"abc7 news at 4:00" starts right now. jonathan: we begin right away this afternoon with breaking news of a major crash on the grounds of the u.s. naval academy. alison: we learned several cars hit by one driver. nancy: bell just saw the wreckage and joins us from the scene. breaking details. brad? brad: yeah, so this did happen as you said on the grounds of the united states naval academy. but on this side of the severn river in an area that includes the golf course. go to skytrak7 now for the video so you can see exactly what happened. what we are told is a full-size s.u.v. came slamming

a straight road. went across the putting green at the naval academy golf course and slammed into several car information the parking lot. a parking lot that is shared with the golf course and the naval academy primary school. that is an elementary school. the good news is no one was outside to get hit by the vehicle. one injury we are told. that is the driver of the s.u.v. now why this happened at this point, the naval academy, police investigating. they do not know. one witness told me that car was going very, very fast. they will continue medical condition. they don't know if it's intentional or some other reason but you can see from the pictures the vehicle going very fast, slamming into the cars. the one bit of good news here, only one person with us injured and we don't have the condition. he has been taken to the hospital. we are told he is not affiliated with the naval academy. an adult civilian. that

had to say. stephen: she, actually. she expressed her frustration. looking at brown prior to the sentencing and saying, "you just don't get it." now brown will get 120 days behind bars. this for going to the rear of the bus, urinating in a cup and throwing that urine on a bus driver. prosecutors played surveillance video of opal brown slinging her own urine into the metrobus driver's face. the defense blamed drugs and mental health issues. >> she does not need to be incarcerated. she needs to be under doctor care. stephen: prosecutors called it repulsive attack and maintained the 38-year-old justified throwing urine because she said the driver could have been more courteous. today metro drivers packed the courtroom for brown's sentencing. but not the driver hit with brown's urine. she couldn't

>> it's a very traumatic situation. >> prosecutors say brown showed no remorse and said the attention made her feel like a celebrity. when brown spoke, she said she is the one who suffered, not the driver. >> the operators do this job on daily basis and day after day deal with assault. stephen: three years of pro base means browns has to stay away from the bus line and she has to seek psychological evaluation and treatment and stay clean of drugs. if she tests positive for drugs or violates any of those provisions, she is back in the slammer. reporting live, stephen tschida, abc7 news. alison: thank you. we have a major update if you drive on i-66 inside the beltway.

getting you ready for the new express lanes. that manes tolls. sam sweeney there to explain the rules of the road and when they take effect. sam? sam: alison, the big day is december 4. that is when you will have to start paying a toll. if you were driving by yourself during rush hour inside the beltway. take a live look. you can see this is exactly what ddot wants to avoid. this is behind us and this is in front of us. it's gridlock. anybody knows i-66 is always a mess. the goal of the toll is to keep traffic moving at 45 miles per hour. so when there is gridlock the price will go up. ddot says that will discourage people from using 66 and keep traffic moving. how much will it cost? there is no minimum but there is also no maximum. so if it's a parking lot it could swell above $10, $15, maybe $20. similar to what we have seen on 95 and i-95. there will be no exceptions

the truck hauling trash. the backup stretching four miles. virginia state police say the driver lost control and is okay. the cause is speed. now to a wild speed chase caught on camera in los angeles. a woman accused of stealing a u-haul. lindsey: a dramatic chase involving a u-haul on the street of los angeles. >> yikes! this is scary. lindsey: the woman behind the wheel stole the truck. she ends up at an outdoor produce market and once she realizes she is trapped she rams into a police cruiser. from the air it appears the officer fires a shot but misses. >> shots fired! lindsey: she makes her way out only to turn back into the market, crashing through a stand, sending food flying. eventually she gets out of the u-haul and runs away. >> animated. a lot of

lindsey: bystanders keep their distance as police move in. she is finally taken into custody leaving a mess behind. we're still waiting word about what charges the woman will face. at the satellite center, i'm lindsey mastis. back to you. jonathan: thanks. developing now in the ashanti billie murder case. an arrest. anna-lysa gayle at the "live desk" with what billie's parents went to norfolk to get today. what did they go for? anna-lysa: her parents went to hampton road to pick up their daughter's car that showed up days after she went missing and days before she was found dead. she was reported missing when she didn't show up to work at blimpies on military base. the body later found by hind a church in -- behind a church in north carolina weeks later, near the suspect's childhood home. the suspected killer the investigators say is eric brown, retired 21-year navy veteran who was homeless. he was frequently stopped by her job and the coworkers say brown

texas church massacre. we are learning the pastor of first baptist church plans to demolish the building. new details about the shooter. he may have used animals for target practice. he told a colleague he bought them on craigslist with the intention to kill them. they are still trying to learn more about the man who took 26 innocent lives. >> maybe we'll find a way to get in the phone. it will cost a lot of time and money. in some cases it cost lives and that is a high price to play. alison: the investigators are having a hard time breaking in the shooter's heavily encrypted cell phone. jonathan: president trump measured the message visiting china and he sent the day complimenting the chinese counterpart but he was stern about the message about north korea. he wants help from china. he wants china to step in and put

nancy: major tribute to police officers who responded to the shooting at the g.o.p. baseball practice over the summer. they received the u.s. capitol police medal of honor this morning. agents bailey and griner were injured in the shooting and majority whip antonin steve scae was hurt in the attack. he was there to thank the officers. we have more coming up at "abc7 news at 6:00".

students across the country converging on the capitol after walking out of class for daca. this is as 20 house g.o.p. members are pushing speaker paul ryan to act quickly on legislation to protect young immigrants. john gonzalez has more from capitol hill. john: hundreds are on the move. they left class at 9:00. they are converging here on capitol hill. this group is on the way to the hart senate building. this is a nationwide youth movement two months after president trump called for the end of daca. a number of schools around the country, 20 of them are walking out of class today. nine of them here in the d.c. area. this is the group we captured earlier in morning at wilson high school in upper northwest d.c. the pro-amnesty group united we dream is backing the school walkouts today. some media outlets reporting that the republican senators do not plan to

for 2 million daca recipients in the year end spending bill. >> after october 5, the last deadline for the daca renewals. they said we need to take action. congress has had two months and they have done nothing. >> i'm walking out to stand in solidarity with the people who are recipients of daca and can't speak up for themselves. >> it's the chant "unafraid." the students and the followers, the supporters plan for a peaceful demonstration but we are told that inside the hart building, large banners were unfurled at 15 of the protesters were arrested today. on capitol hill, john gonzalez, abc7 news. jonathan: frederick county public schools working to strengthen the data privacy measures because this all comes after an earlier data breach that left 1,000 former students, all their information vulnerable. it was available to the public.

and birthday. the school system hired an i.t. security firm to reinforce the programs they already have in place. nancy: the pentagon hopes to wrap up the investigation in last month's deadly ambush in niger by january. four soldiers killed in a clash with isis militants. the investigators want to know if the group was on the assigned mission or if it had been gimp new orders. they are looking into why one soldier was separated from the others and if the team had adequate information before the admission. jonathan: rand paul's neighbor is pleading not guilty to the attack that left the senator with six broken ribs and bruised lung. after the attack the neighbor admitted to tackling paul while he was mowing the yard. but the story changed in court today. one neighbor says the feud has nothing to do with politics and has everything to do with a long running dispute about landscaping. the neighbor could end up in jail for a year if

lowering its drinking age to 19. three republican state lawmakers sponsored a bill to lower the drinking age provided the state does not lose federal money as a result. the bill sponsors say lowering the drinking age would free up resources that are used to enforce the drinking laws on college campuses. >> consulting adults should be able to engage in these activities without the government getting in the way. i see no reason why we can send young men and women off to war but they can't have a beer. nancy: federal law calls for reduction in the federal highway funds to states that don't have a drinking age of 21. alison: the number of americans filing for unemployment benefits rose by 10,000 last week. it went up to 239,000 which is still low. the four-week average fell to a 44-year low indicating a healthy job market. the number of people seeking unemployment has stayed under 300,000 for two years now. jonathan: ahead for us at 4:00.
