this morning on "world news now," the big tax rush across the country. americans are lining up to save money before the republican tax plan takes effect in the new year. the new guidance from the irs on who should prepay their property taxes and who shouldn't. the record snowfall and bitter cold not letting up. the bone chilling temperatures and treacherous travel conditions affecting millions americans. conditions so extreme they prompted a state of emergency. a father arrested for dealing drugs by drone. >> the neighbors catching on to lling the cops, and it's what nd they found inside the house that has that dad in serious trouble. and we are time traveling

back to 1997 for the series finale of "roseanne." why the new sneak peek at the revival has many fans scratching their heads. will the new season offer an alternate ending? it's thursday, december 28th. from abc news, this is "world news now." >> was that your "roseanne" theme? >> i was jamming out to the theme song in my head. it's a good theme song. >> i didn't see anybody on the show dance to it like this. >> but i was at home grooving to it as you would know. we're going to start with the last-minute scramble to prepay taxes. there are many homeowners scrambling to pay their tax bills. before the new tax law kicks in. >> those efforts are beneficial only under limited circumstances.

erielle reshef has the details. >> reporter: long lines, some braving the cold for hours as taxpayers rush to make crucial decisions. that new tax law taking effect january 1, and with it a new financial reality for millions of americans. from illinois to virginia. tax payers are rushing to pay certain taxes early to make the most of deductions that will soon disappear. >> i'm very upset. i'm upset how it's going to affect the value of our home. >> reporter: the new law limits deductions for state and local taxes and property taxes, capping them at a combined $10,000. some could consider prepaying taxes before the new year to gain a deduction. >> in the last two days we've had over 1,000 folks. >> reporter: here in hempstead, new york, a state law enforcement officer among those waiting. >> we've been itemizing for 15

so it's going to be extremely challenging. >> reporter: you think it means thousands for you? >> my rough estimate is about $3,000, yeah. >> reporter: his eldest son pitching in to help his parents. >> it means borrowing some of it and almost cleaning out our savings in emergency funds. >> reporter: accountants say their offices are being flooded with questions. >> this could be the last chance they have to deduct real estate taxes. >> reporter: so should you prepay those property taxes? if you are itemizing for 2017 check with your personal accountant to see if it makes sense. if you've been assessed $20,000 in property taxes, you could be saving between $3,000 and $8,000 by paying early. >> until people actually see their 2018 tax returns, they won't fully understand how it impacting them. >> reporter: the irs confirms that taxpayers doing this can receive an additional deduction, but it only works in certain circum

the wind, it's going to feel well below zero throughout much of the northeast, as cold as 30 degrees below zero. active in the northwest with rain in the valleys and wintry precipitation over the mountainous terrain with travel delays, and as we venture away into the weekend including new year's eve, very cold in the northeast with the potential for snow. now to the tokyo-bound flight that made a u-turn back to los angeles after they found an unauthorized passenger. two brothers got on the all nippon flight. only one had a ticket. they both boarded but they failed to detect that he had the wrong flight. celebrity couple chrissy teigen and john legend were on the flight live tweeting. the flight eventually got to the japan 15 hours later than originally planned. but the couple of newlyweds among the many frustrated passengers.

honeymoon, so we're disappointed that we can't make up a day. >> there's no competition that gives us back that day. and turning around doesn't make sense. >> the airline says it supports the pilot's decision to turn around. no arrests were made but there is an investigation under way. fourteen -- four teenagers are under arrest for tossing a sandbag over an overpass killing a man below. >> reporter: one by one in an ohio juvenile courtroom, fourteens brought before a judge to face murder charges for a prank that turned deadly. their families seen hugging some of them. the boys, all between 13 and 15 years old, allegedly tossed a sandbag from this interstate that slammed into a car below. >> something hit my car.

>> reporter: the passenger in that car, 22-year-old marquise byrd died from his injuries days later. police calling it a deliberate act. all four boys entering a denial to murder charges. >> i will say i saw tears today from each of the juveniles, and i don't always see that in a detention hearing. >> reporter: it comes five two months after teens in michigan were charged with second degree murder after they flung rocks off the overpass on the same highway killing kenneth white. those teens have pleaded not guilty. and back in ohio, the victim's family says they're trying to make sense of this tragedy. he leaves behind a son who will turn 3 next year. gio benitez, new york. thousands of police officers in puerto rico have been calling out sick to protest millions in unpaid overtime in the wake of hurricane maria. many worked 15-hour shifts

during the height of the relief efforts. and authorities say they're waiting to be reimbursed by fema. concerns are growing about safety, but the governor has rejected calls for the national guard to step in and help out. a new report shows fema is spending up to $150,000 apiece for trailers used by disaster victims. but instead of passing them on to families in need, the government is selling them at auction for pennies on the dollar after only months of use. thousands of families in texas are still waiting for trailers after hurricane harvey. >> unbelievable. on a lighter note, the pope enjoyed an unusual audience. >> pope francis welcomed the circus troupe to the vatican, complete with people dressed in giant bear suits. there were jugglers and acrobats, but the big bears clearly stole the show. >> this is my favorite tradition. they're starting to turn this in
