tonight we are learning more about the 29-year-old uzbek national suspected of intentional limoing down people on the bike path. >> it appears that mr. saipov had been planning this for a number of weeks. he did this in the name of isis. sam: this video shows the erratic behavior seconds before the nypd officer shot him in the stomach. friends and those who knew sayfullo saipov say he is angry, has trouble holding steady work and hates american and israeli policy. inside the truck, multiple notes. >> the notes were handwritten in arabic. they had symbols and words. the gist of the note was that the islamic state would endure forever. >> saipov's rampage ended after he slammed the school bus. tonight multiple reports say he told investigators he wishes he could have hurt more. new york cit

they have been carried out. they are going after what they call soft targets. how do you protect soft targets? stephen tschida joining us live from gallery place in northwest d.c. with what he has learned. this is a tall order. stephen: incredibly tall. when it comes to soft targets, d.c. is full of them. according to terrorism analysts, anyplace, even like this, gallery place. all these people potential targets. a very strong police presence with the halloween referrallers in georgetown. this -- revelers in georgetown. this is out of an abundance of caution since crowded streets are a prime target for terrorists. >> there is no stopping it. stephen: the capital is full of soft targets. any area where people gather and are exposed is vulnerable. >> anything can be made a soft target. >> the local police departments coordinate the efforts and remain vigilant.
