says he's a good person but he snapped. new pictures wjz obtained exclusively shows shawn sinclair, the man accuse of shooting two officers loaded into an ambulance. the cousin says he's waged a long battle with mental illness. >> i'm here to apology to the officer's family to my deepest apology. whatever happens, i heard what they say on the news, say he was acting like a maniac but wasn't in his right mine. he's a caring man. >> he worked for years at this foot locker and has five children and an arrest record back to 1993. on saturday, he assaulted two women he had been involved with and ambushed the officers that responsed. one was sitting in this patrol car. shawn sinclair's friend spoke to him. he say he was ready to die.

he pointed a gun and say to go ahead, there's going to be some trouble. police car pull down the street and he went up and shot all his bullets into the car. >> reporter: home video obtained by wjz shows the aftermath. some say police beat him after the shooting. the commissioner responded to that allegation. >> i have very few apologies to make about his condition or the outcome of this incident. if our men weren't there to stop this maniac, who knows what he would have done to innocent people on the street. >> he's not a maniac, he has a family. i definitely don't know what made him snap. >> reporter: the other officer has been released from the hospital. his brother told wjz he's just happy he's alive. police say sinclair used a 9 mm handgun. thank you.

police expect to charge him with attempted murder. shock and sadness in a caroll county neighborhood. a young girl struck and killed by a drunk driver. she was talking to friends when she was hit. adam may has more on the tragedy. >> reporter: tonight the family of the girl is making funeral arrangements while the driver is in jail but maybe not for long. >> she loved everybody. >> reporter: the mother of the 15-year-old gets the phone call that every parent fears sunday night. >> first they said life- threatening injuries and told me they were going the air lift her then they told me to go to caroll county general. >> did you get a chance to see

her? >> she was hit and killed by a drunk driver, 42-year-old kevin smith. the teenage girl was standing here talking to a group of friends that pull over on the side of the road. police say the drunk driver came down the road and crossed the white line. >> when troopers contacted smith, they immediately observed an odor of alcohol on his breath and furthered their investigation along that line and arrested him for driving under the influence. >> he faces three serious charges. his bail at $20,000 outraging the family. >> i'm mad, i'm angry because the girl was part of my life. i have a son and a daughter and i live for my children.

he can get out on two thousand dollars or whatever? he shouldn't be allowed out. he should never be allow out. no parent should have to go through what i we want through last night. adam may, eyewitness news. thank you. smith is held at the caroll county detention center. the toxicology report is back in murder-suicide case of steve mcnair. his blood-alcohol level was twice the legal limit for driving when his girlfriend shot him to death. it's unclear how long he had been drinking or if he was driving. the medical examiner found marijuana in the body of the woman police say kill him as he slept at his condo before she kill herself.

a terrifying morning for the owner of the restaurant. >> reporter: the call came in as a robbery at the chick fillet. the manager was taking the reseats to the bank when a suspect got in the car and ordered him to drive. he bailed out of the car with the money. the victim then drove to the hampton inn and called police. police have a description of the suspect and looking for him. we may get some much- needed rain tonight. a live look though it's been a delightful july, it's been dry. meteorologist updating the forecast. there's some rain showing up on radar. most of it right now is to the south of washington but we hope to get some in later. it is moving from south to north. down to the south, pretty

this weekend alone. how one church leader is taking her message to the people. >> reporter: police have unanswered questions about the church break-ins but they believe the motive was fast cash. >> reporter: the senior pastor at the methodist church addresses a shocked congregation, it was one of the three broken into over the weekend. >> the robbers came through the window. >> reporter: someone pry open the windows of two other churches, they're located a couple miles a part. >> three in one night in close proximity, that's not something we normally have. >> reporter: they ransacked each one. >> everything was pull out. all papers piled up on top of the dressers, papers on the floor. >> reporter: after trashing the room, the thieves stole a heavy

safe, the safe was empty. but they found an envelope of just $40 in cash. >> we're not sure what they wanted but that's all they took was the cash. >> reporter: for some, the attack is unbelievable. >> it's horrible that whoever did it stole from a church and they're stealing if god. >> it's going to get worse as the recession gets worse. >> reporter: they have no suspects at this time, but for whoever is responsible, the community has a message. >> you don't need to come in and steal from the building of god, it's wrong. >> reporter: police anyone with information to come forward to prevent anyone else from being victimized. police are not disclosing how much much was stolen.

some adjustments on both sides and there's some people who are being missed. >> one plus one is one week old and there's trouble on both sides, the people who put trash out and the people who pick it up. >> they're running neck and neck at this point. >> reporter: diane on the side of residents who got it right while the city got it wrong. >> i had the recycling here and they were supposed to pick it up on friday so the neighbor is calling and i had to call and say could you pick up the trash across the street and my trash also. they picked theirs up but not mine. as you can see, mine is still here. >> reporter: the city got the call. >> there's probably a situation with the crews and the new maps happened to miss that one. we made sure that we went in there and picked up the trash

and southern maryland making a move and a better chance tomorrow of getting rain. could see some showers west and maybe southeast of us because we have a low pressure up the east coast and it's going the effect most of the areas east of us. out in the ocean, plenty of rain. the temperatures around the area, 80 at rock hall, 78 at kent island. 79 degrees with a dew point that hasn't come up that much and bringing in some moisture, low-level moisture is picking up. we need that to get some rain. there's been some showers along the southeast. now some light precipitation, even though the radar is showing this, nobody except to the west of us is putting anything, the air is dry. some light rain. south of washington, that's where we're seeing rain and some of it is moving in our

direction. hopefully we get some in this evening. rain to the west, rape -- rain along the east coast. low pressure sitting around savannah georgia making a move up the east coast. you'll see it kind of moving up the area. we'll get some rain out of this. it's hard to tell who will get the most but looks like the bulk of the heavier showers along the ridges out to the west, some folks may pick up 1/2" or 1" of rain by wednesday. thursday another chance of showers and maybe some thunderstorms coming in to the region. the bay temperature around the upper 70s. nice and warm. tonight some rain hopefully and some showers and maybe some thunder. 66 by morning. tomorrow only 78. couple of thunderstorms and some showers with mostly cloudy

tree and burst into flames with a mother and her two young children inside. the people from the milwaukee neighbor tried to save the family as a by stander caught it on tape. neighbors used sticks and pipes to break the window and pull the mother and two-year-old daughter out of the inferno. >> i'm still shaken up. thank god we were there and the firefighters were there. >> reporter: with a four-year- old still trapped. two off-duty firefighters reached the scene after getting a call. >> the child was screaming and then it went silent. i didn't hear anything and for that second, i thought we were too late. >> they needed a knife to cut the seat belt and had help with the flames from an off-duty police officer who had two fire extinguishers in the truck. >> they freed the boy and

doused him with a garden hose. >> i told him he's the toughest little boy, it was emotional. >> reporter: firefighters suffered second and third- degree burns. the 4-year-old suffered burns over 30% of his body. >> the bravery saved the family. >> the firefighters treated for burns to their hand and arms. the man accused of a deadly rampage in two states appears in court. >> police say the 30-year-old killed six people. it started where he beat an acquaintance to death. he then crossed into tennessee and killed his wife, three of the relatives and a neighbor. the couple separated but were

not yet divorced. another man was critically burn. investigators say the house was vacant and boarded up at the time of the fire. a multivehicle pile up injuries several people. four children suffered non-life- threatening injuries. 80% of prisoners fail drug tests before being booked. >> reporter: he was hitters announce an approach to drug

treatment behind bars. booking downtown baltimore may not be known for the methadone program for heroin addicts, but it's this approach that brought the drug czar to this city. >> it's not because baltimore has more problems than any other city, it's because baltimore has more solutions. >> reporter: the mayor was praise for her compassion for the criminal justice population. >> it's a passionate issue with drug addiction and heroin an all types of drugs because i had someone in my family who was a person, my brother, who went through that life. who had two parents, who was well educated, but who had that struggle. >> reporter: the congressman hosted the meeting between all levels of government. >> when 80% of those arrested in crimes in our city fail the drug test they're given at the

tomorrow's baltimore sun and the updated forecast on first- warning weather team. in tonight's health watch, for the first time, they link pollution exposure to low scores to children. living in the city, she worries her unborn baby is exposed to pollutants. a new study says she should be concerned because air pollution may pose a threat to unborn children. >> it's a mixture that is harmful for the very early developing brain. researchers had 250 expected moms in new york city where one of these backpacks contain an air monitor. the filter collects the pollutant. the air is collected.

>> reporter: researcher gave the children tests at 5. those exposed during pregnancy scored 4% lower. >> it's relevant to other urban areas. >> reporter: the most common source is vehicle emissions found in all cities. when a pregnant mom breathes them in, they can reach the baby baby. doctors say the study suggests that pollution may have the same effect on the developing brain as exposure to lead. they will monitor those in the study to see if the school performance is effected. for now, this mom is going to pay attention to what she's breathing if the city. the search took into

. a shooting spree in california it happened in the

modesto neighborhood. police found an adult man and woman shot to death. and the third man is in the hospital. the victim also gave police a description of the rifle and the suspect is under arrest. investigators don't think it was a random attack. the u.s. military says it's doing everything it can to rescue a captured soldier in afghanistan. live from washington. >> reporter: the united states is working around the clock to rescue an american soldier captured in afghanistan. we're concerned about the kidnapping of our american soldier and are working to do all we can to obtain his safe release. the 23-year-old vanish off

they play this friday night at the bank stadium. celebrating age and experience, 59-year-old golfer watson youd the crowd and led for three round and lost to stewart in a playoff. watson is the oldest golfer in history to lead in a major event. another record for the guy many the number four car in portland, oregon. the man is 81-year-old, the oldest driver ever. he finished 13th in this race. he's been racing since 1945, he's a member of the hall of fame and not afraid to go fast. >> doesn't look 81. >> he doesn't. we'll be right
