on friday the house approved more money and a senate vote is expected next week. kelly cal as is at a car dealership this morning. good morning to you. >> reporter: it is hard to find many critics of this government program. so convinced of the success, the house rushed to approve $2 billion to keep it going through october. consumers rushed out yesterday to make a deal. part check engine light is always on. >> reporter: after nick's land rover broke down again, he was convinced he should do a trade in. he heard it was going to be suspended before congress weighed in. >> i was frantic and i called at 7:00 last night. he was still there and said i'm bringing my clunker down. i want to do the deal. >> reporter: buyers turn in gas guzzlers and receive dollar up

to $4500 towards a fuel-efficient car. auto sales in july are expected to be ep 16% from last month and likely to be down more than 10% last year. arguing the cash for clunkers program may provide only a short-term balance. >> they don't indicate a fundamental return of confidence and that will drive a return to normal sales levels. >> reporter: while dealers are predominantly happy and say the website keeps crashing and they have lingering concerns over

necessary and there could be light at the end of the tunnel. cbs news's anthony mason reports. >> reporter: the economy contracted for the 4th straight quarter this spring. the pace of decline slowed sharply and at last it looks like the worst is over. >> today's gdp is a sign the economy is headed in the right direction. >> you are convinced we are coming out? >> absolutely convinced. >> the economist believes the economy will be stronger than expected. he is forecasting a 4% growth rate. >> in the 1930s, the worst and longest recession the world has ever seen, the recoveries were robust. >> reporter: wall street agrees to agree the stock market closed out the best july in 20 years as the dow rallied 8% on rising corporate profits. cbs news, new york. >> one person not seeing a bump

in the numbers is the president. nearly half of americans, 49% disapprove of the way he is handling the economy. while the "new york times" poll shows the rating slipping 10% since april. john dickerson joins us with more on the numbers. good to have you. there is talk about whether or not the president should be seeing a bump in his ratings because of this economic news. does he deserve that increase in his approval rating. is he responsible for the good news? >> in this good news that came out for the white house yesterday, independent economists said the numbers would have been worse if it was not for the recovery act. the president can turn to that and say here's my program and it is helping. so those poll numbers that came in before the good news about the gross domestic product may change because of that and the cash for clunkers program looks like it work and something

people can point to that is paying off. maybe those will help him. the big question is what happens next quarter. >> we saw the numbers too and comparison down 10% since april. if there is maybe a little bit on the horizon that could help him, but we need to be cautious where is he losing the people that the numbers are dropping like this? >> he had a lot of trouble with the health care bill he tried to get through or trying to get through congress. both on the economy and health care people's worries are greater and they can't be convinced by the president and his ability to convince him, she known as a great communicator and the message is not getting through. a lot of people know this well. people are either out of work or worried they might be soon. that's a feeling that takes time for people to get rid of. on health care they are worried about how health care my change if there is reform.

there needs to be reform but they are afraid of it. >> 44% oppose when it comes to health care. they talk about the message. could the problem be it was overshadowed with the affair with professor gates? >> could be. that was well-covered. i think the problem with health care and the president's disconnect with the american people is that everybody feels like something needs to change in t health care system. they agree with the president's diagnosis and they don't agree with his cure. they are worried costs will go up and they will lose their insurance or maybe their doctor. he has not been able to make the sale on the key issues. >> a lot of questions that need firm answers for the american people. thanks. >> thank you. >> we'll get a look at the other headlines for you. david has a look at the other stories making news. >> there is good news for the president when it comes to health care. a committee cleared the way for

september's showdown over health care reform. the house energy and commerce committee narrowly passed sweeping legislation. the 31-28 vote is very considered a victory for president obama and will go to the full house after the august recess. police are not ruling out the possibility that a wealthy florida couple killed in their home last month may have been victims of a contract murder. they were shot and killed in what police say was a bold home invasion robbery. a safe filled with $100,000 was stolen and later recovered. now police reportedly say they are looking into the possibility that the couple may have been the target of a contract hit. authorities have yet to reveal a motive. filipinos are mourning the death of a quinno after a 16-month battle with colon cancer. known for yellow dresses led an

uprying in 1996 that ended the regime of ferdinand marcos. during six years in office she fought off coo attempts and struggled to meet high expectations. she was 76. honda is recalling hundreds of thousands of cars because of potentially deadly air bag defects. it includes certain 2001 and 2002 accords. 2001 civics and 2002 and 2003 acura tls. there is a problem with the inflation system that could cause it to rupture,s enning metal fragments flying towards passengers in the event of a crash. it is blamed for six injuries and one death. >> she didn't have a beer at the white house, but she got flowers. she was call police about a possible break in and sparked a national debate on race. she received flowers and a note from the harvard professor.

the history of seattle. in many parts of the country it's the cold that has been the story. heavy rains and great balls of hail. >> when is summer going to come? >> as for the windy city it has been chilly. the coldest july in 65 years. in cincinnati the average temperature has been 70 degrees and in neark city the mercury has not hit 90 at all. for the second time since records have been kept which does not bode well for t month when june and july are below average, temperature-wise there is a 70% chance that august is too. let's talk about the northeast where we had that cooler an average summer. it's not going to be warmer than average, but exactly where the northeast should be. lots of beautiful sunshine. i was talking about the northwest. all that big time heat? big time heat once again and portions of washington state

man in the 4700 block of garrison boulevard overnight. that is in northwest baltimore and investigators say the man was shot after lunging at an officer with the sharp object. he was still alive when last taken to an area hospital. and federal investigators release a new report about last week's deadly chopper crash on interstate 70. the ntsb said the pilot was given several warnings of bad weather minutes before takeoff. less than 15 minutes later, the chopper went down killing all four aboard. the cause of the crash remains under investigation. and look at today's exclusive first warning forecast. take a look at what today will look like. really nice, red sox and os going to be out there later on today at 7:00 and for that, 84 degrees at your game time temperature. that is our report. i'm gigi barnett. thanks for joining us.

we are heading into the dog days of summer and we love to blast the air conditioner and get blasted with the huge electric bill. there ways you can stay cool without breaking the bank. crist sin there to show us how to save money this morning. good morning to you. how are you? >> good morning. how are you? >> let's start with the simple fixes. we have all seen and felt in the older homes, you put your hand on the outlets and the breeze is coming in and how do we save money there? >> especially in homes that are frame-built, it doesn't really secure all the cracks and crevices. this is a really easy fix. you are looking at 25 cents an outlet. you are looking at the foam insulator. they are easy to install them. you are looking here and put it on top of that outlet and then put the outlet cover on it. it's a simple fix. anybody can do it and it saves a

little bit on your energy bills. maybe $20 a year. >> that's $20 we didn't have when we started. that's great. when it's hot and sunny, the heat waves are coming through the windows and nobody wants to sit in the dark. what can you do on the windows to save energy there? >> of course we all want to enjoy the beautiful views in the summer when the sun is out, but you can get a lot of heat through the windows. if they are a single-59 or doesn't have glazing or a low film on them the heat and uv rays are coming in. a great fix and something simple that you can do yourself is installing a window film like this. this will reflect about 70% of the radient heat which is causing i lot of heat in the house. you can install this and still lets you have the light. with the windows that are on the southside of the house that get a lot of sun by doing that you

will save about $15 a window per year. you are looking at $100 a year in savings. that's significant. >> you recommend putting the dimmers on the lights. >> exactly. they have the hazard of mercury, so especially in table lamps like this keep the regular bulbs, but install a dimmer. it will cut cost by 25 to 30% and that's because you won't be using as much light. you have options there. dimmers are a good way to do it and save about $30 a year. >> we are saving money. let's talk about changing the fillers while you go to another part of the home. >> you know at that's a great idea. in fact the department of energy recommends up to once a month which is quite often, but any time the filters get clogged up

it can prevent the air from flowing freely. you will be using the ac a lot more and put more stress on it etc. >> let's talk about the insulation. it looks shot. have to replace that right? >> you know what this stuff is a mess and not covered either. you can see on the top and underside of the floorboards, you have a bit of mold moisture coming. when the insulation sits like this, it is not insulating. it's a good idea to replace it with something that has a higher r value and not just in the basement but also in attics. very, very important. we have more options now with insulation than just the traditional bat insulation. you have products like this. this is a spray foam insulation that fills in the cracks and crevices that will save you a lot of money. >> i have to get you to the last one. the air ducts, we have about 15

garrison boulevard overnight. that is in northwest baltimore and investigators say the man was shot after lunging at an officer with the sharp object. he was still alive when last taken to an area hospital. and federal investigators release a new report about last week's deadly chopper crash on interstate 70. the ntsb said the pilot was given several warnings of bad weather minutes before takeoff. less than 15 minutes later, the chopper went down killing all four aboard. the cause of the crash remains under investigation. and look at today's exclusive first warning forecast. take a look at what today will look like. really nice, red sox and os going to be out there later on today at 7:00 and for that, 84 degrees at your game time temperature. that is our report. i'm gigi barnett. thanks for joining us.

we will check in at the news desk with a check of the headlines. >> good morning, everyone. the cash for clunkers program is turning out to be much more popular than the government expected. so much so they ran out of monof the house came to the rescue on friday with more money to extend the program. the senate vote is expected monday. kelly wallace is at a car dealership in new jersey. >> reporter: it was an unusual move. the house pushed off other business to quickly approve an extra $2 billion for the program. the question now is will cash for clunkers give the auto industries a much-need lift? >> something many haven't seen in a while and consumers looking to buy. they traded in the ford minivan clunker and got a $3500 credit for a new hyundai. >> well worth it.

$3500 savings. >> reporter: car dealers flooded the airwaves to lure would be buyers like bob through their doors. in all, an estimated 224,000 clunker trade ins took place in the first week of the program. some experts predict the sales for cash for clunkers will be short-lived. >> only so many people will qualify and the flurry will see the deals are done and there won't be anything to come in after that. >> reporter: that expert said only when consumer confidence improves will we see a return to normal auto sales in the country and many experts believe we are still a long way from that point. >> thanks so much this morning. the central terminal at la guardia here in new york has been evacuated. police investigate a possible bomb scare. airport officials say a suspect is in custody and a device has been uncovered.

it's unclear if the suspect was acting alone. it was a narrow victory for the president and a victory just the same. the commerce committee passed sweeping health care reform legislation. the 31-28 vote signals an impending showdown when congress returns from the august recess. on the senate side they say they need more time to come up with an agreement. michael jack's mother katherine has legal custody of his three children and wants to be named executor of his estate. it is set for a showdown in a county courtroom on monday as her legal team challenges the exec fors already named. ben tracy reports. >> when michael jackson wrote his will she wanted his mother to take care of his children. >> here worked hard to keep his family out of his business affairs. >> katherine jack wants a seat

we have a republican strategist and also in washington lanny davis, former special counsel to president clinton and columnist for the washington times and editor at large and senior political analyst for time magazine. good to have everybody with us. i will start with you. six months in how is this president doing? >> a for leadership and bringing change to washington in the most fundamental way possible. b plus in terms of actual performance given the problems he 4 on his plate and i rank probably a b minus for his ability to explain the health care proposal that is concentrating the country's attention. we still don't quite understand it because there so many proposals due to the strategy of going to the hill first and letting them develop the bill that had a good reason. i give a b minus in terms of explaining to the american people what this is all about. >> i guess your grades don't

matchup with lanny's. >> you are absolutely correct. look at what happened here. he quadrupled the deficit and failed to pass any major legislation on his key signature issues. he has passed the stimulus bill which is not stimulated. nationalized major industry and lost the trust of the american people. that's all in six months. i would say he has gone to class and i will give him a d. >> if we average the grades, this is a passes grade mark. we have the left and the right. they both make important points there. overall, is he doing a good job months in. >> i give him a b or b plus. my grade is closer to lanny's. most of what he accomplished so far and most of what he is trying to accomplish she doing largely with an inside game with democratic votes in congress. he lost republicans in washington.

republicans outside of washington and some independents. he is doing it with democratic votes, not the way he said but the reality of so far. >> occur he come back and win them back and the american people back. as key saw earlier, his approval rating is down 10%. >> down with people who he won over in maybe a burst of excitement after he was elected. some independent, some republican. i think they made a decision. they say out of necessity to go for the big things particularly health care and largely with democratic votes. he will never win over and the question is can he win over independents and can he get things done. take control of the economy and explain health care better and in a way that allows him to build programs and get them in place and prove to people they are working. >> he is probably never going to win you over 100%. is there something you would like to see the president improve upon that would maybe improve your vision of him? >> you know the key is that he

has to start listening to the american people and the agenda is not in line. i would like to see him get control over the spending and see what we can do about working americans. they need jobs and i don't see him focusing on that. bigger bigger spending. this man is single handedly revitalizing the republican party. he is going to make me thrilled through next november. >> those are strong statements. when you look at the president and what he is trying to accomplish, is he trying to do too much at once? would he do better to scale back to a couple of things? >> no i think rahm emanuel said you have to strike when the iron is hot. let me go back to the a rating that i think the harder parts would agree with. this is a really nice man with decent instincts who went up to the hill for the first time in my memory as a president and met with the republicans and reached

out to them. mark is right as he usually is. it is not successful but my a is for an inspirational nice guy who doesn't use politics as evil or demonizing opposition. he reaches out to people but he did the other night with professor gates and sergeant crowley. typical of bringing people together and he did bring a change in political tone to washington and that to me is where he gets an a. >> not everybody is agreeing with that. mark we should point out nice doesn't always work when you are president. it doesn't always pay off. some people think he is trying to please and talk to too many people. >> that are is his style and be his style no matter what. the fact is what he has done best of all, what i give him an a on is proving he can do the job in a time of crisis. they may not like his policy choices and he is spending a lot of money and taking risk but he

>> ask anyone who owns a puppy the thought of losing one is heart breaking. these little puppies were in a home engulfed in flame. this is an early show exclusive. the firefighters from the charlotte fire department. gentlemen, thank you for joining us this morning. >> thank you, sir. thank you. >> we are looking at the puppies and there you guys are. let me ask you to describe the scene. >> very interesting. we had four or five apparatus on scene and over 20 firefighter this is day and when the teams entered the house to put out the fire alan and myself were assigned to rescue 10 here in charlotte. we entered the house from the

rear after we completed our first assignment and that's when we found the puppies which were seen by a lot of the firemen. we happened to be able to grab them and get them out and here we are today. >> did you hear them or where were they. in a box or in a closet. how tough was it to get to them in. >> this time not very difficult. the engine companies on scene, engine 20 and kpix did an excellent job in the fire take down that lifted the smoke so we had good visibility. the puppies were in a little pantry area off the kitchen and they were making noise as you can hear today and luckily we had a blanket. >> they are grunting and growning and have been through so much. can you show me the pet respirator and let me ask you do you all carry these in the different engine companies to save pets? >> yes, we do. we have several of the sets scattered throughout the fire

department. there is two sizes. jeff has one of the larger sizes and they can also be used for a feline and they work pretty good. they are a delivery system for oxygen for the pet. they very close very well. >> let me ask you. how challenging is a rescue. it's a great story, but you show up at a home that is fully engulf and you have the units on scene. you know the people are out, but when do you decide okay my live is not in jeopardy to the point where i want to go in and get these puppies? >> we had three key items on this day that happened commonly in charlotte. we had a very intelligent resident who was smart in getting out of the house after he called 911 and closed the doors behind him that limiteded the fire spread and waited for us to get on scene and gave us directions as to who was in the house and possibly the location.

secondly with the equipment that we are provided in charlotte and the training, the situations like this makes it easy for us. >> let me ask you this. this is not the first time you have been involved in a pet rescue. you are like the ace ventura of charlotte. 1999, this picture is world famous. another heroic effort. it's amazing the work you do with humans and canines as well. what is it like for you around town. when you showed up people were like this should be easy for you. get in there. >> yes, it was 1999 and it's interesting in the fact that cinnamon who you just showed the picture of she was the mother of nine puppies. she was a doberman and we were able it get her out of the house and here it is nine or 10 years later and this time it's puppies. it's a unique situation. >> alan and jeff thanks to the

purina dog challenge kicks off at the indiana state fair in indianapolis. this is a professional dog trainer. who is the purina incredible dog challenge. >> the premier of the sporting event and dogs demonstrating and competing in olympic-style events and dogs are going through and diving into pools and 19,000 gallons of water. we will have dog agility and freestyle flying dogs competing in several events. this is the premier sporting event. >> you told me there is hard core rules about this. we came over for a quick second and you told me the dogs have to start off with their right foot. they can't start with the left. >> basically the dogs have to go through every pole and start off on the right of the pole. that's difficult. it takes us quite a long time to train. this is a timed event.
