this morning on "world news now," the mass shooting in california. police say a man killed his neighbors and continued his rampage through the town. there are now seven crime scenes, including a school, which he tried to enter. we'll have the latest. harassment on the hill. current and former congress women testify that they've been harassed by fellow members of congress. this as speaker ryan is calling for mandatory antiharassment training. and new this morning, the collision over the skies with an airliner. >> a bird hit an airliner and it got stuck. workers say they've never seen anything like it. we'll explain what's next for

"people's" sexiest man alive. and this year there's backlash. was there no one else alive? it's wednesday, november 15th. from abc news, this is "world news now." there is always a controversial choice that takes place every november. they think about it all yearlong, who to put up there. >> we're not talking about the election, "people's" sexiest man alive. >> so we're going to peel behind that question mark a little later on. but our top story at this hour is that rampage, a shooting rampage in rural california. at least four people are dead, plus the gunman. it happened about 100 miles north of sacramento.

shot through the window. but officials say it could have been much worse if not for quick action by school workers. donya baucus has more. >> reporter: it appears the gunman was randomly picking targets, shooting and killing at least four people by the time he started firing into tehama elementary school. during morning dropoff. >> he did shoot at a number of classrooms. it appears that because he couldn't make access to any of the rooms because they were locked that he gave it up. >> reporter: a father who was at the school describing the scene to local affiliate krcr. >> all of a sudden one of the teachers came running out around the building. >> reporter: the shooting started just after 8:00 tuesday morning and lasted about 45 minutes at rancho tehama reserve. about 130 miles northwest of sacramento. police say the shooter stole a pickup truck and went on a shooting

shooter shot a roommate and threatened to shoot them in the past. >> we made it away. the this guy's been crazy. and he's been threatening us. >> reporter: police say the gunman also sprayed this truck with bullets, hitting a mother and her child. by the time it was over, there were seven different crime scenes, five people killed, including the shooter shot by police and at least ten others wounded. >> the individual shooter the was bent on engaging and killing people at random. >> reporter: a semi-automatic rifle and two handguns were recovered. law enforcement say the shooter had prior run-ins with the law including assaulting a woman who was killed during the shoot diane and kendis? and the fate of the sandy hook shooting lawsuit could hinge on a slingshot. attorneys say the assault rifle used in the connecticut shooting was marketed as a

and they site a 1977 case against a slingshot company. they say remington is not responsible for the shooting. remington says its ar-15 is meant for target practice, game hunting and home security. police in tampa are stepping up the manhunt for what they ji describe as a serial killer. fbi agents went door to during after 66-year-old ronald felton was shot. the he was on his way to feed the homeless at a local church. they missed the suspect by seconds. and last night neighbors packed a meeting demanding answers from investigators. roy moore is accusing democrats and republicans of working together to stop his campaign. he told a church audience last night that both political parties are doing everything they can to keep him out of washington. the uproar of sexual assault has forced the republican committee to end a joint fund raising agreement.

but moore remains defiant and is showing no signs of dropping out of the race. >> i'm being harassed. after 40 something years of fighting this battle, i'm now facing allegations. and that's all the press want to talk about. >> also last night, senate majority leader mitch mcconnell opened the door to a write-in campaign to challenge moore. he named attorney general jeff sessions as a possible write-in candidate. on capitol hill, the house is taking steps to fight harassment in congress. house speaker paul ryan says all members and their staffs will be required to undergo antiharassment training. his announcement came hours after two female house members spoke about harassment. >> in fact there are two members of congress, republican and democrat, right now, who serve, who have been subject to review

or have not been subject to review but have engaged in sexual harassment. >> other instances of alleged misconduct were also revealed, but lawmakers' identities weren't. last week the senate approved mandatory harassment training for members and their staff. senators are once again taking aim at obamacare and taking democrats by surprise. the move could save billions of dollars but leave millions without health insurance. mary bruce has more. >> reporter: an explosive ignition to tax reform that reignites the health care debate. as part of their tax bill, senate republicans are now aiming to repeal the obamacare mandate that all americans have insurance. >> now is a good time to repeal bad policy. >> i've always said if we can get it in there without imperilling the bill it's a good thing. >> reporter: it solves a math problem. for senate republicans. it could save more than $3

but it's also projected to leave 13 million more americans uninsured by 2027. republicans have tried to get rid of the mandate before and failed. john mccain delivering that dramatic thumbs down to the last attempt to repeal obamacare without a replacement. are you concerned this is going to make passing tax reform even more difficult? you've tried this in the past. it hasn't worked. >> i'm mildly concerned, but i don't think the concerns are great enough to cause them to vote against tax reform. >> reporter: but president trump wants to give it another go. tweeting, how about ending the unfair and highly unpopular individual mandate in obamacare. and reducing taxes even further. and a reminder of the math here. senate republicans can only afford to lose two vote and still have the bill pass. but already some republicans are voicing some concerns about this. senator susan collins has serious questions about how this might impact premiums. the big question, will

the parents of a 10 year old boy are suing the city of dublin, california after that boy went flying off a water slide. you might remember this video. it shows the boy going over the side barrier and skidding across the wet pavement. he suffered numerous scrapes in the incident. his parents are now suing for $2.5 million in damages, including for emotional distress. the water slides are closed pending further testing. there were some frightening moments in the meantime aboard an american airline flight as it came into miami. >> a bird flew directly into the plane's nose, but this is no ordinary bird strike. >> reporter: gathering in groups, watching in shock. even the ground crews tell us, they've never seen anything like this.

through the front of a plane. no blood, no big mess, just quite a bit of damage done to the aircraft. american airlines says the flight was landing at mia from mexico city. and during landing the plane somehow hit that bird causing all this damage. it landed safely and got to the gate. american airlines releasing a statement saying the aircraft was taken out of service and our maintenance team is inspecting it. we showed this video to several experts. they were surprised by this one. bird strikes are way more common than you think. the faa released a study just last year, more than 160,000 bird strikes alone reported in the u.s. from 1990 to 2015. 62% of them occurred during the day, and a majority of bird strikes occurred during landing. >> kind of scary, but what can you do? >> reporter: for plane enthusiasts, it can be somewhat alarming. >> i have pictures of bird the next to planes flying as you're
