and donate to the victims of hurricane harvey, irma and maria. in puerto rico there are thousands of people who don't have power or clean water. michelle: "7 on your side" update to a story we brought you last month. volunteers at olney health, a group providing food and financial aid people in need worried they would be able to make ends meet and providing services. they say after the story aired they kicked off a food drive and received outpouring of support. >> it has increased donations and increased people calling up to volunteer. michelle: that is fantastic. the organization says it is heading in a busy season with the holidays around the corner. the group is very thankful for the response they received. you have 15 minutes left now to
