terrifying scene. good evening. i'm kai jackson in for adam may. here's what people are talking about tonight. police say 34-year-old sean sinclair assaulted two women, then shot two police officers. one of the officers is in stable condition at shock trauma. that's where eyewitness news is live. mike hellgren has new developments and updates on the investigation. >> reporter: kai, the officer in stable condition here. he has been on the force for 17 years. the other officer, curtis mcmillan. wjz has learned that the man accused of shooting them both, sean sinclair, had a history of arrest, including for drugs, and had a peace order against him. wjz obtained this home video taken moments after the gun battle showing the man accused of shooting two baltimore city police officers. tense moments that played out in west baltimore yesterday morning. >> he was already shot. he was down. he was down on the ground. >> reporter: police say he opened fire on officer jerome

sharette while he was inside this patrol car. the commissioner called it an ambush. >> in the face of a hail of gunfire that officer drug himself out of that car and did his job. >> reporter: investigators say this started as a domestic violence incident. they say sean sinclair assaulted two women. wjz has learned he had a peace order against him and was ordered to have counseling and stay away from an ex-wife at a court hearing last month. his criminal history dates back to 1998. >> he has a record. he shouldn't have been on the street. and so we're doing our part, but every level of government has to do its part. >> reporter: witnesses say the gunfight was terrifying. >> it's so good that the neighbors were kind enough to push me out of the way when all that shooting was going on. there was continuous shootings. >> reporter: doctors say sinclair's injuries are not life-threatening. mr. sinclair was hit in the thigh and the arm. some of his friends say they

>> it's copyright infringement. we're just really looking forward to, you know, having our day in court, being able to bring all of this activity and all of the parties that are involved in this activity, bring to the a halt. >> the family claims her former partners forged her signature. the company is withholding her royalties. a lawyer for the company calls the allegations ridiculous. for this year's annual pony swim on the lower eastern shore horses won't be the only presence in the water. the coast guard says it will be out in force patrolling for illegal boat charters. the swim attracts thousands of observers. the coast guard wants to make sure that any boat chartered is operated bia licensed captain. this year's pony swim happens july 29th. a major traffic change

could cause a big tie did you know come rush-hour tomorrow morning. the state transportation authority says a new lane change on i-95 will make drivers safer. >> reporter: right where i-95 and i-895 split drivers are seeing a big change, and it's not the construction. last week the state transportation authority switched the southbound right- hand exit for i-95 drivers. >> 95 traffic will be traveling south on the left-hand side. the 895 traffic will be traveling on the right-hand side, so it will be a major traffic shift. >> reporter: it's a big adjustment for large truckdrivers like james key. >> it's harder when, you know, all that mad traffic going on out there and everything. of course, the cars don't yield for trucks, and they'll end up underneath the trailer. >> reporter: the maryland transportation authority says the new configuration does two things. first, it paves the way for more construction on toll

lanes, and it makes the more than 10o,000 drivers who hit these roads every day safer. >> this movement will be a change for motorists, because for over 40 years 895 traffic used to travel south on the left-hand side. >> reporter: the department says extra signs are posted to guide drivers. officials say the change will take some time getting used to even if it's time spent in rush hour. in baltimore, i'm gigi barn et net, wjz eyewitness news. >> the transportation authority surging drivers to be careful and pay attention to the new science while they become acquainted with the new lane change. the city's new one plus one trash program still has a few wrinkles to iron out. a few homes still have trash and repsych clabls sitting out in front. the department of public works says they will notify crews about the missed area. they are asking residents to be patient while crews adjust to

new routes and schedules. anyone with questions should call 311. we may start the week with some much needed rain on the way. it's already looking pretty cloudy outside, so when could we see some precipitation? meteorologist bernadette woods is live with an update of first warning doppler radar. >> hello, kai, and welcome to the weekend with us here. weather-wise, we're wrapping up a pretty nice weekend. want to show you first warning doppler. not much going on. we have seen some clouds but nothing coming out of those clouds. 80 degrees, very low humidity, but we do have some changes coming, and we'll have that forecast. >> okay, bern, see you then. even with all of our recent rain some local residents will soon be under mandatory water restriction. water lines in need of repair are largely the problem. >> reporter: rain so far this year has been an bun dan. more than two inches above normal and counting. >> we have plenty of water

right now. the reservoirs are almost totally full so it's not a matter of not having water. >> reporter: so we've had enough rain and the reservoirs are full so what seems to be the problem? according to the department of public works the problem stems from how far customers are from the water that serves them. >> the reason is we're doing repair work, preventive maintenance work on a major water main which carries water out to northwestern baltimore county from ashburn. >> reporter: defective concrete pipes leading from the treatment plant limit the city's capability of delivering a lot of water to the farthest point of the system. and to that, add daily breaks like this one saturday in lutherville, and the result, mandatory water restrictions until the main is fixed. >> we really appreciate everybody's cooperation on this. >> reporter: the near family of mays chapel lives in that zone of mandatory cooperation. >> i was not aware of any restrictions. >> reporter: did you realize you were within the map for the restrictions? >> now i do. >> reporter: where reduced service is being requested is

shaded green. it's boned by druid lake on the south, and liberty heights and liberty road on the west. public works is requesting no outdoor watering, car washing, or filling pools. shorter showers, less rung water and less dish washing and laundry. >> i'll be doing only large full loads instead of half loads. i won't be washing the car. >> reporter: the restrictions should last about one week. in baltimore county, tim williams, wjz eyewitness news. >> city residents can report water main breaks by dialing 311. in baltimore county you can call 410-396-5352. a tradition in baltimore's native american community continues at the timonium fairgrounds. the baltimore american indian center held its 35th annual powwow with dancers wearing authentic regalia.

an american soldier from idaho is in the hands of the taliban in afghanistan. 23-year-old private first class bowe bergdahl was captured 20 days ago, and there's new video that shows he's absolutely terrified. >> reporter: the captured u.s. soldier seen in this taliban video is private first class bow bergdahl. >> i'm scared. i'm scared i won't be able to go home. >> reporter: bergdahl's home is in a small town in central idaho. the defense department confirms tess 23-year-old soldier who was captured in afghanistan more than two weeks ago. >> i'm a very -- i have a very, very good family that i love back home in america, and i miss them every day that i'm gone. >> reporter: he was also asked

by his captors to send a message to the american people. >> please bring us home. it is america, and american people have that power. >> reporter: the u.s. military says it is a violation of military law to use a soldier for propaganda. >> it illustrates the nature of the enemy that they would try to coerce an american soldier into saying bad things about his country or to suggest that we ought to stop the effort in afghanistan. >> reporter: bergdahl's family released a statement saying we hope and pray for our son's safe return to his comrades, and then to our family. the taliban group holding him have not set any conditions for his release, and the u.s. military says it is doing everything possible to get him back safely. cbs news, new york. >> bergdahl deployed to afghan stay in february j. a tennessee man is arrested and charged with killing his wife and three relatives and two other people

in a two-state spree. the 30-year-old suspect was waiting for police at the last crime scene in fayetteville, alabama on saturday. police say he admitted to his role in the slayings of five people in tennessee and one person in huntsville. the oldest daughter of a murdered florida couple has moved back into the family home to raise her adopted brothers and sisters. she says it's her mother's wish that she and her husband care for the children. byrd and melanie billings were shot and killed in a well planned robbery last week. a flooded toilet is no fun on earth. how about dealing with one in space? one of the two toilets on the international space station is apparently malfunctioning. this leaves the six space station residents sharing one bathroom, and endeavor's astronauts will be restricted to the shuttle bathroom. what do you think? any scientific advice? >> that sounds pretty gross.

it is a cool morning around the area. we actually tied a record low this morning. we don't usually talk about that in july, but 57 degrees is where we started out. 6 2 in d.c., a little warmer down at the ocean, 67 degrees. we were in the 50s out in the mountains. it's recovered somewhat. we did get into the 80s. at this point still coming in at 80 degrees in baltimore. and for the most part, south and east of that we're in the

80s. we've already dropped back to the 70s for cumberland and hagerstown. we topped out so far at 81 below that average of 88. this is, statistically speaking, the warmest time of the year for us, but we really haven't had much of that overall. that trend is going to continue. part of the reason for that is a new storm moving our way. winds are light with you ahead of that storm the clouds are starting to come in. there's nothing with it yet. it's still off it to the south. as we head through the day tomorrow we're going see more clouds on the increase. you can see some showers and thunderstorms off the coast there. that's about all we have right now. now, over the next few day, what we'll see is the low associated with it move off to the north, and as does it, a chance for a pop-up shower or thunderstorm. but then a better chance for a couple of scattered showers and thunderstorms on tuesday as that low hangs in the area. this is going to be all scattered about. at this point it looks like it gets out of here on wednesday. wouldn't be surprised if something lingered, but for the most part it does leave is.

another one will head our way thursday into friday. while all this suspect hag temperatures are going to be pretty low. winds out of the east 5 to 10th knots. that's going to bring in cooler air off the ocean. tomorrow only going up to 83 for our high. looking for a chance for a pop- up shower or thunderstorm as we head through the afternoon and evening hours. that chance continues into tuesday. that keeps us down to 79 for our high. now, when we get rid of this system we go back up into the yai.s we are going to warm it up wednesday and thursday before next front moves our way. kai. >> bern debt, thank you very much. stan saunders here talking about the orioles. >> and talking about his middle name, action. kai action jackson. the orioles, 15-20 on the road. that's the worst record in the american league, but they won today. we'll tell you about it as soon
