it's the right thing to do and as you said very important. we'll get to that later but first we'll begin with breaking new details about the victims and gunman in a deadly shooting spree in california. a shooter going on the rampage killing at least four people opening fire at seven different locations including an elementary school. where police are praising the quick-thinking staff there for preventing a tragedy. our senior national correspondent matt gutman is in red bluff, california, with the latest. good morning, matt. >> reporter: hey, good morning, robin. that quick-thinking principal knew what they were hearing in the distance was not firecrackers but gunfire and immediately put that school on lockdown even before getting notice from law enforcement and this morning the sheriff is learning more about that suspect and the 14 people he shot. authorities believe kevin neal is the man responsible for terrorizing a northern california community in a shooting rampage that

minutes. the killing spree began at 7:52 a.m. when the 911 call came in that a person was down at a local home. police say neal drove shooting as at the went to the tehama elementary school where he fired at least 30 rounds. he arrived here driving his truck into that school. and that's when he tried to take aim at the students inside. this man was dropping his daughter off at kindergarten. >> a 5-year-old was so shook up and heard shooter on campus. she didn't know where to go. she was just frozen in time. >> reporter: moments later the gunman opened fire. you were standing by the door as the bullets were coming in the windows. >> that's correct. when i turned my back, our window was being blasted through. >> reporter: one 5-year-old was shot in front of at the ra. he tried to kill as many students as possible in

when the school immediately went on lockdown. according to authorities the frustrated gunman got back into his truck shooting at bystanders on the treat and into residents' homes even at other motorists. >> he encountered other people on the road and took that citizen's vehicle and went back on his rampage. >> reporter: that citizen was a mother driving her son to school. the boy is expected to be okay. but his mother is in critical condition. jonah passed the shooter in his vehicle. >> he drove into a ditch and i didn't know it was the shooter at first. i asked if he was okay and he said, yeah, i'm okay. how about you and he pulled out his gun and i started running. >> reporter: the entire community was on lockdown for nearly 45 minutes when officered finally caught up to him. >> the police officer rammed the vehicle, forced it off the fire and it resulted in the shooter's death. >> reporter: fbi forensic teams on multiple scenes picking through the evidence including dozens of bull let casings.

two neighbors and taking his truck, shooting as he went and ramming it into a school but the principal at that school heard the gunfire in the distance and put the school on lockdown. he is being credited with saving countless students' lives this morning. now, frustrated neal apparently took that truck and continued on that shooting spree firing at motorists and pedestrians, carjacking another vehicle before finally police rammed his car and then shot him dead as well. now, this morning law enforcement here is investigating whether or not it was legal for him to have obtained multiple assault-style rifles and if it wasn't because he was facing assault with a deadly weapon charge how he got hold of those weapons. robin. >> we want to know the answers. thank you very much. the quick thinking by the principal. >> thank goodness for that. we get to that controversy in alabama where roy moore doubling down on his run for office and spoke out overnight refusing to drop out of the race

despite more and more calls. let's go back to tom llamas in birmingham. hey, tom. >> reporter: george, good morning to you. the senate majority leader mitch mcconnell, a republican said even if moore wins his election he likely will face an ethics hearing the moment he gets to the senate so mcconnell and other republicans are scrambling to figure out what to do down here in alabama. the rnc has officially cut all financial ties with the moore campaign. now, one of the ideas being floated by mcconnell is have jeff sessions, the man who used to have this seat but who is the current attorney general be a write-in candidate. the problem with that our report something that sessions doesn't want to have that job anymore and there is another scenario that could play out. if republicans promote a write-in candidate and moore doesn't get out they could split the republican vote and the democrat doug jones would win. now, of course, moore has been accused of sexual attacks on two teenage girls. he has completely denied all of these allegations. now, we do know from the campaign that he has no intention of dropping out

jane doe number two speaking out about a ride she says she took earlier this year in los angeles. she also asked us to alter her voice and not show her face. >> we started on our way home. don't really know what happened during that time. i was like in and out of consciousness but i know that i was assaulted. i was in the backseat and woke up and he was in the backseat. i wasn't like really in my right mind for like two weeks and then i was just so afraid. >> reporter: the proposed class action suit calling upon uber to tighten their background checks on their drivers worldwide. alleging since the company launched thousands of female passengers have endured unlawful conduct by their uber drivers including rape, sexual assault, physical violence and gender-motivated harassment. >> we want the court to order that uber disclose how many reports it has received and then what has uber done in response to these complaints, have any

"gma's" weekend anchor paula faris is here with more. this is hitting close onto home >> it is spreading. parents, we felt powerless for so long when it comes to screens and smartphones. it is a land mine for our children, teen suicide rates are on the rise as is social media. but there is a movement happening. wait until eighth. parents are pushing back pledging to protect their kids from the smartphone until they're ready for it. the pressure is on for preteens to have smartphones. do you know any kids that don't have smartphones? >> no. >> reporter: and the pressure is also on for their parents. is there one word that you can give me to describe the thought of buying your kid a smartphone? >> dread. >> regret. >> frightening. >> and it is so addictive. >> reporter: it was this pressure that led austin mom brook shannon to start wait until 8th where parts signed a pledge not to get their child a smartphone before eighth

study shows a link, teenagers thinking about suicide are more likely to be users of social media and experts say there are some real dangers to smartphones. exposing children to cyberbullying, seconding and sexual predators. >> kidding struggling with anxiety, low self-esteem, adhd are more likely to use the devices for negative feedback and they're at risk for being bullied and getting depressed. for their grades to go down. >> reporter: but now with movements spreading around the country, parents can take control. mom before linda fisher is one of them. her eldest two children have smartphones. do you regret getting them a smartphone. >> yeah, i do. >> and my 8-year-old would not get one until he is 13. i signed the petition for eight until eighth grade. it is a crutch and easy access and causes arguments. >> what do you think life would be like without your smartphone. >> i think it would be better in

>> smartphones are soft of a distraction during school. it leads to bad grades and bad study habits and that leads to much worse things. >> even the kids know it's not great for them an hard for many to justify why they need a smartphone beyond the fact that all of their peers and everybody else has one. >> other alternatives you have is there there are, in fact in my framily we bought a gizmo gadget and a gizmo pal. you restrict the calls, the texts, that has gps tracking that gizmo pal you can only make phone calls. >> what about the good old-fashioned just make a call. >> say hello to my little friend, robin. the flip phone is alive and well. >> basic phone. >> a basic phone. this has a camera. make sure if you don't want your children to take photos to get a flip phone that doesn't have one. it's basic. call your kids and want them to text voila, the flip phone. >> okay. now what if your child already has -- >> go to therapy. i don't have -- >> no, you'l t
