general motors is back. >> the auto giant emerges from bankruptcy leaving its massive debt behind. hello again, i'm don scott. >> i'm mary bubala. gm is promising its customers and the federal government a leaner, greener company. there's a lot to be done to make the transition from bankruptcy to profitable. drew levenson is reporting with the latest from detroit. >> reporter: general motors is out of bankrupt. >> today marks the beginning of a new company. >> reporter: ceo fritz henderson introduced the new gm. he's promising a laser focus on high-quality, fuel-efficient cars, and a new management culture humble and determined to pay back the taxpayer. >> a new era. we have the highest expectations for ourselves, and everyone associated with the company must realize this and be prepared to change and fast. >> reporter: the new gm is much leaner. there are fewer brand, gone are

saturn, saab, pontiac, and hummer. now, there are just four from which to choose. buick, cadillac, gmc, and cheverolet. >> getting acclimated to less volume and now it's time to produce energy efficient. >> reporter: for that gm is pinning its hopes on the electric volt. you do on the market late next year. until 10 it's relying on bread and butter cars like the chevy malibu and thies are recoof muscle cars like the popular camaro. and the company will sell on beebe. >> consumers will be able to actual -- on eastbound. >> consumers will be able to actually bid like they do at an ebay auction. >> reporter: the company leaves behind its massive debt and liable. while it's the dawning of a you in day at gm, it will be a long way to profitability. the government owns the largest amount of stock. president obama had put $50 million on the line to help gm, and the federal government is

watching like a hawk. cbs news news, detroit. >> gm had until 2015 to repay the $50 billion in government loans. newly released money numbers here show home sales rose last month. for the first time since january of two years ago. according to our partner "the baltimore sun," the regional information system says sales are up 2% across the baltimore metropolitan area. decreasing prices and the federal tax credit for first- time buyers might be responsible for this rise. of all the subdivisions in the area, only baltimore city saw a slight decrease. it's still an improvement over the month before. it's not adding up this noon. word that maryland's budget may be more in the hole than first thought. eyewitness news is live to tell you what the governor had to say about all this this morning. good afternoon. >> reporter: good afternoon, mary, good afternoon to everyone at home. you know, we need to find some $700 million somewhere. in order to do so, the governor is asking his budget chief and the heads of every state department to find somewhere that they can cut.

with the start of a new fiscal year, the financial outlook isn't good. >> it is a daunting and huge challenge to have to find approximately $700 million in cuts or spending reductions in the current year budget. the flare only began july 1. >> reporter: it's the fourth time the state has had to make major budget cuts, and the governor says it's going to be a painful road ahead. >> everything that's on the table, what we do not want to do in addition to protecting families who through no fault of their own are hard hit by this economy. the other thing that we do not want to do is add to the economic woe. >> reporter: the governor is preparing a list of potential cuts to be presented later this month to the board of public works. >> we have a lot of different options that we can take a look at going forward but it is going to be challenging economic times. >> reporter: despite tough timing maryland is in better shape than many other states. >> i am encouraged, though,

when i look around the country and see how much better maryland is faring both in terms of an unemployment rate that is lower than the national average and one of only seven states that has an aaa bond rating. >> reporter: 80% of state tax dollars goes for education, health, and public workers. that money is the hardest to cut. we'll have to find it somewhere. back to you. >> it will be interesting, jessica. thank you. the total state budget is $14 billion. by law the governor must balance the budget and cannot borrow money to cover shortfalls. speaking of money, more problems for the republican party in maryland and former lieutenant governor michael steele. steele is accused of illegally transferring money from his campaigns to the republican party. most of the money is from legal fees from redistricting several years ago. now the maryland board of elections wants the party to give more than $77,000 back to

steele's 2002 campaign. the money is -- if the money is not returned in two weeks, state prosecutors can file charges. there are reports of a man impersonating a police officer in frederick county. a juvenile telling authorities he was stopped wednesday night in frederick by a man wearing a black uniform shirt with a badge. the man searched the juvenile and drove away in a black ford crown victoria with a spotlight on it. family, fans, and former teammates turned up by the thousands for former ravens quarterback steve mcnair's memorial service. kai jackson has more on this. good afternoon. >> reporter: good afternoon, don. that service was held in nashville, but friends and teammates from baltimore traveled the distance to show their support. those who spoke focused not on how steve mcnair died but on how he touchdown the lives of others with his accomplishments and charity work. receiver derrick mason took to the podium to honor his friend and former teammate with a message of hope for mcnair's wife and children. >> michelle, trent, and tyler, the baltimore ravens oregon,

detectives say they have not ruled out homicide this the death of michael jackson. the los angeles police chief says all options are on the table as investigators look at the singer's prescription drug history and wait for the results of toxicology test. jackson's father, joe jackson, says he believes foul play was involved in his son's death but did not elaborate on that allegation. there may be hope for the two u.s. journalists being held in north korea. the country has reportedly delayed sing lauraling and euna lee to a tamp. the signal is that the communist regime may be attempting a deal with the u.s. government. in pamplona, spain, the running of the bulls sport utility vehicles its first fatality in 15 years. a 27-year-old spaniard was gored to death during the run when a bull broke away from the pack and charged back into the crowd injuring nine other people including a 61-year-old american. this is the first death at the

running of the bulls festival since 1995. a short time ago, president obama and pope benedict met face to face for the first time. the vatican scheduled a private audience to accomodate the president's schedule at then of his trip to italy where he wrapped up the g-8 summit. the two share similar views on helping the poor and peace in the middle east, but they are divided on abortion and stem cell research. the white house expects their talks to be frank but constructive. still to come on eyewitness news at noon, as you take another live look outside, your complete first warning weather forecast now just 2 1/2 minutes away. first, here's a look at the midday stocks.

outside they have shade and water. we still aren't going to have the weather we've been bracing for, not in the outlook. here's tim williams with details. all right. thank you very much. you know, we are looking at a pretty nice stretch again. yeah, we're going to increase in temperatures, but things stale relatively comfortable for this time of year. we've lucked out this stretch. the streak continues. 76 now our temperature the abwi marshall, 57 the deputy. humidity low at 51%. that's-- the dew point. humidity low at 51%. that's being helped from the winds northeast at six miles per hour. 30.30 and rising the barometer. the northeasterly wind is helping keep temperatures down. the northerly component is bringing in cooler air. temperatures across the region in the mid-70s, we'll say 72 in oakland. 77 in cumberland and elkins. 72 with the breeze off the water at ocean city. and 75 in dc and in easton. around the metro area, we mentioned the nation's capital. we have the state capital at 73. 76 at bwi marshall and 73 on

kent island. again we talked about winds coming from the northeast. as long they're coming from the north and a little off the water, we're getting some moisture, that's helping to add to our cloud cover today. it is a light wind. and it's going to just keep a bit of a refreshing feel in the air. as you look across most of the state, pretty clear as far as the satellite picture shows. hardly any clouds out there. we do have clouds off to the west and then some just along the coastline. what we're keeping an eye on is something marty showed earlier. a system to the west is going to be moving this direction. what it's going to do -- first it's going to shoot clouds in our direction. that's going to add to the cloud cover as we move into tomorrow afternoon. and then the moisture starts to move across. it's going to primarily go across through the north, but as we've discussed, it's going to be clipping us. we're going to be right on the lower edge of this, on the fringe. so we are going to keep in the forecast a chance for a shower. afternoon or evening thundershower. that chance stays right on with us through sunday. with all that said, small craft advisory in effect through saturday. our sunset tonight at 8:34,

today's eyewitness news "healthwatch," if you're a woman there may be one good thing about having migraines. a new study found the painful headaches may reduce your risk of breast cancer. researchers found women with a history of migraines were 26% less likely to develop the disease. the obama administration says the h1n1 flu vaccinations could begin as early as this fall. officials are urging states to make plans for dealing with the next flu season. they say the new strain of the virus is all but certain to be
