under arrest along with another person and james longman has the latest. good morning. >> reporter: amy, good morning. police are saying they still have no clear idea on motive, although the suspect's mental health issues are being raised. this is another deadly attack in a major western city. the white suv plowed through crowds as they crossed this busy street barreling across an intersection filled with pedestrians. 19 injured, several in critical condition. a preage school rushed to the hospital with a head wound. >> at this stage we believe it's a deliberate act. >> reporter: witnesses say the suv ran through red lights, railed onto rail tracks before deliberately taking aim at those going about their day. >> turned around. people scattered and rolled. some were nonresponsive. he made a collision with the

people but obviously a pole or curb and lost control of the vehicle and crashed. i saw a man getting arrested outside of the jeep, maybe 30 years old. >> reporter: they say the perpetrator has a history of mental illness. one witness posting this. this is the man would rammed into pedestrians. >> there was one sole person in the car that was the driver. that's the offender we have in custody and there was also another 24-year-old male in close proximity around that time filming that incident with his mobile phone and had a bag with possession of knives in it and taken into custody to determine whether he was in fact connected with the incident. at this stage we don't believe that to be the case. >> scary, obviously. >> reporter: the area still on lockdown. >> i heard what i thought was shots through the crowd. >> reporter: a similar incident took place just around the corner from here in january. that killed six people. as a result concrete blocks were

installed to prevent these car attacks but didn't manage to stop this. >> thanks so much. abc news's aaron katersky joins us from australia. tell us what the mood is like. >> reporter: good morning to you. christmas falls at the height of summer so the crowds are thick christmas shoppers going till midnight in the days going up to the holiday because of the nice weather and whether or not this turns out to be terrorism or something else, it does bring back memories of an attack just before christmastime three years ago at a shop when hostages were taken. the building came under siege and people were on edge, and i think it's those very memories this attack in melbourne brings back right here in sydney where the streets are still clogged with holiday shoppers toting gift bags as they go on about their night and it's

what i do want to show you where this tracks next. traveling 80 or 90 through really tomorrow night, that's where you see that cold front come through. dallas to memphis could see thunderstorms. friday night in massachusetts, including boston's airport, including interstate 90 and some of 80, i would watch out the farther west you go for some of the icing to happen so you could end up with 2 to 4 inches but a tenth of an inch of ice and that could be a problem. saturday night, new york and boston being rain and some in washington, d.c. and interior new england is where we end up with accumulating snow. ov overall not a ton of white christmas but a ton of cold. >> mother nature not cooperating. ginger, thanks so much. all that weather played a major role in holiday travel. 51 million americans expected to fly during the holidays as we showed you that line at chicago's o'hare, the line is growing and david kerley is at reagan national in

busy and see the lines right behind you. >> reporter: yes, absolutely. this is kind of the peak more the morning rush and folks have been getting in for their flights taking off this morning. today and tomorrow the very busy days before christmas as folks try to get home for the holidays, about a 3.5% increase in the number of travelers this year compared to last year, and, of course, the busiest places are going to be these tsa lines, in fact, tsa tells us they're expecting about 20% more travelers coming through their spots. the busiest airports, guess it, atlanta, where we had the problem with the power outage and caused problems across the country. december 26 will be particularly bad there, the day after christmas, l.a.x., plan for extra security tomorrow and more travelers could mean longer lines at the tsa security lines. part of the reason are new requirements about electronic devices, anything bigger than a cell phone has to be taken out. now, you

precheck line but they may ask you to take it out of your bag, tom. if they don't it's because it's being phased in. don't be surprised if they don't ask right away. >> we saw that wild headline about american airlines and a scheduling glitch that left some flights without pilots over the holidays. did they resolve that issue? >> reporter: yes, americans telling us they have using reserve pilots and the reason it's continued into the holiday season is that they have to assign them 24 hours before the flight and say it's taken care of. all of the airlines are worried about the weather but so far as ginger showed us it may not be that bad. >> we'll see. reserve pilots. hope they have enough. amy. from the airways to the highways nearly 100 million people are expected to be traveling by road between this weekend and new year's day. the worst of it expected today and tomorrow. abc's eva pilgrim is out on the new jersey turnpike with an early look at conditio

good morning. >> reporter: good morning, amy. get ready for traffic jams. more than 97 million people are expected to be traveling on the roads this holiday season. that's despite the fact that gas prices are slightly up, about 17 cents more to fill up this year than last year. instead, we are expecting another record year with more people hitting the roads. it's up about 3% -- more will be hitting the roads this year. you can see when you look at the traffic right now there are cars -- this is normal morning traffic but today is slated to be one of the busiest days on the road. tomorrow will be bad, as well, and if you're traveling in the afternoon, that is the tough time of day to travel. expect to sit in traffic. the worst cities for traffic, new york, washington, d.c., chicago and boston and the gridlock times pretty much that afternoon rush hour between 3:00 and 6:00. >> sometimes even later.

obamacare mandate that all americans have insurance. the president is touting it as another victory. >> obamacare has been repealed in this bill. we didn't want to bring it up. i told people specifically be quiet with the fake news media because i don't want them talking too much about it. >> reporter: now, polls show right now this bill is not popular, but republicans are convinced it will be once americans start to feel the changes in their wallet. now for some that could happen as early as february. other provisions won't likely be felt until 2019 once you file the 2018 tax returns. >> and no doubt campaign on this as well. we heard it in your story, republicans jubilant over that big win but there is a looming and possible government shutdown. >> house republicans met over a burrito dinner to hash out a plan forward. it seems their current strategy is to fund the government just until the middle of of next month. punting on t

country have been hoping for. just moments ago the houston police department announcing that they have found 6-week-old shamali flores in an apartment complex in southeast houston and she appears to be unharmed taken to the hospital as a precaution at the center of a massive search when her mother was found stabbed to death in their houston apartment. an amber alert followed with this girl's picture and the police urging the public to help them find clues where she might be and the fbi joining in. we know they used bloodhounds and canvassed that enneighborhood for any trace of that little girl. and they were telling about the suspect possibly being a woman, perhaps someone who may have lost a child and kidnapped this baby girl but this morning we're just getting this news they have found shamali at that apartment plex, but, amy, still a mystery this morning as to who killed her mother

kieron, what was it about now, this point in your life that made you want to find your biological family. >> i'd always been interested in getting to know them. my parents growing up were open with my adoption so a few weeks ago my adopted mom bought me a dna test kit and last tuesday i got the results and was looking through and i saw -- i recognize the his name and looked him up on facebook and there he was and i was just like, wow, finally after, you know, 20 years of, you know, thinking about it, there he was. >> i just got chills because when you saw each other was there recognition on a dna level basically. >> for sure, yeah. >> it was like looking at a mirror when we first met. >> and, vincent, you were nearly 9 when kieron was born. do you have memories of him as a baby. >> almost certainly. my vivid memory is seeing a baby smile for the first time and it was him and helping my mom take ca
