tonight, coverage on the damage in several counties from the storms and if more are coming later. hello, i'm vic carter and. >> and i'm kai jackson, denise is off. >> a number of homes are damaged and trees are down. and eyewitness news is live with the coverage and tim williams and push burn have more. we're -- bernadette woods and tim williams have more. the worse damage is around thinks burg and we've had wind damage in frederick and montgomery and howard county. near to lass city highway, there's a free down -- free down and wind gusts up to 74

miles per hour in frederick county. here's the thunderstorms as they made their way through the state. we had severe weather through here and we had warnings in affect. they were in affect when the dodge was created in carroll county. we don't have warnings with this batch of thunderstorms, but we have thunderstorms through salisbury and that's out to the west and the western shores. all of this is moving east and the beaches could get another round or two. things aren't that bad and for the updates on the watches and warnings, her's tim. we'll continue to monitor the warnings through the afternoon. and these are the watches and affects until 9:00. this one green area. for cecil county, a flash flood until 8:00 and that's because of all of the rain coming down and the rain is settling and the storms have gone past

primarily and the storms are to the north east because of the rain and saturated areas around north east maryland. we watched the storms rolling through here in large quantities and the storm winds, they were strong and we're not ruling out the potential of the hail and the rain saturating the ground and that's been saturated from the storms earlier in the week. we continued to monitor the storms and kai, back to you. thank you, and the weather coverage continues with kelly mcpherson. >> reporter: kai, there's about 15 homes in the thinks burg area damaged by the storms and three to four are severely damaged the good thing is, there's only one injury, a woman who hurt her wrist. the damage is a mile stretch and it's around the

constellation way area and that links up to cay's mill road in carroll county and a will the of damage to assess and the people will be seeing the damage themselves and reporting it. it's going to continue on into the night as the people figure out what's been damaged and what they've fallen on. >> thank you -- kelly mcpherson, reporting live. >> let's go to alex demetrick with more. >> reporter: well, kai, we're in frederick and we're getting reports of structure damages and we've had a camera that way. and even though the storm blew through a few hours ago, hot, electric lines are posing a fatal risk in the after math of what blew through the area. large trees were uprooted and knocked flat and left in splinters by a wind that either straight lined or developed into a small tornado. now, trees marked the path as

it headed towards carroll county and making for a few frightening minutes. >> and i guess around 2:00, okay. and a big storm came through and the house shook. it shook a little worse than normally. worse than normally. >> well, when i got a phone call from my mom, the trees were down around the house and she said that they thought they had a tornado or a down burst. >> we've had that before. and we knew, we have the video from the munster road area. that's near new market and a barn is demolished and parts of the roof are around a telephone pole and the house on the property suffered roof damage and we haven't received reports of injuries. it appears whatever hit the area landed with a glancing blow. alex demetrick live, thank you. and the winds and rains are

new cars stacked up. the cash for clunker's program has been the bright spot. boosting the car sales along with the economy faster than most expected. >> ' ere glad -- we're glad to have a new car. >> reporter: the funding ran out in a week. the house passed a bill for $2 billion extra and it needs the senate approval that won't happen until monday. >> if the consumer has aer coo, they should certainly go to the dealership this weekend and get the transaction started. >> reporter: he's part of the automobile dealer's association. >> my dealers can't even get the transactions into the system. and very few if any, i don't know of a dealer that's been

speed camera. >> reporter: they approved for the use of highway construction and school zones. they'll install 12 to 15 over the objection of opponents. >> i think that people are anowed that the machine is imposing the tax. >> reporter: the drive failed and baltimore county is moving forward. pgh >> i've not been part of a conversation and gathering discussing what revenues are generated from this. in fact, if they abide by the law, we'll generate nothing. >> the police are still trying to choose a vendor to run the cameras. they can't move soon enough. >> you oh bay the law, or you don't. if you're driving over the speed limit, you'll get a ticket. on a road like this with children, safety of the children comes before the money making concern you have for the

county. >> reporter: the police will install the cameras october 1st after a 30 day grace period where, if you're a vile liter, you'll -- violater, you'll get a warning and after that, it's a $40 fine. thank you, pat. the police chief says there will be a campaign to make sure the driver's know where they're located. it's that time again, we're taping up with the orioles and masn to feed the hungry -- hungary. well, hi, kai, people go on vacation and the food bank says that some forget there's a big need out there. >> empty shelves, few boxes. >> people forget. >> and low donations. they're looking for o's fans to

help feed the hungry. we're scratching the surface. just scratching it. >> reporter: she hundred runs the food bank's fund raising office and the problem is one of supply and demand. giving is low and the economy is slow and the number of people in need is up because of job loss. >> people need to understand that people out there are hungry, it's not the people below the federal poverty level, it's seniors, kids, middle class. if you have something you can share, money, food, you need to do it. >> reporter: the baseball cans can help and think eve done it in the past -- and they've done it in the past. they raised 9000 pounds of food and $30,000 cash. since the food drive in 2004, fans gave more than $120,000 more than 46,000 pounds of food, all for the maryland food bank. >> it's about looking in the mirror and saying, today, you

a boxer is suing the officers. kelly mcpherson has more. >> reporter: on tuesday, a 17- year-old says that three police officers ran him over with their unmarked car. it's just a shame how they do that. they wanted to help us. [ indiscernible ] . >> i had back pains. >> reporter: the injuries stopped his boxing career.

he was recently 5th in the jr. olympics and he was going to try out for the 2012 olympics. he just left his training and the police car hit him and slowed down and left. he was on a dirt bike and think're illegal in the city. >> it's like a routine standard and practice that the police run over young people as they're riding motorcycles in the streets. >> reporter: before hearing about the lawsuit, the police department says they launched an internal investigation wednesday morning. >> whether you're walking western or you're cleaning the building. we'll hold you accountable and we need to find out what happened. and in this case, we have a young man he's merely talking to a group of his friends. that was the most disturbing thing about this. they put all of the children out there. >> reporter: his lawyer wouldn't say how much money

he's asking for. >> it's going to be a long road to recovery from the basis of a lawsuit and injuries and emotional distress. >> reporter: the police department is identifying who could have been involved in the hit-and-run. johnson trained on north avenue and he says he's also concerned about taking care of his 1-year-old daughter. and the memorial stadium will be resurrected. the cal ripken senior foundation is going to rebuild the home. it will be on a smaller scale focusing on smaller players. >> reporter: these are the last images of the memorial stadium torn down in 2001 after 47 years of maryland which

included baseball and football victories. >> you think about memorial stadium. >> reporter: now, there's a plan to resurrect it on a smaller scan. the cal ripken, sr. foundation wants to construct five stadiums and athletic fields around baltimore for the children. >> the purpose of the fields is to give the kids in some at risk neighborhoods and tough neighborhoods a safe place to play. >> reporter: it will cost $1 million to build and organizers say that baseball is the hook, but not just the goal. >> it's not about the baseball, but about giving these kids a chance to develop into productive citizens. >> reporter: this new focused memorial stadium will give the young people a safe place to play sports and for some, it may become a field of dreams

for their futures. tonya thomas works with with the negro league foundation. >> bringing the opportunity where the kids can play in open areas in the fresh air, i think it's great. to give them the exposier to baseball. i think it's a great opportunity for them to get exposed to that. >> reporter: they'll start the construction for the complex once they have 80% of the funding. the success of that location will determine when and where the others already built. >> that's great and that brought back memories of your days of baseball and sports. >> oh, yeah, sure. >> well, i'm save you from that one. >> i want to show you the first warning doppler radar. we have no more warnings and we have thunderstorms out there.

southern parts of the eastern shore and central parts, too, they'll take a while getting through and we'll have the forecast when we get back. and we're counting down to the food drive this weekend. it's part of the continuing community commitment.

eyewitness news' sky chopper 13 is in iiamsville. most of the damage is in carroll county. look at that right there. let's check with bernadette woods for the latest on the situation. >> that's a rough one. these are powerful storms that moved through. they're moving at 40 to 50 miles per hour when you add in the wind gusts, we saw a lot of damage created by the winds. now, here's the situation at this point. no longer do we have warnings in affect, but this is offshore. that prompted the tornado warnings at the beaches. behind it, showers on the northern parts of the storms. no severe thunderstorms at this point. everywhere from salisbury to drum point and they'll continue

to move eastward. i'll switch it over here. no warnings in effect and a flash flood warning in affect for cecil county. the rain has come to an end now. here were the storms from earlier, it came together quickly racing its way across the state in a matter of three to four hours. this is where we're seeing the thunderstorms feeding over the eastern shore. north of it, things are drying out and temperaturewise, quite a contrast. we've rebounded in cumberland and 79 in ocean city. there's a lot of moisture out there and that will drop over the next 24 hours as the storm gets out of here. one more thing as it zooms in on the whole of the storm. a few thunderstorms, this backside of the thunderstorm could see them coming through

overnight. overall, for the forecast. this is going to get out of here tonight and tomorrow, for most of us, a dryer day and we wouldnd rule out a thunderstorm. and as far as the forecast, the good news at the ballpark, it's looking dryer and warmer than it did a few hours ago. and that's for everyone heading down for the festivities and for the food drive, of course. we expect you to be generous to the people out there. tomorrow, calmer and a warm day and muggy and 88 degrees for the high. >> i don't think it's at 7:05, it was a 6:05 one: with the canned goods. >> very good one. still to come, in danger, a burning house and these nine puppies trapped inside and who came to their rescue. two young men shot here and

good evening, everyone and thank you for staying with eyewitness news. we're talking about the breaking weather news. a string of storms caused damage in carroll and frederick counties. joining us now is kelly mcpherson in thinksburg. >> well, vick, we're here on constellation way, that's where most of the damage is in thinksburg and one of the officers said there are three homes that are red tagged and that means an engineer will have to come in and a building inspector to make sure that the homes don't need to be condemned three of them are on the streets and a lot of workers are replacing the rooms ripped off of the homes. really, it's terrible damage and people here said it lifted their cars sitting in the cars watching the twister.

definitely, a lot of cleanup is going on and that will need to be done. thank you, and you described it as a twister, but we don't have confirmation of that tornado. we'll get that from the national weather service as they continue their investigation and we have more with bernadette woods. we'll take you up to date with what's going on currently. we have thunderstorms right now. still, there's a lot of thunderstorms rolling along the shore and for anyone heading down there this evening, this is going to continue for a while. we're not seeing that much wind thanksgiving and severe report -- much wind damage. so, a thunderstorm, just about to go over ocean city again and princess anne and snow hill, another thunderstorm starting to pop up and this is

continuing to the western shore. the thunderstorms will continue to move eastward and overnight, they'll die down. we have no longer severe weather warnings in affect. we have a flash flood warning for cecil county and most of the thunderstorm activity is dying down. and the winds and heavy rains took a toll on the power lines. anne arundel has almost 19,000 harford, 7200 outages. a total of 37,000 are without power. we're always on and check in with eyewitness news for the complete coverage of the weather. log on to wjz.com. life in prison, that's the sentence for a 26-year-old man for killing a man in a holdup

and another shooting. he was caught on video fleeing the parking lot here in july of 2007. he shot two men there. a 23-year-old died at the scene and another man, now 24 was grazed on the top of his head by a bullet. it started with an attempted holdup that lead to the shooting. a panel of circuit court judges in virginia can't preside over the law from two families of the virginia tech christmas --massacre. they're viewing the state for not preventing the murders from the gunman from april of 2007. they can't hear the case because of conflicts of interest. a group is out rages that 200 in the latino know community had their driver's licenses revoked.

there are concerns about racial profiling >> look ahead at the camera. >> reporter: in june, 200 latino's get letters saying that their licenses are revoked and one says it's because of an mva employee fraud. >> it's not clear how they picked the licenses from the thousands of applications he worked on and that most of the people came from latin american countries raises the spector of discrimination. >> reporter: the law year -- the lawyer said you can't take a license without a hearing and they'll now temporarily reenstate the people and reapply by august tenth. people are concerned. >> a mother who received the

letter was worried. she has children with special needs and she needs to take them to therapy. >> reporter: they find it od that the notices come as a new law takes affect, barring -- a restaurant owner says it's discrimination. >> it's hard, they need their licenses for driving for work you know, for the economy. >> the mva says it's standard policy to revoke the license if it was granted in error. >> it's involving the law enforcement and we can't speak about it at this time. and the aclu may take further legal action once it sees if the licenses are reenstated. officials are banning salvia.
