announcer: from abc 7 news, this is a breaking news alert. >> the breaking news from fort bragg in north carolina, where a military judge ruled army sergeant bowe bergdahl will not face jail time. he pleaded guilty to desertion and misbehavior before the enemy after abandoning his post in afghanistan. he will be stripped of his rank and dishonorably discharged. he was captured by the taliban and and held prisoner for five years.

for army sergeant bowe bergdahl. also breaking now, abc 7 him has gone details on that report about whether or not there was great fixing going on at prince george's county schools. we are live in landover with what we found out. this course come all of started when a group of school board member started hearing from teachers. they made an allegation that there was a fixing of grades, being done on purpose. it is my understanding that the report did not find an order to fix grades. i have not seen the report. but i have been briefed by officials with knowledge of the report. essentially, what it did was across --e graduating class of prince george's county high schools. that was 7500 students. they found one third had some sort of grade change. that could be completely legitimate, to have a grade chan

, and they found 6% of that one third should not have graduated from prince george's county high schools. they were able to document that they did not meet the requirements in those cases. again, this is just one third of , and 6% ofing class that one third. there are additional categories of students that have raised questions. 14% of the 1/3 could not prove one way or the other that they were qualified. maybe all of the students could have graduated, maybe none of them. 40% of that one third that they looked at were found to have had 10 or more unexcused absences and no proof any makeup work could be done. extrapolate any final numbers. the only one that seems hard is that 6% of 1/3 of the graduating class was determined to have been not eligible to graduate.

sports and learning complex here at prince george's county, where we had an opportunity to talk to the county executive and get his reaction. seen the report, but what i have been briefed on and what i want parents and teachers and folks to know is this came about because people and that grade changing things of that nature were being hiscted by dr. maxwell and senior staff, making people do this at the local level. that has been found not the case. that is the first thing people to know. the person in charge of our school system has done everything he is supposed to do in terms of holding to the highest ethical standards. baker also notes this is the first time a school system graduation rate has been audited in this way. he says he wonders how it would be if other school systems were looked at. we are hoping and have been led to believe that the state

department of education releasing the report. when we have it, we will get right back to you. in landover, brad bell, abc 7 news. adrianna: also breaking this afternoon, a man claiming to have an explosive outside the white house is under arrest. john gonzalez has more on the quick response from authorities. john: out of an abundance of caution, the secret service kept the area in front of the white house closed for more than two hours. they have really he escalated the scene here. theirave scaled back presence by secret service vehicles, personnel, and they have dropped the yellow tape. terrorists, being allowed back onto pennsylvania avenue. from where we are here, we can see a very busy area in front of the white house. that was not the case for almost two hours. the whiteperimeter of house was closed. some sections of the executive mansion also placed
