"abc7 news at 4:00" starts now. jonathan: we begin with the weather. the stormwatch7 weather alert on election day. nancy: the rain has moved in. alison: it's going to hang around for most of us. jonathan: as it gets dark a cool gloomy day coming to an end. when will it dry out? alison: chief meteorologist bill kelly has the timeline for us. bill: good afternoon. it will be in a couple of hours. if you are looking to head to the polls in the next 30 minutes to an hour it will be around. you want the umbrella with you and you want your coat. look at the numbers. we are in the 30's. these are not wind chill factors. 37 at winchester. dulles at 40 degrees. district low 40's. but you add wind to it, we have wind chill factors knocking on the door of freezing. we are talking about january conditions out there when we look at the temperatures. in terms of the rain, here is

the victims' names will be released after the families are notified. the prince george's county officials are looking for clues in the arson now. now to the other breaking story at this hour, form teacher latoya parker of waldorf accused of sexual abuse of a minor and other charges. she is accused of sending inappropriate pictures and messages to a student. police say it happened while parker was a teacher at the high school fall of 2016 through this spring. the school sent a letter to parents and parker is out on bond. y'all thank you. vote 2017, "your voice, your future" for the virginia governor's race today. the polls are open until 7:00 tonight. as long as you are in line by then, you can vote. but in prince william county, accusations of voter suppression. confusing calls. reportedly placed to voters hours before the polls open. stephen tschida has the developing story

stephen? stephen: alison, we have been working this story since this morning when we first heard of the complaints. 25 minutes ago, i spoke with a rep of the fairfax county board of elections who confirmed for me that also in fairfax county today, they received complaints about the bogus phone calls. now here in prince william county, rep of the board of elections told me they started to get complaints yesterday from the voters. they informed the virginia board of elections. it is investigating. this is what some voters in woodbridge had to say about the calls. >> i don't think it's fair. they shouldn't do that. >> it's a shame. i don't know who they are trying to influence, which voters. i'm sorry to hear about it. stephen: we spoke to the local head of the naacp as well a few times who said that the

called tonight. nancy: they are supposed to protect you, now some security guards are charged with fraud. brad bell has a story you will only see on abc7. brad: this has to do with the security guards in federal buildings in silver spring and bowie. the people that hang out in booths like that one about to be revealed behind that. they are required to carry guns. they are required to be periodically recertified in the use of the weapons. the alleged cam here is that supervisors were telling guards that they had flunked the weapons test. but that they could get past if they would just pay the supervisors some money. >> they were holding the test and telling people they failed. they wouldn't show them the results. they would just tell them they failed. by failing they wouldn't

and they wouldn't be allowed to work. brad: it's alleged that the four supervisors demanded 150 to $500 from seven victims. they were qualified to have the guns on the job? when we come back i'll tell you what is done about that. nancy: thank you. fire investigators call this an accident. this is video from skytrak7 after flames erupt inside the home. the family were not home and three dogs were tracked and we are told they did not survive. it appears to have been electrical fire. jonathan: in white oak a man called 911 saying he killed his

the man was outside his home and taken into custody when police got there. the girlfriend's body found inside. nancy: a man set fire at the malaysian embassy and threw a rock at the austrian embassy on saturday. the buildings are next door to each other. he told the secret service he did it because of the country's ties to the half brother of kingstead kim jong u. his half brother was assassinated in an airport at malaysia. damage was considered minimal. president trump arriving in south korea. the president is calling on the north to come to the table. this is as they have forward testing weapons and ballistic missiles that may have range to reach the united

a voter that is not good. nancy: at home, with so many numbers to remember, loudoun county trying to make it easier to get tips on the heroin activity. sheriff's office changed up tip line so it is catching. hoping more people call. cheryl conner gets us dialed in. cheryl: a phone line the loudoun county sheriff office wants to see light up more often. 911 dispatcher takes the information from the tipster who will remain anonymous. sheriff michael chapman says that is the key to getting drugs off the street. it's everything. we rely on the community for all kind of information. cheryl: the hotline has been around for a few decades. it wasn't so hot. as part of the new initiative for the heroin operations team or h.o.t., the phone number to the tip line changed to 1-833-hot-tips. only ten phone calls have come in the tip line so far this year. changing the

last month. nancy: montgomery county voting to raise minimum wage again. this time the decision may be veto-proof. >> ladies and gentlemen, we have a unanimous vote. genuine excitement as the montgomery county council said yes to a $15 an hour minimum wage. >> this is not about political talking points. >> as it reads, big companies must pay $15 an hour by july 2021. hid size companies by july 2023. small companies by july 2024. with staggered increases along the way. in other words full-time minimum wage workers will go from 24 to $31,000 a year. that is a 30% increase. >> this is a difference from what people bring home every day. it will help change lives. >> councilman tucker says around 100,000 residents stand to benefit from the bump in pay. money hucker contends wil
