for driving. he was shot to death by his girlfriend in nashville. sahel kazemi turned the gun on herself. she had a small amount of marijuana in her system. 15 years old and killed by a suspected drunk driver. the teenage girl was on the side of the road when she was hit and killed. adam may is is there. >> she loved everybody. >> reporter: linda bossler, the mother of 15-year-old caitlin, gets the phone call that everyone fears. >> first, they said she had life-threatening injuries, if and they were going to air lift her. and then about 45 minutes later, they told me to go to carol county general. >> did you get a chance to see her? >> yes, i did. not before. >> reporter: caitlin was hit

and killed by 42-year-old kevin smith, a drunk driver. he lives on whiskey springs road. she was standing about here on francis scott key, talking to a group of friends that had pulled over. that's when police say he came here and crossed the white line. when troopers contacted smith, who was driving is ford pickup truck, they observed an odor of a beverage on his breath. they furthered their investigation and ultimately arrested him for driving under the influence. >> reporter: smith faces serious charges, bail at $20,000, outaging the family. >> i'm mad, i'm angry, because you know, the girl was part of my life. i live for my children. he just ripped half of me away, and he can get out on $20,000 or $2,000, whatever.

that area of pool. >> reporter: in fact, one in five children who drown do so in a public pool with a certified lifeguard present. current law requires one lifeguard for every swimmers. >> this has got to change. >> the freeds have made it their mission to change the law. >> i promised him i was going to honor him and not let this happen to another family. >> they're pushing for two bills. one would require more lifeguards. 2500 square feet, two lifeguards. the other bill would have every pool to have a defiblylator. >> they believe that had it been used on their healthy son, he would not be in this wheelchair. >> i think a matter of minutes?
