paramedics declare a man dead after being shot by police. >> half an hour later the man begins to move. i am dawn scott. >> i am mary. >> breaking news, a nasty accident in howard county. sky chopper 13 over the scene. hello don, this is in baltimore county, southbound i- 90 on the ramp to go westbound 695 a roll over accident with ejection. the driver after leaving the roadway, the caroled and through him out of the vehicle. he will be transferred to a local area trauma center. the ramp that goes southbound 95 to belt way westbound or northwest bound is closed at this hour and backing up now.

so expect delays in the area as with you come southbound. back to you. >> thank you very much. captain mike perry. >> now on to or other top story. paramedics have been reassigned. a man is still alive after being pronounced dead. eyewitness news stays on the story. good afternoon mike. >> good afternoon everybody. the person shot is a man in critical condition. the fire department is in charge of all medical technicians. they have an excellent record and renowned throughout the country but promise a thorough investigation into what went wrong in this case. >> reporter: a police officer shot 51-year-old michael quarrels in the head at this store on garrison boulevard after the man lunged at him. paramedics rushed to the scene and determined he was dead. what happened next raised serious questions about their

response and spurred an investigation that could lead to the medics losing their licensejobs. >> they determined he had signs incompatible with life and pronounced. they left the scene. shortly there after they returned at the request of the police department because the victim manifested or gestured signs that gave them indication he was not expired. >> reporter: so how could this happen? fire department is unable to say exactly this early in the investigation. paramedics are trained to look for pulse and any signs of breathing. >> at this juncture our quality asuffer sans team will contact both individuals, have them provide a written report outlining details surrounding their response. >> reporter: could what happen to mr. quarrels happen to you? >> if you are trained to save lives you should be able to recognize if someone is dead or

alive. >> reporter: people should not be alarmed. >> people are receiving the optimum level of care. >> reporter: quarrels still very much alive is being treated at the hospital. the fire department cannot recall another incident like this in their recent history. the same medics who believed he was dead went back to the scene after police reports he was moving. the fire department has not identified the paramedics involved. public transit will get major new additions. good afternoon. >> good afternoon. light rail is dominating the future of public transit with two new light rail lines proposed today. in the baltimore area, a brand new red line would run to east baltimore city. the line would go 14- mileconnect with existing light rail. it will fill a crucial void. >> if we have some pretty good

mass transit options north to south but not east to west. the red line is going to bring thousands of new jobs with tremendous potential for baltimore city. >> the governor also deteared plans for a purple line light rail connects bethesda with new care on the. they will ask the federal mass transit to fund the process. the cities mounted patrol faces elimination. baltimore city police department is slashing the budget. officials say they will save $150,000 if they get rid of the horses. sources close to the unit say a number of officers hope reporting will lead to donations to save the horses. we talked to the fraternal order of police how important the mounted patrol is.

way to diplomatic talks. they were captured along the north korean border in march and later sentenced to 12 years of hard labor for sneaking into the country illegally and engaging in hostile acts. the families of the journalists approached clinton for help. >> this is the highest profile of the former president since leaving office and setting up his nonprofit here in this building in harlem. north korea is relishing the attention. >> north koreans, they get propaganda value of the highest level visit in a decade. >> clinton's wife, secretary of state, hillary clinton has been pushing for their release. lee has a young daughter and ling has a health issue. >> in new york, drew 11 son, wjz, eyewitness news. this is only the second visit to north korea by a u.s.

the boston police officer wrapped up in the gates arrest is suing. he claims his civil rights have been violated and has filed a lawsuit against the mayor.

gates was arrested in cambridge in a much talked about case that brought him to a beer summit with barack obama. birthday wishes in order for the nation's top executive. he turns 48 today. he will celebrate with democratic senators during a lunchtime meeting on the health care overhaul. oh, boy. sounds fun. press secretary robert gibs said they chose to hold lunch at the white house because chuckie cheese was all booked. from now until august 15th, disadvantaged kids can get a free back to school hair cut at 55 local hair cutry locations. it's called share a hair cut. stylists have donated more than 450,000 hair cuts to kids in need. still to come, as you take another live lookout side,

in today's eyewitness news health watch, treating depression earlier than ever before. kelly lynn is here with more. >> this study finds people taking anti dipleasants are not necessarily depressed. one in 10 americans over the age of 6 is on an anti depleasant. a new report says that number has doubled in just one decade. there about 13 million to 27 million people. the increase is partially because people use these for problems other than depression, such as back pain, anxiety and headaches. >> too much tv may be bad for a child's blood pressure. in one to eight-year-olds, blood pressure is higher in kids who watch the most tv. these findings remain true despite whether the children were over weight or not.

welcome back. we are heating it up this afternoon. already 85 degrees. 85 down at the ocean also in dc. dew points in the low 70s. everyone starting to feel it out there. as far as heat index goes. we haven't shown this much but already at 90 degrees for the heat index here in baltimore and 90 degrees in ocean city. 72 oakland and the mountains. i guess that is where you have to go to escape the heat. winds light out there. in the process of turning around. that is ahead of the next storm moving our way. this storm to the west a doozy. marty was showing you, widespread wind damage and flooding with it. it is moving southeast.
