boulevard in langely park last sunday morning. bell rolled up. flashed a badge. told him he was in a dangerous neighborhood and offered him a ride home in the car. a police model ford crown victoria complete with the police lights. instead, detectives say he drove him to a nearby location and sexually assaulted him in the backseat. >> this young man was preyed upon. and the manner in which bell presented himself didn't allow for the victim to offer any questions. he came up to him. i give me your i.d. pats him down. richard: he faces assault charges and the victim took a picture of bell's license plate as he drove away. that is how they tracked him down. inside the car they found two other driver's licenses. they are concerned there are

they are investigating that right now. live in palmer park, richard reeve, abc7 news. nancy: rich, thank you. a federal grand jury indicting a potomac doctor for prescribing amphetamines, specifically adderall to patients who didn't need. according to the indictment dr. vaughn wrote the prescriptions to four women at two hooter's restaurants. he lost his medical license and he faces up to 20 years in prison if convicted. larry: there is new information tonight as the "7 on your side" track allegation that teachers and staff at ballou high school were faking grades of students so they would graduate. jonathan: the i-team learned 98% of the students from the d.c. public school enrolled in the university of the district of columbia are in remedial classes. nathan baca is live outside the school with an update for us. nathan? nathan: that is right. virtually every student who graduated from d.c. public schools and came here to u.d.c.

to catch up. we know that. the i-team obtained interim u.d.c. documents. >> jasmine, a d.c. public schools graduate and now learning biology at u.d.c. presentation says 126 of 128 d.c.p.s. graduate needed remedial courses. that is 98%. >> it makes me feel disappointed. but then again that is not surprising. for the d.c. public schools we don't get as much better education as a school that will probably be like a private school. >> joe weeden says this should raise parental alarms. >> it's shocking. we put a lot of faith in the schools to make sure the students are ready for the career college success. it's clear that is not happening. >> u.d.c. says it wishes the fewer students needed catch-up courses the university is

percentage of kids in your class attending to get this score. so it's like you are putting all of these uncontrollable variables on the teacher. larry: you can hear much more from the teacher's interview clicking on "faking the grade" that you find on the news app. nancy: all of this comes a month after allegations of grade fixing in prince george's county schools. today the prince george's county chapter of the naacp delivered a letter to maryland governor larry hogan saying it has no confidence in the leadership of the county to fix the problems. the governor says he will take the meeting and he told maryland bureau chief brad bell he will consider all options. >> there are serious concerns. serious wrongdoing. widespread. that is what the investigation found and what the naacp believes and the school board believes and the independent investigators believe. it's beyond me why the county refuses to do anything about it. nancy: abcertain

unassigned but the pilots association begs to differ. sam sweeney live at reagan national airport tonight working to get to the bottom of this. sam? sam: nancy, american airlines thought the skies were clearing. they said in the last 24 hours they filled thousands of flights with the pilots for the month of december. but late this afternoon, the union representing the pilots said that is not true. >> the threats of flights canceled would make my job and my life difficult. >> hundreds of the pilots stepped up to fill open flights. while others believe they will get all the passengers to the destination. >> it's embarrassing for the airline. it will cost them money in terms of the extra money for

significant. it wasn't until august of 2011, the last time a quake hit our area. it was magnitude 5.8 in virginia and d.c. as far away as north carolina. that earthquake damaged the national monument and the national cathedral. we checked with the cathedral and there is no damage from the quake. we are checking on the washington monument. they didn't even know. as soon as we get an update and the pictures of potential damage you will see it here first. jonathan: that is a sizable quake for the area. you could walk around with the cracks that you didn't see before. it can cause the 2 x 4 a

we want to update you now on breaking news regarding an earthquake that hit the state of delaware. it's felt in our area and well north and northeast of delaware. this is from the united states geological survey. where this earthquake was centered around dover, delaware, here but all the light blue spots that you see here are reports that have come to the u.s. joe logical website of the people who felt the earthquake. notice that it's felt way up around the new york city area. a lot of folks around the philadelphia area felt it as well. our area across the chesapeake bay felt it as well. there are reports from anne arundel, montgomery county, and even down into virginia here. the darker the shade of blue, which this is darker. that means they felt it stronger according to the united states geological

survey. there have been reports up through baltimore. there is just one in that area. this is centered six miles northeast of dover and 7 kilometers deep, which is fairly shallow and usually means there should have been violent shaking with it. we are still following the breaking news. more reports coming in the newsroom as well cover this. but a lot of you felt the earthquake that hit the dover, delaware, area a short time ago. back to you. jonathan: thank you. jonathan: the usgs ask people to report to them so that is why it's instantaneous and the number of people and how far away they felt it. michelle: i'm michelle marsh with new information on the earthquake near dover, delaware, we have been tracking for you. we just got off the phone and the police tell us there are no reports of damage. so that is a big relief to hear there is no damage. we are just getting word. we can drop the lower graphic. we are getting word this is now considered a magnitude 4.1. so it's the early stages, they are trying to figure out how powerful it was. so initially 4.4, downgraded to 4.1. if you consider the earthquake that many people recall from 2011, we want to point out that the one experience today near dover was less intense than the one from 2011. to give you pe

one in 2011 was 25 times bigger than the one today and 125 times more powerful. so that gives you an idea of the intensity and why it's pretty likely that there was no damage. as the dover police report at this time. they are checking the area. this one was felt as far away as long island and connecticut. people reported feeling a tremor. when we get more information we'll pass it along to you. that is the latest from the "live desk." back to you. nancy: thank you. board. the problem is some of what is going on in the schools is not relayed from the top to the bottom. ballou high school in the middle on the huge graduation scandal, now a parent is telling the i-team issues at ballou go much deeper. she says she complained earlier about the high rate of the teacher turnover. earlier this year more than 20 teachers quit. >> look of teachers and the look of the courses means you might not get in certain colleges. scott: this comes on the heel of the allegation that 26 students graduated from a high school last year everyone though they missed 100 days of classes. >> we're concerned this is a system wide issue. scott: state school board issue represents ballou high school and confirmed tanya's concerns are real. he says the district not giving

jonathan: we have been following breaking news. there has been an earthquake east of the dover, dels. 4.1 magnitude. but that is a sizable quake. that could do damage. although no reports are coming in of yet of damage. but a lot of people might come home to find cracks where there weren't there before. nancy: joining us is dana, geophysicist with usgs to give us perspective on this. thank you for joining us. talk about how rare this is in that location. >> well, since 1990, we have had three earthquakes bigger than magnitude 3.0. 3.2 in 1990 in new jersey. 3.8 in 1973 in new jersey. about 30 kilometers north of this one. so it is relatively rare to have a quake of this size near dover. jonathan: i know you get the usgs you get immediate reporting that comes in. people will call, tweet or tell you in some form or

feel it but maybe it knocked something overing or it caused damage. are you getting any report of damage because of the quake? >> no. we are not getting any report of damage. we are getting felt reports. they are going up to about 200 miles away from the earthquake. jonathan: a lot of folks want to know foreshock, aftershock? what is your best guess? have you established the fault line it might be? >> no. we have not seen my aftershocks. i have not seen any foreshocks. jonathan: okay. nancy: 200 miles away. that is quite a wide area that affects, we are hearing reports of it coming in from maryland, as far as new jersey and philadelphia at this point. >> that is correct. that is all because of the geology in the northeast. it's a cold crust. the earthquake is shallow. the energy is not attenuated very fast. you will feel it away from the epicenter. jonathan: now what do you do? >> we are wa

aftershocks. if we see any we are finalizing the magnitude and so far it's 4.1. we will look out if we get information about the damage in the area. i would expect if there is damage, it is close to the epicenter. jonathan: do you anticipate there are other shakers? a lot of folks at home maybe never felt something like that, on edge and need someone to tell them what is happening and what comes next? do you expect the aftershocks have weaker than the initial shock? >> that the right. usually if we have the aftershock there be a bit smaller than this one. nancy: thank you for joining us. let's get back to tom roussey in the newsroom tracking where people felt this. this was a wide area, tom. tom: definitely. our area felt it as well. we put the question out on the facebook page. we want to ask did you feel it? this is what some of you have written in.

jonathan: we begin at 6:00 with breaking news. east coast earthquake rattles the area. the trembler originated six or five miles to the east of dover, delaware. nancy: "7 on your side" team working the phones the feeds and the social media to find impact of this. michelle marsh at the "live desk" with the new information. michelle: dover police says there is no report of damage. that is good. but it could be felt as far north as rhode island part of virginia and maryland. we also talked to a joe owe physicist with the usgs. listen to what she said. >> we are not getting report of damage. we are getting felt reports that are going up to 200 miles away from the earthquake. michelle: the felt reports some people even calling in the newsroom with those. we checked in with the local law enforcement of prince george's and montgomery county.
