of ice under foot. nancy: we break records for the cold. michelle: a chance for snow overnight that could make it slick in the morning and new year's could be the coldest we have seen in years. but we haven't seen anything like this, this week to leave behind a scene like this. jonathan: stand by. q mccray is live in southeast right now where the story you will see only on 7. hey, q. q: this is where the problem begins. take a look at all the ice. it's thick, too. you notice a road closure sign, the cones and to the left is camden street. this is covered with water, ice and a thick layer of salt. salt that the city dropped down here early this morning. this gives you a look at how serious this issue is. here the community in southeast d.c. i spoke to several homeowners today who told me they are been dealing with this mess for two winters now. there is a constant flow of ground water coming from an alley near the int

southeast. it freezes in a freeze but right now it's completely iced over. we found out that the city is well aware of the problem. everyone from d.c. water officials to mayor bowser's office themselves. they have been contacted about the problem and nothing has been done. the people here want one thing. >> it can't be a spring that runs water. if it was a spring the water wouldn't come so much. we are not doing anything with it. we have no means of anything like with it. somebody has to be responsible. q: is live look at the flowing -- a live look at if flowing water. it doesn't stop. i contacted the city and they told me they sent an inspector out here and they are wor

out where the water is coming from. no one complains about having extremely high water bill. we will let you know what they find out. that is the latest in southeast d.c. i'm q mccray for news news. michelle: thank you. they are pretreating the roads for snow overnight. chief meteorologist bill kelly is tracking the alert. bill: we are expect snow in overnight hours. good afternoon. the temperatures are still at or below freezing for almost everybody in the area. 31 in d.c. 30 around dulles. it's 28 in great falls. gaithersburg at 26 degrees. we wide then out across the region this is slightly warmer in the areas for the south. fredericksburg for example, you are above freezing or at 35. look at the big swath of blue on the map from iowa

this behavior. what happened? reporter: that is what the fire commissioner said today that the child had a history of playing with the burners on the stover. ther who who was not in the room didn't realize anything was wrong when the child began screaming. now one of the deadliest fires in new york city, 12 people dead. four children. this building behind me gutted days after christmas. >> get out of the way. now! reporter: thursday night a deadly fire engulfed a bronx apartment complex. fernando says his sister 53-year-old maria and her 8-month-old grand daughter were among those killed. >> i'm shocked right now. i don't know how to react. i'm numb. >> people are trapped in apartment 13. we have a baby in there. also in apartment six, people trapped. reporter: friday morning officials said the flames started in a first floor unit. where a 3-year-old boy was playing with the burners on the stove.

boy began screaming. >> she exited if apartment with her 2-year-old and 3-year-old. and left the door open. this fire quickly spread up the stairs. the stairway acted like a chimney. >> the city fire commissioner reminded all residents in a fire emergency closing all doors is a critical step to help prevent tragedies like this one. seven firefighters were among the injured. >> they were there right away. remember, with the freezing cold, tough conditions for the firefighters. and the emergency personnel. they did a great job. >> it is the time of year people celebrate. we have people here that lost their lives, lost their homes, lost everything. we grieve with them as everyone in this city sho

time. reporter: the new york city fire commissioner says the fire spread so quickly up the stairwell, it was able to easily spread to other apartments in the building, killing people as they were trying to escape. one resident we spoke to said it felt like the building went up like a match. four people remained hospitalized at this hour in varying degrees of seriousness. serious and critical. and authorities as they continue the investigation are looking to previous complaints. >> i see fire ladders on the side of the building. were there detectors in the building? reporter: it's century-old building and that is something that the commissioner mentioned that part of the ongoing investigation will be determining if all of the smoke detectors were working.

alarms but who they were working is part of investigation. jonathan: thanks. nancy: at home dozens of people displaced in aspen hill after a fair ripped through their apartment building last night. as suzanne kennedy reports, now the search is on for what started it. suzanne: there are 16 units in the building. you can see the damage behind me. all the units are closed off to the residents who live here after a two-alarm fire overnight. the fire started around 9:00. authorities say it began in a terrace level utility closet and spread to all four floors. >> i lived there on the second floor. >> delgado is one of the impacted tenants. >> i was inside of the apartment with my little sister. i started to see a lot of smoke. i run out. suzanne: he has nowhere to

>> i felt bad because we left everything. tv's, our clothes, money. many things. suzanne: 100 firefighters respond to the complex. at one point a neighboring building was also evacuated. >> it was a lot of smoke billowing out from the top of the building. a lot of heavy smoke. you didn't see much fire at all. it was inside the building itself. >> 60 people including many children are now without a home. they are being put up in other units in this complex. right now the damage estimate is $400,000. in aspen hill, suzanne kennedy, abc7 news. nancy: that fire is days before the change for smoke alarms on monday. you will need a battery operated detector in your home and they need to be sealed in with ten-year and have a silent hush feature.

about thesh ca and shooting along i-95 in virginia 24 hours ago. police say it started when a man killed his wife in fredericksburg. richard reeve is live in stafford with startling details on that man. what have you learned, rich? richard: we learned gregory lea the suspect is a registered sex offender and he lived here in stafford until two weeks ago. public records show he had a criminal record that dates back to 2006. you may recall this is the man accused of shooting and killing his wife in fredericksburg and then leading police on a chase. you see the mugshot here. this is the first time we are seeing his face in connection with the crimes. his wife found shot three times in the apartment they shared with three teenage children. this is 11:30 thursday morning. the police put out a lookout. the explorer spotted first by a virginia state trooper and stafford county sheriff

over. instead he leaned outside the s.u.v. and fired at least nine shots at the trooper. slowed down and fired several more at the deputy. those bullets punctured both cruisers' windshield and grazed the deputy's head. both men ducking the gunfire while driving. two miles north he lost control and he shot himself in the head and he died at the hospital. a former neighbor voicing surprise about the murder and the chase. >> i was shocked. i just found out. >> did they seem to get along? did they seem fine? were there issues? >> i never heard any issues or yelling or screaming. i would see them working together in the yard. >> the sex charge dates back to rape case from 1999. he has had multile

marijuana possession and hit-and-run. coming up at 6:00, much more about the suspect and a moment-by-moment accounting of what happened in the police chase. jonathan: take a look at this. d.c. police are searching for a man who broke in a clothing store on christmas day at the corner of 9th and t street in northwest. surveillance video shows that the smash in the glass door and stealing all the clothes he could carry. if you recognize the person in the video, they would like to hear from you. nancy: a woman known for the mystery novels is remembered today. sue graphton is known for the alphabet series. "a is for alibi" and "y is for yesterday." she died thursday night after a two-year battle with cancer and was 77 years old. michelle: coming up for us at 4:00. why we may not have seen the last of the work to get the rail system back on track. jonathan: lateer they have

michelle: take a look at the spectacular sparkle. the annual ice festival in indiana. carvers there started to work on the creation thursday and it was cold enough for work. the sculptures should last three or four weeks. bill: perfect outside there. michelle: it's been so cold here that ice starting to form on the potomac. this is around white's ferry. incredible. bill: not all the way across but there are big chunks there. you know it is cold if you start getting the ice developing across the river. interesting stuff. that is courtesy of the helicopter.

later. the neighbor who lives and works in the area says the victim's father was out here this morning. >> he was real upset. >> a neighbor tells us that coles is a father to a young son. prince george's county police say they are offering reward for $27,000 for arrest and indictment in the case. live in capitol heights, cheryl conner, abc7 news. michelle: three months after a man kills 58 people the city isn't taking chances this new year's eve. heather mills looks at what the authorities are planning on the strip.
